Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe Con la finalidad de financiar mayores gastos asociados a la reactivación económica, la respuesta ante la emergencia climática, el peligro inminente por la ocurrencia del Fenómeno El Niño (FEN) para el año 2023, y otras acciones, hoy se publicó la Ley N° 31912 que aprueba un crédito suplementario por más de S/ 5 mil millones solicitado por el Poder Ejecutivo y que contó con opinión favorable del Congreso de la República.

Se trata de un conjunto de medidas que, sumadas a las acciones en marcha de los planes de reactivación Con Punche Perú 1 y 2, totalizan un monto de S/ 13 mil 821 millones. Estos recursos han sido dispuestos para acciones concretas.

“Seguimos preparándonos para enfrentar el fenómeno de El Niño y los riesgos que trae. Este crédito suplementario permitirá inyectar más recursos, y recordemos que ya se han invertido más de S/ 4 mil millones en preparación frente a este evento climatológico”, señaló el ministro de Economía y Finanzas, Alex Contreras.

Las medidas consideradas para este crédito suplementario están orientadas a la preparación frente a la emergencia del FEN Global, la lucha contra la anemia y apoyo a las poblaciones vulnerables, la reactivación sectorial y la reactivación regional, entre otras acciones, las cuales ayudarán a fortalecer y complementar las acciones del plan económico que viene implementando el Gobierno durante el presente año.

Asimismo, la norma contiene una serie de medidas y autorizaciones necesarias para el desarrollo de actividades de diversas entidades de los tres niveles de gobierno, para coadyuvar a la gestión presupuestaria y en materia de recursos humanos durante el Año Fiscal 2023.

ATENCIÓN POR LA EMEGENCIAA DEL FENÓMENO EL NIÑO
Como parte de la estrategia de apoyo a la población afectada por las altas precipitaciones, se consideró un bono de arrendamiento de vivienda para emergencia, para lo que se destinan S/ 207 millones. Se trata de un subsidio de S/ 500 para la atención de aproximadamente 17 152 familias a nivel nacional, por 2 años, las cuales hayan sido afectadas por desastres naturales y sus viviendas hayan sido afectadas parcial o totalmente (inhabitable).

Asimismo, para reforzar las acciones de respuesta inmediata en atención de posibles emergencias en el marco del FEN Global, se aprobó potenciar la Flota Aérea en el Perú con un presupuesto de S/ 210 millones.

También se dispuso la implementación de autorizaciones a fin de que los gobiernos regionales puedan disponer de forma efectiva de hasta el 50% de los recursos transferidos del Fondo de Compensación Regional (FONCOR) para el financiamiento de intervenciones vinculadas a la emergencia. Dichas autorizaciones agilizarán la gestión de los recursos destinados a la atención de desastres causados por el FEN.

Además, se consideró un crédito suplementario a favor de la Autoridad Nacional del Agua y del Ministerio de Desarrollo Agrario y Riego por S/ 92,5 millones con la finalidad de financiar la ejecución de inversiones para la implementación de estructuras en quebradas, destinadas a reducir los riesgos, vulnerabilidades, daños o impactos por las altas precipitaciones fluviales. También se incluirán a la ejecución de actividades de limpieza y descolmatación en los cauces de ríos y quebradas, incluyendo la protección de ribera con roca o enrocado al volteo y colocación de bolsas geotextiles de preparación y respuesta destinadas a reducir los riesgos, vulnerabilidades, daños o impacto ante la posible ocurrencia del FEN.

Finalmente, a las medidas aprobadas de preparación para la emergencia del FEN Global se incorporaron S/ 277 millones para financiar acciones preventivas, de mitigación y de atención de damnificados a nivel nacional, con cargo a la Reserva de Contingencia.

ASISTENCIA SOCIAL
En apoyo a los grupos vulnerables de la población, cuya atención es una de las prioridades de esta gestión del Gobierno, la Ley publicada hoy consideró S/ 22 millones para ampliar la cobertura del otorgamiento del bono de S/ 200 por orfandad a 15 mil niñas, niños y adolescentes, con lo que la población objetivo atendida pasará de 47% a 60%. También se fortalece y amplía la Red Alivia que brinda orientación, asistencia, soporte, acompañamiento y monitoreo para el acceso a los servicios públicos a más 12 mil ciudadanos con discapacidad en las ciudades de Cusco, Huancayo y Trujillo, entre otros.

Asimismo, se destinaron S/ 175 millones para acciones de supervisión y prestación del Servicio Alimentario Escolar (SAE), que es brindado por el Programa Nacional de Alimentación Escolar Qali Warma, en beneficio de más de 4 millones estudiantes a nivel nacional durante todo el calendario escolar.

También considera, como medida estratégica, S/ 17 millones para ampliar la Transferencia Primera Infancia del Programa Juntos en beneficio de más de 92 mil hogares con gestantes registradas hasta el primer trimestre y recién nacidos registrados dentro de los 30 primeros días de edad del infante; la cual consiste en la entrega de un incentivo adicional de S/ 50 por cumplimiento de corresponsabilidades vinculadas a salud, nutrición y desarrollo.

A fin de fortalecer la lucha contra la anemia y la desnutrición, se destinaron S/ 36 millones para incrementar las visitas domiciliaras a los 879 distritos que concentran más del 90% de niños a nivel nacional a fin de promover el consumo oportuno de suplemento de hierro. De esta manera, se beneficiará a 169 mil niños y niñas de 6 a 12 meses de edad, especialmente en condición de pobreza, quienes recibirán 3 visitas domiciliarias de forma mensual.

REACTIVACIÓN SECTORIAL
Entre las medidas de reactivación sectorial figura el fortalecimiento de la industria naval, que generará más de 8 mil puestos formales de trabajo, directos e indirectos, a través de la construcción de un buque multipropósito, y continuar con la fabricación de 3 patrulleras (oceánica y marítimas) y 2 unidades auxiliares logísticas.

Para potenciar la inversión pública y privada para el Hub Portuario, la Ley incluye S/ 18 millones para el financiamiento de inversiones públicas a favor de Chancay, Ancón y Callao, así como para la formulación de planes de desarrollo urbano y de acondicionamiento territorial que potencien y complementen la iniciativa privada en beneficio de la población. Estas medidas permitirán acelerar el cierre de brechas y potenciar el dinamismo económico nacional a mediano plazo.

“El crédito suplementario considera recursos para el hub portuario, incluyendo temas concernientes al puerto de Chancay que será el más grande de América Latina y el tercero más grande a nivel mundial”, manifestó el ministro Contreras.

De otro lado, se propone impulsar la producción a través del fortalecimiento de cadenas productivas en actividades de pesca, acuicultura, MYPE e industria. Para ello, entre otros aspectos, esta estrategia contempla promover 30 000 formalizaciones empresariales y 500 MYPE capacitadas en gestión, la implementación de 4 Centros de Desarrollo Productivo Digital (CDPD) para la Red CITE, así como la supervisión y fiscalización de recursos hidrobiológicos. Asimismo, se incluyen recursos para financiar actividades y acciones para la gestión y promoción cultural desde en las entidades del sector como en el Santuario Histórico de Machu Picchu, diversas autorizaciones que impulsarán el desarrollo de actividades y la ejecución de inversiones prioritarias en los sectores de salud y educación, entre otras acciones.

REACTIVACIÓN REGIONAL
En cuando a acciones de carácter regional, se contemplaron medidas para el financiamiento de inversiones en ejecución a nivel nacional, así como un incremento del Fondo Invierte para el Desarrollo Territorial (FIDT) con el fin de llevar a cabo un concurso para financiar o cofinanciar las propuestas de inversión de los servicios priorizados de educación básica, salud, saneamiento e infraestructura agrícola de los gobiernos regionales y locales que participaron en el Concurso FIDT 2023, y que no fueron seleccionados.

Se incorporaron medidas para impulsar la inversión pública, como incrementar las actividades de supervisión y brindar asistencia técnica en contratación pública, así como fortalecer la capacidad operativa del Tribunal de Contrataciones del Estado, repotenciar el Sistema Electrónico del Contrataciones del Estado (SEACE).

Se consideraron también acciones para promover la implementación del Régimen SERVIR y la contratación de servidores públicos de alto rendimiento en gobiernos regionales y gobiernos locales, en aras de impulsar la mejora de cuadros gerenciales con orientación a acelerar la ejecución de inversión pública.

Otra medida considerada en el marco de las medidas de reactivación regional, es el fortalecimiento del Programa Inclusivo de Desarrollo Empresarial Rural (PRIDER), que tiene por finalidad el desarrollo económico de organizaciones de pobladores rurales a través de la educación financiera y promover el desarrollo sostenible de emprendimientos rurales.

SEGURIDAD CIUDADANA
En tanto, se destinaron S/ 299 millones para la lucha contra la criminalidad a través de la implementación de Brigadas Especiales Contra el Crimen y el reforzamiento de comisarías, del Departamento de Investigación Criminal – DEPINCRI, y de las unidades especializadas.

Ello se realizará vía el mantenimiento de vehículos e infraestructura, la adquisición de equipamiento tecnológico, gastos de inteligencia y el patrullaje policial, así como el reforzamiento de estrategia Barrio Seguro y la realización de más de 150 operativos y megaoperativos policiales contra el crimen organizado y los conflictos sociales, así como el fortalecimiento de las capacidades de personal para los establecimientos penitenciarios e incentivos a la defensa pública.

This supplementary credit will allow more resources to be injected, and let us remember that more than S/ 4 billion have already been invested in preparation for this weather event,” said the Minister of Economy and Finance, Alex Contreras.

The measures considered for this supplementary credit are aimed at preparing for the FEN Global emergency, the fight against anemia and support for vulnerable populations, sectoral reactivation and regional reactivation, among other actions, which will help strengthen and complement the actions of the economic plan that the Government has been implementing this year.

Likewise, the standard contains a series of measures and authorizations necessary for the development of activities of various entities at the three levels of government, to contribute to budget management and human resources during Fiscal Year 2023.

ATTENTION FOR THE EMERGENCY OF THE EL NIÑO PHENOMENON
As part of the support strategy for the population affected by high rainfall, an emergency housing rental bond was considered, for which S/ 207 million is allocated. This is a subsidy of S/ 500 for the care of approximately 17,152 families nationwide, for 2 years, who have been affected by natural disasters and their homes have been partially or totally affected (uninhabitable).

Likewise, to reinforce immediate response actions in response to possible emergencies within the framework of the FEN Global, it was approved to strengthen the Air Fleet in Peru with a budget of S/ 210 million.

The implementation of authorizations was also established so that regional governments can effectively use up to 50% of the resources transferred from the Regional Compensation Fund (FONCOR) for the financing of interventions related to the emergency. These authorizations will expedite the management of resources destined to respond to disasters caused by the FEN.

In addition, a supplementary credit was considered in favor of the National Water Authority and the Ministry of Agrarian Development and Irrigation for S/ 92.5 million with the purpose of financing the execution of investments for the implementation of structures in streams, aimed at reducing the risks, vulnerabilities, damages or impacts due to high river rainfall. They will also include the execution of cleaning and clearing activities in the channels of rivers and streams, including the protection of banks with rock or rockfill by turning and placement of geotextile preparation and response bags aimed at reducing risks, vulnerabilities, damages or impact of the possible occurrence of FEN.

Finally, S/ 277 million was added to the approved FEN Global emergency preparedness measures to finance preventive, mitigation and care actions for victims at the national level, charged to the Contingency Reserve.

SOCIAL CARE
In support of vulnerable groups of the population, whose attention is one of the priorities of this Government’s management, the Law published today considered S/ 22 million to expand the coverage of the granting of the bonus of S/ 200 for orphanhood to 15 thousand girls , children and adolescents, which will increase the target population served from 47% to 60%. The Alivia Network is also strengthened and expanded, which provides guidance, assistance, support, accompaniment and monitoring for access to public services to more than 12 thousand citizens with disabilities in the cities of Cusco, Huancayo and Trujillo, among others.

REGIONAL REACTIVATION
As for regional actions, measures were contemplated to finance investments being executed at the national level, as well as an increase in the Invest Fund for Territorial Development (FIDT) in order to carry out a competition to finance or co-finance the investment proposals for the prioritized services of basic education, health, sanitation and agricultural infrastructure of the regional and local governments that participated in the FIDT 2023 Competition, and that were not selected.

Measures were incorporated to boost public investment, such as increasing supervision activities and providing technical assistance in public procurement, as well as strengthening the operational capacity of the State Procurement Court, repowering the State Procurement Electronic System (SEACE).

Actions were also considered to promote the implementation of the SERVIR Regime and the hiring of high-performance public servants in regional governments and local governments, in order to promote the improvement of management teams with a view to accelerating the execution of public investment.

Another measure considered within the framework of the regional reactivation measures is the strengthening of the Inclusive Rural Business Development Program (PRIDER), which aims to achieve the economic development of organizations of rural residents through financial education and promote sustainable development. of rural enterprises.

CITIZEN SECURITY
