Según la resolución de Consejo Universitario N°1223-2022-CU-UNJFSC del 29 de diciembre de 2022, dispone incorporar como docente universitario a don Manuel German Benza Pflücker, en cumplimiento a la Ley N° 31542; a partir de efectuarse el alta en el aplicativo informático para el registro centralizado de planilla y de datos de los recursos humanos del sector público (AIRHSP) del Ministerio de Economía y Finanzas (MEF), de acuerdo a los fundamentos expuestos en la parte considerativa de la presente resolución, señala la norma citada.

La Ley N° 31542, en su artículo primero indica, que el objeto de la norma que se cita, es eliminar el límite de edad máxima para el ejercicio de la docencia universitaria, es decir, este precepto, modifica el artículo 84 de la Ley 30220, Ley Universitaria, con la finalidad de optimizar el principio de igualdad, de protección especial y garantizar el derecho al trabajo de los docentes.

De esta forma el Estado peruano hace eco del clamor universitario del país, y desagravia a los docentes universitarios que se vieron afectados por la norma que invocaba la Ley 30220; al incorporarlos sin ninguna restricción y con todos sus derechos con la Ley N° 31542, dejando el camino abierto para que sean los respectivos Consejo Universitario de cada universidad para que evalúe la continuidad del docente condicionado a la verificación del estado de salud física y mental a cargo de una junta médica, señala meridianamente la norma que modifica el artículo 84 de la Ley N° 30220, Ley universitaria, para eliminar el límite de edad máxima para el ejercicio de la docencia universitaria.

MANUEL GERMAN BENZA PFLUCKER
Nació en Lima, Perú, el 16 de abril de 1944, hijo de Manuel Enrique Benza Chacón y de María Luisa Pflücker Valdez. Hizo sus estudios primarios en el Colegio San Patricio del distrito de San Isidro y los secundarios en el Colegio de la Inmaculada de Lima, entre 1955 y 1959. Estudió Sociología en la Facultad de Ciencias Sociales de la Pontificia Universidad Católica del Perú (1966-1970). Obtuvo una Maestría en Políticas de Desarrollo y Planificación por la Universidad Bielefeld en Alemania.

Trabajó como Asesor en el Fondo Nacional de Propiedad Social (1982-1985) y fue docente de la Universidad Nacional José Faustino Sánchez Carrión de Huacho desde el año 2001.Fue Secretario General de la Comisión Política. Participa en la alianza Izquierda Unida en las elecciones generales del Perú de 1985, siendo elegido como diputado del Congreso de la República del Perú para el periodo 1985 – 1990.

Se integró a la Democracia Cristiana y fue Secretario General Regional en Lima-Provincias. Tras una de las escisiones de la DC, se integra al Partido Socialista Revolucionario y posteriormente funda el Movimiento Regional Democracia Cristiana. En las elecciones regionales del 2014 postuló a la Presidencia del Gobierno Regional de Lima por el Frente Amplio.​ Asimismo, postuló nuevamente al congreso en las elecciones parlamentarias extraordinarias del 2020 por el partido Perú Libre.​

In this way, the Peruvian State echoes the country’s university clamor, and redresses the university professors who were affected by the norm that Law 30220 invoked; by incorporating them without any restriction and with all their rights with Law No. 31542, leaving the way open for the respective University Council of each university to evaluate the continuity of the teacher conditional on verification of the state of physical and mental health to position of a medical board, clearly indicates the norm that modifies article 84 of Law No. 30220, University Law, to eliminate the maximum age limit for the exercise of university teaching.

MANUEL GERMAN BENZA PFLUCKER
He was born in Lima, Peru, on April 16, 1944, the son of Manuel Enrique Benza Chacón and María Luisa Pflücker Valdez. He completed his primary studies at the San Patricio School in the San Isidro district and his secondary studies at the Colegio de la Inmaculada in Lima, between 1955 and 1959. He studied Sociology at the Faculty of Social Sciences of the Pontificia Universidad Católica del Perú (1966-1970). ). He obtained a Master’s Degree in Development Policy and Planning from Bielefeld University in Germany.

He worked as an Advisor at the National Social Property Fund (1982-1985) and was a professor at the José Faustino Sánchez Carrión de Huacho National University since 2001. He was General Secretary of the Political Commission. He participated in the United Left alliance in the general elections of Peru in 1985, being elected as a deputy of the Congress of the Republic of Peru for the period 1985 – 1990.

He joined the Christian Democracy and was Regional Secretary General in Lima-Provinces. After one of the divisions of the DC, he joined the Revolutionary Socialist Party and later founded the Regional Christian Democracy Movement. In the 2014 regional elections, he ran for the Presidency of the Regional Government of Lima for the Broad Front. Likewise, he ran again for congress in the 2020 extraordinary parliamentary elections for the Peru Libre party.
