“Lamentablemente, en esta sesión del Acuerdo Nacional se ha sentido una ausencia importante para abordar justamente el tema de la inseguridad ciudadana: la del Ministerio Público. Nos hubiera gustado contar con la presencia, si no de la fiscal de la Nación, al menos de algún representante de dicha institución”, manifestó al cierre del foro realizado en el Centro de Convenciones de Lima.

En ese sentido, afirmó que el Ministerio Público debe asumir su compromiso con una mirada objetiva, y conducir a los fiscales a realizar investigaciones reales, concretas y fundamentadas, sin caer en la politización de la justicia. “Sin embargo, se gastan enormes recursos del Estado en investigaciones de carácter político, en lugar de enfocarlos en lo que realmente importa: la delincuencia y el crimen organizado”, precisó.

En ese marco, agradeció la presencia de representantes del Congreso de la República, del Poder Judicial y de las demás organizaciones, ya sean del ámbito académico, político, de la sociedad civil o del sector privado. Destacó su participación en este espacio de diálogo, pues, representa una oportunidad valiosa para construir consensos y fortalecer la unidad nacional frente a los desafíos que enfrenta el país.

Enfatizó que la articulación entre instituciones es clave para recuperar la confianza ciudadana y enfrentar con eficacia los problemas que más afectan a la población. “Desde aquí hago un llamado, porque todos hemos coincidido en la necesidad de trabajar unidos en lo que es primordial para la patria: la seguridad ciudadana”, subrayó la mandataria.

Un segundo punto abordado en la 133ª Sesión del Foro del Acuerdo Nacional fue el tema de las próximas elecciones generales de 2026. Al respecto, la jefa de Estado se refirió a que estas elecciones serán distintas a las anteriores, puesto que, después de muchos años, se llevará a cabo la elección de senadores, diputados y representantes andinos.

“Desde el Ejecutivo, con la seriedad que implica unas elecciones generales, garantizaremos el presupuesto adecuado al sistema electoral. Ya hemos realizado una primera transferencia y estamos trabajando junto al Jurado Nacional Electoral (JNE), la ONPE y el RENIEC, para asegurar que la población no tenga problemas al momento de elegir a sus autoridades”, apuntó.

Luego de un periodo convulso en el que el país tuvo cinco presidentes en menos de seis años, es fundamental que, a partir del 2026, se respete el mandato de cinco años establecido por la Constitución tanto para la fórmula presidencial como para el Congreso. Solo así, y con una ciudadanía unida en democracia rechazar nuevas crisis como la vacancia presidencial o el cierre del Congreso.

“Unfortunately, in this session of the National Agreement, there has been a significant absence from the Public Prosecutor’s Office, specifically addressing the issue of citizen insecurity: that of the Public Prosecutor’s Office. We would have liked to have had the presence, if not of the Attorney General, at least of a representative of that institution,” she stated at the close of the forum held at the Lima Convention Center.

In this regard, he stated that the Public Ministry must assume its commitment with an objective approach and guide prosecutors to conduct real, concrete, and well-founded investigations, without falling into the politicization of justice. “However, enormous state resources are spent on politically motivated investigations, instead of focusing them on what really matters: delinquency and organized crime,” he stated.

In this context, she expressed her gratitude for the presence of representatives from the Congress of the Republic, the Judiciary, and other organizations, whether from the academic, political, civil society, or private sectors. She emphasized their participation in this forum for dialogue, as it represents a valuable opportunity to build consensus and strengthen national unity in the face of the challenges facing the country.

She emphasized that coordination between institutions is key to regaining citizen trust and effectively addressing the problems that most affect the population. “From here, I make a call, because we have all agreed on the need to work together on what is paramount to the country: citizen security,” the president emphasized.

A second point addressed at the 133rd Session of the National Agreement Forum was the upcoming general elections in 2026. In this regard, the head of state noted that these elections will be different from previous ones, since, after many years, the election of senators, deputies, and Andean representatives will be held.

“From the Executive Branch, with the seriousness that a general election implies, we will guarantee an adequate budget for the electoral system. We have already made the initial transfer and are working with the National Electoral Jury (JNE), the ONPE (National Electoral Commission), and the RENIEC (National Electoral Commission) to ensure that the population does not encounter problems when electing its authorities,” he noted.

After a turbulent period in which the country had five presidents in less than six years, it is essential that, starting in 2026, the five-year term established by the Constitution for both the presidential ticket and Congress be respected. Only then, and with a citizenry united in democracy, can we reject new crises such as a presidential vacancy or the closure of Congress.
