Este se sustenta en el Proyecto de Ley 5780/2023 que autoriza al Gobierno Nacional a acordar operaciones de endeudamiento externo hasta por un monto equivalente a US$ 2 572 000 000,00 (dos mil quinientos setenta y dos millones y 00/100 dólares americanos).

Además, autoriza al Gobierno Nacional para acordar operaciones de endeudamiento interno hasta por un monto que no exceda los S/ 27 089 millones 311 283,00 de soles.

La propuesta permite completar el financiamiento de una parte de las necesidades del sector público en su conjunto. Asimismo, atender demandas derivadas de los procesos de priorización, concesiones, entre otros.

Su finalidad es establecer los montos máximos de las nuevas operaciones de endeudamiento interno y externo, incluido en las garantías que el gobierno puede contratar en el año autorizar al gobierno nacional para acordar operaciones de endeudamiento externo.

Antes, el presidente de la Comisión de Presupuesto y Cuenta General de la República, José Jerí Oré (SP), expuso las incorporaciones que se lograron hacer en el texto sustitutorio de esta importante norma.

Esta cifra será destinada a los sectores económicos y sociales hasta US$ 2 063 000 000,00 (dos mil sesenta y tres millones y 00/100 dólares americanos); y el apoyo a la balanza de pagos hasta US$ 509 000 000,00 (quinientos nueve millones y 00/100 dólares americanos).

En cuanto a la autorización para las operaciones de endeudamiento interno, se destina a los sectores económicos y sociales hasta S/ 1 500 000 000,00 (mil quinientos millones y 00/100 soles) y el apoyo a la balanza de pagos hasta S/ 25 095 000 000,00 (veinticinco mil noventa y cinco millones y 00/100 soles).

Servirá, además, para la Defensa Nacional hasta S/ 460 000 000,00 (cuatrocientos sesenta millones y 00/100 soles) y el apoyo a bonos ONP hasta S/ 34 311 283,00 (treinta y cuatro millones trescientos once mil doscientos ochenta y tres y 00/100 soles).

Parliament approved the Public Sector Debt Law 2024 for 2,572 million dollars and 27,089 million soles, respectively.

This is based on Bill 5780/2023 that authorizes the National Government to agree on external debt operations up to an amount equivalent to US$ 2,572,000,000.00 (two thousand five hundred seventy-two million and 00/100 US dollars ).

In addition, it authorizes the National Government to agree on internal debt operations up to an amount that does not exceed S/ 27,089 million 311,283.00 soles.

The proposal makes it possible to complete the financing of a part of the needs of the public sector as a whole. Likewise, address demands derived from the prioritization processes, concessions, among others.

Its purpose is to establish the maximum amounts of new internal and external debt operations, included in the guarantees that the government can contract in the year to authorize the national government to agree on external debt operations.

Previously, the president of the Budget and General Account Commission of the Republic, José Jerí Oré (SP), explained the incorporations that were made in the replacement text of this important norm.

This amount will be allocated to the economic and social sectors up to US$ 2,063,000,000.00 (two thousand sixty-three million and 00/100 US dollars); and support for the balance of payments up to US$ 509,000,000.00 (five hundred nine million and 00/100 US dollars).

Regarding the authorization for internal debt operations, it is allocated to the economic and social sectors up to S/ 1,500,000,000.00 (one thousand five hundred million and 00/100 soles) and support for the balance of payments up to S/ 25,095,000,000.00 (twenty-five thousand ninety-five million and 00/100 soles).

It will also serve for National Defense up to S/ 460,000,000.00 (four hundred and sixty million and 00/100 soles) and support for ONP bonds up to S/ 34,311,283.00 (thirty-four million three hundred eleven thousand two hundred and eighty and three and 00/100 soles).
