Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe El Parlamento Andino, en sesión efectuada el último 26 de enero de 2023, bajo la presidencia de Gloria Flórez Schneider, acordó por unanimidad exhortar al gobierno y las instituciones estatales peruanas a que adopten mecanismos y procedimientos que garanticen el diálogo con los distintos sectores sociales y políticos, a fin de encontrar una salida a la crisis que atraviesa la República del Perú.

Los 25 representantes de los países integrantes del Parlamento Andino (Perú, Colombia Ecuador, Bolivia y Chile) en votación unánime, expresaron su solidaridad con las familias de las víctimas mortales y heridos, ocurrido durante el desarrollo de esta crisis política y social.

Asimismo, condenaron los excesos de violencia generados durante las manifestaciones ciudadanas, sin importar el origen de las mismas, exhortando a la prudencia de los manifestantes y fuerzas del orden para evitar cualquier clase de atentado contra la vida de los mismos.

El Parlamento Andino, reiteró su compromiso con la vigencia de los derechos humanos de las ciudadanas y ciudadanos, la preservación de la paz social, con las garantías democráticas en la región andina, América Latina y el Caribe, poniendo a disposición del gobierno peruano y de los diferentes sectores políticos sociales su rol de acompañamiento a los procesos del Parlamento Andino, América Latina y el Caribe.

Asimismo, hacen un llamado a la Comunidad internacional y organismos internacionales a defender los derechos humanos y la paz en el marco del Derecho Internacional.

Proponen la creación de una Comisión Especial de acuerdo a lo establecido en el artículo 64 del Reglamento del Parlamento Andino para que se investiguen los hechos suscitados durante las manifestaciones ciudadanas realizadas en el Perú y, se elabore un informe de los resultados de esta, ante la plenaria del Parlamento Andino.

Dicho artículo 64 “De Comisiones Especiales y Ad Hoc”, contempla que éstas serán establecidas por la Plenaria para asuntos de especial importancia y trascendencia institucional del Parlamento Andino.

El acuerdo fue tomado en la sesión del Parlamento Andino que se desarrolló la presente semana en la ciudad de La Paz, capital del Estado Plurinacional de Bolivia.

El representante peruano Fernando Arce Alvarado, que fue uno de los impulsores de la declaración y acuerdo arribado, expresó su agradecimiento ante la representación supranacional, afirmando que esta trascendental decisión se sumará a las expresadas por otros organismos internacionales importantes como en la arribada en la séptima cumbre de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) y Parlamento Europeo, que emitieron sendos acuerdos y pronunciamientos para preservar la paz en la República Peruana.

Andean Parliament proposes the creation of a special commission and investigation of acts of violence in Peru and a continuous dialogue to achieve peace.

The Andean Parliament reiterated its commitment to the validity of the human rights of citizens, the preservation of social peace, with democratic guarantees in the Andean region, Latin America and the Caribbean, making available to the Peruvian government and the different social political sectors their role of accompaniment to the processes of the Andean Parliament, Latin America and the Caribbean.

Likewise, they call on the international community and international organizations to defend human rights and peace within the framework of International Law.

They propose the creation of a Special Commission in accordance with the provisions of article 64 of the Regulations of the Andean Parliament to investigate the events that occurred during the citizen demonstrations held in Peru and to prepare a report on the results of this, before the plenary session of the Andean Parliament.

Said article 64 “Of Special and Ad Hoc Commissions” contemplates that these will be established by the Plenary for matters of special importance and institutional transcendence of the Andean Parliament.

The agreement was reached at the session of the Andean Parliament that took place this week in the city of La Paz, capital of the Plurinational State of Bolivia.

The Peruvian representative Fernando Arce Alvarado, who was one of the promoters of the declaration and agreement reached, expressed his gratitude to the supranational representation, stating that this transcendental decision will be added to those expressed by other important international organizations such as the arrival in the seventh Summit of the Community of Latin American and Caribbean States (CELAC) and the European Parliament, which issued separate agreements and pronouncements to preserve peace in the Peruvian Republic.
