“En el documento entregado se plantean algunos ejes que servirán de base para resolver la inestabilidad política que afecta la estabilidad en la economía y en otros aspectos de la vida del país. Esta inestabilidad se debe a dos elementos: la vacancia presidencial por incapacidad moral y la cuestión de confianza. Sin estas causas, eliminaremos la inestabilidad política, por ello hemos presentado un proyecto de ley para atender este tema”, señaló el jefe del Gabinete Ministerial.

El titular de la Presidencia del Consejo de Ministros (PCM) enfatizó que el gobierno del presidente Castillo es respetuoso de las instituciones que componen el orden democrático del país. “Nosotros no atacamos al Congreso en ninguna de nuestras sesiones de Consejo de Ministros Descentralizado”, precisó Torres Vásquez, quien destacó la cordialidad en la que se desarrolló el diálogo con el presidente del Parlamento y los integrantes de la Mesa Directiva de este poder del Estado.

El presidente del Consejo de Ministros explicó que, además del eje referido a la estabilidad política y reforma constitucional, el documento propone la atención de los proyectos de ley pendientes de aprobación referidos a la lucha contra la inseguridad ciudadana y reforma en la administración de justicia.

Con relación al eje de reactivación e impulso al crecimiento económico, que requiere del Congreso la atención célere de los 15 proyectos de ley presentados por el Ejecutivo, el titular de la PCM explicó que entre las propuestas figura la iniciativa para destrabar más de 1800 obras paralizadas por arbitrajes. “Este proyecto permitirá que se haga una liquidación de la obra y permita continuar con lo que falta, lo que beneficiará a todos los peruanos”, añadió.

Respecto al eje para impulsar acción conjunta y comprometida que mitigue y contrarreste un escenario más adverso de precios de los combustibles y granos en la economía global, Torres Vásquez señaló que se requiere de un trabajo en conjunto entre los poderes Ejecutivo y Legislativo para prevenir un incremento del costo de la canasta básica familiar.

En cuanto al eje de la lucha contra la corrupción, el narcotráfico y el terrorismo, el jefe del Gabinete Ministerial precisó que se ha presentado un proyecto de ley para agravar las penas sobre actos de corrupción. “En cuanto al narcotráfico, estamos estableciendo mecanismos, además del uso de la fuerza, para luchar contra este flagelo y obtener resultados positivos”, señaló.

Torres Vásquez también explicó que en el documento se desarrolla el eje para mitigar los intereses elevados de los créditos hipotecarios y de consumo, a fin garantizar el crecimiento y desarrollo económico social de todos los peruanos y peruanas. Por último, el eje referido a la política exterior, se informó que el objetivo es profundizar la diplomacia social y estrechar vínculos con organismos multilaterales que permitan el cierre de brechas sociales.

Regarding the axis of the fight against corruption, drug trafficking and terrorism, the head of the Ministerial Cabinet specified that a bill has been presented to aggravate the penalties for acts of corruption. “Regarding drug trafficking, we are establishing mechanisms, in addition to the use of force, to fight against this scourge and obtain positive results,” he said.

Torres Vásquez also explained that the document develops the axis to mitigate the high interests of mortgage and consumer loans, in order to guarantee the growth and social economic development of all Peruvians. Finally, the axis referred to foreign policy, it was reported that the objective is to deepen social diplomacy and strengthen ties with multilateral organizations that allow the closing of social gaps.
