En ella se establece la implementación del Procedimiento Administrativo Especial Excepcional (PASSE), que permite la expulsión efectiva y expeditiva de las personas que se encuentren irregularmente en el país.

Tras la sesión del Consejo de Ministros, explicó que la medida está dirigida a los extranjeros que ingresaron al territorio peruano sin hacer control migratorio o que realizan actividades que ponen en riesgo o vulneran la seguridad nacional, el orden interno, el orden público y la seguridad ciudadana.

“La Policía va a intervenir a aquellos que no tengan ninguna acreditación dentro del sistema migratorio, para la averiguación de su identidad y comprobación de su documentación”, resaltó el titular de la PCM.

Añadió que la PNP expedirá un informe a la Superintendencia de Migraciones y esta iniciará un procedimiento que derivará en una resolución administrativa con la expulsión o impedimento de ingreso del involucrado, para que sea ejecutada por la instancia policial.

“Tienen que regresar a su país. El viernes se ha cerrado un plazo para la regularización de su situación en el Perú, ha habido aproximadamente 210 mil solicitudes de personas responsables que vinieron a brindar sus datos. Los felicitamos. Para aquellos que no lo han hecho, el mensaje es claro: vamos a aplicar las leyes migratorias”, enfatizó.

POLÍTICA PENITENCIARIA
De otra parte, con el fin de reducir el hacinamiento en los centros penitenciarios, el Consejo de Ministros aprobó la vigilancia electrónica o uso de grilletes para el caso de procesados por delitos de menor lesividad y delitos culposos con condenas menores a seis años. La norma no aplica para casos de secuestro, corrupción o para reincidentes, entre otros.

Esta decisión responde a una sentencia del Tribunal Constitucional que declaró el estado de cosas inconstitucional respecto de esta situación y la capacidad para albergar a más internos en estos establecimientos.

REACTIVACIÓN DE OBRAS PARALIZADAS
Asimismo, fue aprobado un decreto legislativo que permitiría la reactivación de unas 1269 obras que se mantienen paralizadas actualmente, con lo cual se apunta a la recuperación económica del país.

En la misma línea, el Ejecutivo promulgó la ley que viabilizará la devolución de aportes del Fonavi, en el más breve plazo, atendiendo así una deuda histórica que dejó a muchos ciudadanos en situación de vulnerabilidad.
