Asimismo, se destaca la importancia de saber ajustarse a las condiciones, ser capaces de defender las ventajas, aprovechar las oportunidades y tener claridad de visión y un sólido liderazgo; el gobierno frágil de Dina Boluarte Zegarra, carece tangencialmente de todo lo antes dicho.

Para empezar la enclenque administración gubernamental de Dina Boluarte Zegarra, no ha tenido en cuenta que este conflicto no solo es social, sino político por excelencia, esa falta de visión sobre el camino por el cual tiene que transitar su gobierno es limitado; también no ha logrado descifrar las condiciones cognitivas de los flujos humanos en las regiones del sur peruano; el terreno diverso de culturas y costumbres de cientos de pueblos cuya cosmovisión vivencial es totalmente diametral al de las ciudades; el Ejecutivo está años luz de conseguir comprender el principio de autoridad y mando que tienen los ciudadanos del ande peruano, que es totalmente opuesto al relajo y la indisciplina policial y de la autoridad estatal que representa al Estado en dichas parte de nuestro país.

Tregua es un concepto que hace referencia al cese de hostilidades por un tiempo determinado entre dos o más adversarios que se conocen y que se identifican entre ambos previa a la iniciativa del bando, ahora bien la tregua no supone el final del conflicto, sino una suspensión momentánea. La tregua entre lados hostiles se construye, no se trata de decir llamo a una tregua y al mismo tiempo estar matando, denigrando, persiguiendo, insultando y descriminando, con quienes supuestamente quieres que hagan la tregua con tigo. La tregua es una condición entre las partes enfrentadas que buscan las mismas, pero en este caso peruano, la tregua de Boluarte Zegarra, es el inicio de tirar la toalla, por que el oxígeno en el gobierno empieza a escasear.

Pero ante todo vamos a compartir la nota de prensa y postura oficial de la administración de la presidenta Dina Boluarte Zegarra, en su conferencia de prensa ofrecida a la prensa internacional acreditada en nuestro país, y que se desarrolló en la víspera en Palacio de Gobierno.

NOTA DE PRENSA
La presidenta Dina Boluarte formuló hoy un llamado a una tregua nacional, a fin de entablar mesas de diálogo y fijar agendas de desarrollo con las regiones, y remarcó que el Perú es un país democrático, respetuoso del Estado de derecho y de las instituciones.

“No me voy a cansar de llamarlos al diálogo, a la paz y a la unidad”, señaló la jefa de Estado durante una conferencia con medios acreditados en la Asociación de Prensa Extranjera en el Perú.

La mandataria señaló la importancia de poner sobre la mesa agendas en torno a las cuales dialogar y trabajar en la solución a los problemas y necesidades que por años no han sido atendidos, y que las hermanas y hermanos peruanos esperan con premura.

Asimismo, reafirmó que el Gobierno reconoce el derecho a la protesta, pero esta no puede venir acompañada de violencia, al recordar que a la fecha se han perdido aproximadamente 2,000 millones de soles en labores de producción y 3,000 millones en daños a la infraestructura.

Respecto a la intervención policial en la Universidad Nacional Mayor de San Marcos, la presidenta Boluarte explicó que esta se dio a solicitud de las autoridades de dicha casa de estudios, y quizá la forma no fue la adecuada, por lo que ofreció sus disculpas a los estudiantes.

“Se actuó en el marco de la ley y en salvaguarda de los estudiantes de la propia universidad”, puntualizó.

Por otro lado, reiteró su invocación al Congreso para que ratifique, en una segunda votación, el proyecto de ley presentado por el Ejecutivo para el adelanto de elecciones, con lo cual se tendrá una fecha puntual para que los peruanos acudan a las urnas.

Consultada sobre su participación virtual en una sesión protocolar de la Organización de Estados Americanos (OEA), prevista para este miércoles, la dignataria aseguró que informará con la verdad lo ocurrido en el país en el marco de las protestas.
