Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe Siguiendo la línea temática de lo impulsado en la actual gestión, el Pleno del Congreso aprobó, este jueves 12, el proyecto de resolución legislativa que establece la Agenda Legislativa para el Periodo Anual de Sesiones 2023-2024, que fue elaborada con los grupos parlamentarios, las 24 comisiones ordinarias y la Presidencia del Consejo de Ministros.

La decisión de la Representación Nacional fue por 105 votos a favor, 4 en contra y 2 abstenciones.

El artículo 1 de la resolución legislativa define que la Agenda Legislativa contiene cuatro objetivos centrales, 35 políticas de Estado, y 106 temas, en los siguientes términos:

OBJETIVO 1: DEMOCRACIA Y ESTADO DE DERECHO
-Fortalecimiento del régimen democrático y estado de derecho
-Democratización de la vida política y fortalecimiento del sistema de partidos
-Afirmación de la identidad nacional
-Institucionalización del diálogo y la concertación
-Gobierno en función de objetivos con planeamiento estratégico, prospectiva nacional y procedimientos transparentes.
-Política exterior para la paz, la democracia, el desarrollo y la integración.
-Erradicación de la violencia y fortalecimiento del civismo y de la seguridad ciudadana.
-Descentralización política, económica y administrativa para propiciar el desarrollo integral, armónico y sostenido del Perú
-Política de seguridad nacional

OBJETIVO 2: EQUIDAD Y JUSTICIA SOCIAL
-Reducción de la pobreza
-Promoción de la igualdad de oportunidades sin discriminación
-Acceso universal a una educación pública gratuita y de calidad y promoción y defensa de la cultura y del deporte
-Acceso universal a los servicios de salud y a la seguridad social
-Acceso al empleo pleno, digno y productivo
-Promoción de la seguridad alimentaria y nutrición
-Fortalecimiento de la familia, protección y promoción de la niñez, la adolescencia y la juventud

OBJETIVO 3: COMPETITIVIDAD DEL PAÍS
-Afirmación de la economía social de mercado
-Búsqueda de la competitividad, productividad y formalización de la actividad económica
-Desarrollo sostenible y gestión ambiental
-Desarrollo de la ciencia y la tecnología
-Desarrollo en infraestructura y vivienda
-Política de comercio exterior para la ampliación de mercados con reciprocidad
-Política de desarrollo agrario y rural

OBJETIVO 4: ESTADO EFICIENTE, TRANSPARENTE Y DESCENTRALIZADO
-Afirmación de un estado eficiente y transparente
-Cautela de la institucionalidad de las fuerzas armadas y su servicio a la democracia
-Promoción de la ética y la transparencia, y erradicación de la corrupción, el lavado de dinero, la evasión tributaria y el contrabando en todas sus formas
-Erradicación de la producción, el tráfico y el consumo ilegal de drogas.
-Plena vigencia de la constitución y de los derechos humanos y acceso a la justicia e independencia judicial.
-Acceso a la información, libertad de expresión y libertad de prensa
-Eliminación del terrorismo y afirmación de la reconciliación nacional
-Sostenibilidad
-Gestión del riesgo de desastres
-Política de Estado sobre los recursos hídricos
-Ordenamiento y gestión territorial
-Sociedad de la información y sociedad del conocimiento

La Agenda Legislativa, aprobada en la sesión del Consejo Directivo del martes 10, es un instrumento concertado de planificación del trabajo parlamentario en materia legislativa y que el debate de los proyectos de ley ahí contenidos tiene prioridad, tanto en las comisiones como en el Pleno del Congreso.

Plenary session of Congress approves legislative agenda resolution “Democracy, equity and social justice, competitiveness and efficient State.”

Peruvian News Agency PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe Following the thematic line of what has been promoted in the current administration, the Plenary Session of Congress approved, this Thursday the 12th, the draft legislative resolution that establishes the Agenda Legislative for the Annual Period of Sessions 2023-2024, which was prepared with the parliamentary groups, the 24 ordinary commissions and the Presidency of the Council of Ministers.

The decision of the National Representation was 105 votes in favor, 4 against and 2 abstentions.

Article 1 of the legislative resolution defines that the Legislative Agenda contains four central objectives, 35 State policies, and 106 topics, in the following terms:

GOAL 1: DEMOCRACY AND RULE OF LAW
-Strengthening of the democratic regime and rule of law
-Democratization of political life and strengthening of the party system
-Affirmation of national identity
-Institutionalization of dialogue and agreement
-Government based on objectives with strategic planning, national foresight and transparent procedures.
-Foreign policy for peace, democracy, development and integration.
-Eradication of violence and strengthening of civility and citizen security.
-Political, economic and administrative decentralization to promote the comprehensive, harmonious and sustained development of Peru
-National security policy

GOAL 2: EQUITY AND SOCIAL JUSTICE
-Poverty reduction
-Promotion of equal opportunities without discrimination
-Universal access to free, quality public education and promotion and defense of culture and sports
-Universal access to health services and social security
-Access to full, decent and productive employment
-Promotion of food security and nutrition
-Strengthening of the family, protection and promotion of children, adolescents and youth

OBJECTIVE 3: COMPETITIVENESS OF THE COUNTRY
-Affirmation of the social market economy
-Search for competitiveness, productivity and formalization of economic activity
-Sustainable development and environmental management
-Development of science and technology
-Development in infrastructure and housing
-Foreign trade policy for the expansion of markets with reciprocity
-Agrarian and rural development policy

GOAL 4: EFFICIENT, TRANSPARENT AND DECENTRALIZED STATE
-Affirmation of an efficient and transparent state
-Caution of the institutionality of the armed forces and their service to democracy
-Promotion of ethics and transparency, and eradication of corruption, money laundering, tax evasion and smuggling in all its forms
-Eradication of illegal drug production, trafficking and consumption.
-Full validity of the constitution and human rights and access to justice and judicial independence.
-Access to information, freedom of expression and freedom of the press
-Elimination of terrorism and affirmation of national reconciliation
-Sustainability
-Disaster risk management
-State policy on water resources
-Territorial planning and management
-Information society and knowledge society

The Legislative Agenda, approved in the session of the Board of Directors on Tuesday the 10th, is a concerted instrument for planning parliamentary work on legislative matters and the debate of the bills contained therein has priority, both in the committees and in the Plenary of the Congress.
