El acto protocolar se llevó a cabo en Palacio de Gobierno y fue encabezado por la presidenta de la República, Dina Boluarte, con la participación de la ministra de Vivienda, Construcción y Saneamiento, Hania Pérez de Cuéllar; el representante del BID en el Perú, Ezequiel Cambiasso; el viceministro Economía, Zózimo Pichihua; el alcalde provincial de San Román, Óscar Cáceres; y dirigentes sociales de Juliaca.
La mandataria manifestó que desde que inició su mandato, asumió el compromiso de su gobierno de llevar agua potable a más peruanos.
Por su parte, la ministra Pérez de Cuéllar dijo que con la suscripción del contrato se atiende una deuda histórica y se cumple un compromiso asumido con las hermanas y hermanos juliaqueños, quienes han esperado casi medio siglo por este proyecto que les permitirá contar con servicios básicos que mejorarán su calidad de vida.
“Hoy, el Estado peruano y el Banco Interamericano de Desarrollo firman el compromiso de crédito por 700 millones de dólares para resolver los tres principales problemas, beneficiando así, con el proyecto de agua y saneamiento, a 480 mil hermanas y hermanos de Juliaca”, resaltó.
Suscribió el contrato a nombre del Perú, el viceministro de Economía, Juan Pichihua, quien manifestó que este proyecto implica una inversión significativa en infraestructura que favorecerá a los pobladores de Juliaca y zonas aledañas, y marcará un hito en el camino hacia un futuro más próspero y sostenible del país.
A su turno, Ezequiel Cambiasso, quien firmó el documento en representación del BID, felicitó al Gobierno por la gran iniciativa de llevar adelante el proyecto emblemático y resaltó que es el más grande que ha financiado su institución, en más de 65 años de relación.
En tanto, el alcalde Provincial de San Román, Oscar Cáceres, agradeció al gobierno por cumplir su palabra y sacar adelante un proyecto histórico que beneficiará a 217 barrios y urbanizaciones en Juliaca. “Este proyecto va a dar salud, calidad de vida y bienestar a la población, y, sobre todo, estará listo en el año 2026, cuando Juliaca cumpla 100 años de creación”.
COMPONENTES
Del total del compromiso de crédito, 350 millones de dólares están destinados a financiar parcialmente el proyecto de inversión pública ampliación y mejoramiento de los servicios de agua potable y alcantarillado de la ciudad de Juliaca – Puno, a cargo del sector Vivienda. Dicha operación tiene opinión favorable de la Contraloría General de la República.
Cabe destacar que este proyecto, a cargo del Programa Nacional de Saneamiento Urbano (PNSU) del MVCS inicialmente fue suspendido tras detectarse serios indicios de corrupción que se descubrieron durante el gobierno pasado.
El proyecto de Juliaca contempla la construcción de una Planta de Tratamiento de Agua Potable (PTAP) con capacidad de tratamiento de 1450 litros por segundo, nueve reservorios, un sistema de captación de 1600 litros por segundo del agua del río Cabanillas, más de 80 km de redes de agua, más de 30 mil conexiones de agua.
También se instalarán 401 kilómetros de redes secundarias de alcantarillado, 73 km de colectores, 16 cámaras de bombeo y más de 23 mil conexiones domiciliarias de saneamiento.
El proyecto de agua y alcantarillado tiene un costo de inversión de S/ 1651 millones, de los cuáles el 82.32% serán financiados por el BID, y el 17.68% estará a cargo del Estado Peruano, que aprobó esta operación de endeudamiento mediante el Decreto Supremo Nº 287-2023-EF.
“Hoy estamos construyendo una nueva historia de esperanza y compromiso. Este es el resultado de meses de arduo trabajo. Agradezco a los 180 dirigentes y 17 autoridades que han venido de Juliaca y que hoy nos acompañan. Su lucha incansable hizo posible, que después de medio siglo, se concrete el proyecto que les permitirá a ustedes vivir en condiciones dignas y de salud. Lo prometimos y hemos cumplido”, enfatizó la ministra Pérez de Cuéllar.
La titular de Vivienda también anunció que se convocará a un nuevo proceso para la continuación del proyecto de Planta de Tratamiento de Aguas Residuales (PTAR) Titicaca, tras decidirse la resolución del contrato con la concesionaria que tuvo antes la ejecución de la obra.
