En esa línea se espera que el Gobierno evalúe las propuestas presentadas en la reunión del lunes último en la sede del Ministerio de Economía y Finanzas (MEF), a fin de reactivar la economía, recuperar la confianza de los empresarios y salir de la crisis económica, manifestó el 2° vicepresidente de la Asociación de Exportadores (ADEX), César Tello Ramírez.
En su discurso en la ceremonia por el Día del Exportador y el premio a la Excelencia Exportadora –contó con la presencia de los ministros de Comercio Exterior, Juan Carlos Mathews Salazar; la ministra de la Producción, Ana María Choquehuanca de Villanueva; y el titular de Trabajo y Promoción del Empleo, Daniel Maurate Romero–, mencionó que se presentaron iniciativas en materia fiscal, laboral y de comercio exterior.
En materia fiscal se propuso reducir el sistema de detracción, percepción y retención para dar mayor liquidez a las empresas, sobre todo a las micro y pequeñas; reducir de forma gradual la tasa del Impuesto a la Renta (IR) de 29.5% a 25%, y paralelamente elevar la tasa de distribución de dividendos de 5% a 9.5%, con el propósito de promover la inversión privada, la reinversión de utilidades y adecuarnos a estándares de la OCDE.
Asimismo, elevar el Drawback de 3% a 5%, deducir del pago del IR de 5ta categoría el pago del seguro de desgravamen de los créditos hipotecarios, con lo cual crecería el sector construcción; y postergar hacia el 2025 el incremento de la tasa de IR para la agroindustria (de 15% a 20%).
En lo laboral planteó fortalecer Essalud (debe brindar un servicio adecuado y oportuno) y discutir una reforma laboral que haga más competitivas el aparato productivo. En relación al comercio exterior pidió fortalecer las OCEX e iniciar un proceso de acumulación de origen entre los países de la Alianza del Pacífico y EE.UU.
Tello Ramírez recordó que, en los últimos 22 años, las exportaciones peruanas experimentaron un crecimiento promedio anual de 11%, lo que permitió multiplicar el monto por 9 entre el 2000 (US$ 6 mil 866 millones) y el 2022 (US$ 63 mil 656 millones).
“Este año se proyecta una caída de -1.3%, por los menores envíos de productos agro, hidrocarburos y pesca tradicional, como consecuencia de la condición macroeconómica mundial negativa y el fenómeno de El Niño”, apuntó.
Aunque las proyecciones del 2024 reflejarían una recuperación de 1.9% –continuó–, ese porcentaje se encuentra por debajo del crecimiento promedio anual de los últimos 10 años que fue de 3.3%.
En ese sentido, refirió que la colaboración entre el Gobierno, las empresas y la academia será fundamental para encontrar soluciones, promover la diversificación de productos, abrir nuevos mercados y fortalecer la competitividad de las exportaciones peruanas. “Hoy celebramos el Día del Exportador y la entrega del ‘Premio a la Excelencia Exportadora’, que reconoce la labor de quienes son la fuerza motriz detrás del incremento de las exportaciones”, enfatizó.
Destacó que Perú es el principal país proveedor mundial de arándanos (US$ 1,332 millones), el segundo de uvas frescas (U$S 1,348 millones) y el tercero de fosfato de calcio (US$ 500 millones).
“El compromiso del exportador con la calidad, la innovación y la excelencia permitió que los productos peruanos sean reconocidos y apreciados en los mercados internacionales, gracias a lo cual nos posicionamos en el puesto N° 55 del ranking mundial y N° 5 a nivel latinoamericano”, dijo.
PREMIO A LA “EXCELENCIA EXPORTADORA”
El vicepresidente de ADEX afirmó que después de un período de desafíos globales, como la pandemia, que afectó a todos los sectores, el gremio retomó el premio a la ‘Excelencia Exportadora’, con el propósito de resaltar y reconocer el espíritu emprendedor y la diversificación de los exportadores.
“La selección de los nominados fue un proceso riguroso que evaluó criterios como la innovación, las cadenas de valor, las certificaciones obtenidas, el compromiso con el medio ambiente y la responsabilidad social”, puntualizó.
Las empresas ganadoras fueron AGP Perú S.A.C. (premio la ‘Excelencia Exportadora’), Mebol GF S.A.C. (‘Continuidad Exportadora’), Jomarus Export (‘Emprendimiento Exportador’), Ecosac Agrícola (‘Diversificación de Productos’), Textiles Camones (‘Diversificación de Mercados’), Cetox (‘Exportador de Servicios’) y Campos del Valle S.A.C. (‘Emprendimiento Estudiantil ADEX’).
