Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe El Pleno de la Junta Nacional de Justicia destituyó en la víspera a César José Hinostroza Pariachi, como juez de la Corte Suprema de Justicia, por promover con el entonces presidente de la Corte Superior de Lima Sur, Marco Cerna Bazán, la contratación de dos allegadas como juezas supernumerarias, el año 2018.

Hay que recordar que el 28 de setiembre del 2018 con 18 votos la Comisión Permanente del Congreso de la República, dominado por el fujimorismo excluyó de las investigaciones a César José Hinostroza Pariachi, como miembro de la organización criminal de los “Cuellos Blancos del Puerto” sin que la prensa de entonces, que es la misma que hoy en día atenta contra el orden constitucional propiciando intentonas golpistas de poderes fácticos digiera una sola palabra, en esos oscuros días no hubo un informe de prensa, ni programa dominical dominguero que hiciera eco de tremendo acto torcido a la moral, por parte del parlamento de entonces, se callaron en siete idiomas, y no pasó nada en este país.

De otro lado y retornando al tema que nos avoca, en la ponencia del Procedimiento Disciplinario N° 040-2021-JNJ a cargo de la doctora Imelda Tumialán Pinto, quedó acreditado que el investigado interfirió en las funciones de dicha Corte, en beneficio de terceras personas. En ese sentido, quedó probado el actuar intencional de Hinostroza Pariachi, quien fungió de articulador de las contrataciones.

“Se reafirma la posición de dominio del investigado con las abogadas, dado que les indicó la necesidad de registrarse en la convocatoria, que lo mantuvieran informado, y en manera paralela mantenía coordinación con el presidente de la Corte Superior de Lima Sur (…)”, señaló Tumialan.

Detalló en su ponencia que no era la primera vez que el ex juez supremo intervenía en este tipo de procesos a favor de sus conocidos, “sino que fue una práctica recurrente y normalizada, que denota una falta de transparencia en su conducta y la utilización indebida de su posición de alta jerarquía e influencia”.

En este sentido, por unanimidad el pleno de la JNJ determinó que César José Hinostroza Pariachi, incurrió en las faltas muy graves previstas en el art. 48, incisos 4 y 13, de la Ley de la Carrera Judicial, y le impuso la sanción de destitución.

“The position of dominance of the investigated person with the lawyers is reaffirmed, given that he indicated to them the need to register in the call, to keep him informed, and in parallel, he maintained coordination with the president of the Superior Court of South Lima (… ),” said Tumialan.

He detailed in his presentation that it was not the first time that the former supreme judge intervened in this type of process in favor of his acquaintances, “but it was a recurring and normalized practice, which denotes a lack of transparency in his conduct and the improper use of his position of high hierarchy and influence.

In this sense, the plenary session of the JNJ unanimously determined that César José Hinostroza Pariachi incurred the very serious offenses provided for in art. 48, subsections 4 and 13, of the Judicial Career Law, and imposed the sanction of dismissal.
