“En las regiones amazónicas, los titulares tienen el reto de desplazarse desde sus concesiones, títulos o comunidades alejadas, para presentar sus cumplimientos. Esto implica un gasto de dinero que muchas veces no tienen y, en ese sentido, ayuda MiBosque”, dijo Roger Toullier, de la Gerencia Regional Forestal y de Fauna Silvestre (GERFFS) de Ucayali, durante el foro “Tecnología e Innovación al servicio de los bosques”, organizado por el OSINFOR, con el apoyo y asistencia técnica del Proyecto Prevenir de USAID, en la ExpoAmazónica 2022, realizada en Chachapoyas, Amazonas.

MiBosque es una innovadora herramienta que facilita el registro de evidencia del manejo forestal que realizan los titulares de títulos habilitantes otorgados por el Estado, sin tener que acudir a oficinas físicas. Desde sus dispositivos móviles, los titulares y regentes pueden registrar evidencias del cumplimiento de sus obligaciones, además de generar alertas en caso identifiquen un acto ilícito en sus áreas de manejo.

Este aplicativo permitirá cerrar una brecha de incumplimiento normativo mayor al 60% que identificó el OSINFOR gracias a las supervisiones forestales que realiza. De acuerdo con los datos de la entidad, de los más de 9 mil títulos habilitantes registrados, solo el 40% cumple de manera adecuada con los compromisos que adquirieron al recibir sus permisos de aprovechamiento forestal.

En su intervención, Juan Falcón, gerente regional de Desarrollo Forestal y de Fauna Silvestre de Loreto, destacó la posibilidad de acceder a MiBosque de manera offline (sin datos móviles o internet), pues al ser Loreto la región con más territorio boscoso del país, muchos titulares y comunidades residen en las periferias de las ciudades, donde el acceso a internet es limitado.

En ese sentido, Falcón señaló importante agregar un mapa de desplazamiento en el aplicativo y su traducción a lenguas amazónica como la Asháninka, Shipibo- Conibo, entre otros, a fin de facilitar su uso a las comunidades nativas.

CONTRIBUCIÓN A LA LEGALIDAD DE LA MADERA
Otro aspecto que se resaltó durante el foro fue cómo MiBosque puede contribuir a la cadena de valor y legalidad de productos maderables y no maderables. “El reto es cómo utilizar este aplicativo para aportar a la legalidad”, dijo Marco Alonso Enciso Hoyos, representante del Servicio Nacional Forestal y de Fauna Silvestre (SERFOR). “Los titulares deben usarlo no solo para cumplir sus obligaciones, sino para cumplir con la legalidad, que es su responsabilidad”, añadió.

Durante el foro, los panelistas resaltaron la importancia de la interoperabilidad y el trabajo conjunto entre las diversas autoridades forestales para garantizar un buen manejo forestal y un aprovechamiento sostenible de los recursos del bosque.

CONTRIBUTION TO THE LEGALITY OF TIMBER
Another aspect highlighted during the forum was how MiBosque can contribute to the value chain and legality of timber and non-timber products. “The challenge is how to use this application to contribute to legality,” said Marco Alonso Enciso Hoyos, representative of the National Forestry and Wildlife Service (SERFOR). “The holders must use it not only to fulfill their obligations, but also to comply with the law, which is their responsibility,” he added.

During the forum, the panelists highlighted the importance of interoperability and joint work between the various forestry authorities to guarantee good forest management and sustainable use of forest resources.
