La mandataria resaltó que, como siempre, se trabaja con esfuerzo y compromiso, por el desarrollo de las regiones y el país. “Sin embargo, hay quienes solo critican y no aportan soluciones. Para ellos, el odio es la prioridad. Para nosotros, en cambio, el Perú y nuestros ciudadanos siempre estarán primero”, enfatizó.

“Se realizaron 117 reuniones técnicas entre nuestros ministros y los gobernadores regionales. Tras más de diez horas de trabajo, se alcanzaron un total de 270 acuerdos. Hoy hemos escuchado las voces de nuestras autoridades regionales, que expresan las verdaderas necesidades de sus pueblos, y lo hacemos con el firme compromiso de responder con hechos, no con promesas vacías”, manifestó.

Durante su intervención, la presidenta de la República, Dina Ercilia Boluarte Zegarra, destacó diversos acuerdos alcanzados en el marco del VII Consejo de Estado Regional, los cuales permitirán impulsar proyectos estratégicos en beneficio de miles de peruanos.

Entre los anuncios más relevantes, resaltó la creación del nuevo Instituto Regional de Enfermedades Neoplásicas del Sur (IREN Sur), que brindará atención especializada a la población de siete regiones del país, fortaleciendo así la lucha contra el cáncer en el sur del Perú.

Asimismo, se promoverá el desarrollo del proyecto ferroviario Chancay–Pucallpa–Brasil, con una extensión de 904 kilómetros, que fortalecerá la integración comercial y logística del país con el mercado brasileño.

En materia de conectividad aérea, se priorizará la mejora de los servicios del aeropuerto de Andahuaylas, reafirmando que la conectividad es un eje fundamental para el desarrollo del país y el gobierno continúa trabajando decididamente en ese objetivo.

En el sector agrario, se acordó impulsar los proyectos de irrigación de Los Loros y Lanchas Villacurí en la región Ica, con el objetivo de optimizar el uso del recurso hídrico y ampliar la frontera agrícola.

Del mismo modo, se ratificó el compromiso del Gobierno, a través del Ministerio de Desarrollo Agrario y Riego, para ejecutar el proyecto Piedra Hermosa en la región Huancavelica, una importante inversión en infraestructura hidráulica que beneficiará a más de 900 hectáreas de cultivos.

“En este Consejo de Estado Regional ha dado sus frutos como en anteriores ediciones, lo que evidencia el esfuerzo de los equipos de los gobiernos regionales y los ministerios en el marco de la coordinación y la gobernanza multinivel que promueve nuestro gobierno para el desarrollo de nuestros pueblos”, subrayó.

COMPROMISOS CUMPLIDOS
Seguidamente, la jefa de Estado afirmó que los Consejos de Estado Regional constituyen un mecanismo de gobernanza reconocido y valorado por el Comité de Políticas de Desarrollo Regional de la OCDE, desde donde se alienta al Perú a continuar fortaleciendo este espacio de articulación y concertación territorial.

En ese sentido, informó sobre los avances obtenidos en los anteriores Consejos de Estado Regional. Detalló que el primer CER presentó un avance del 98.9 % en la ejecución de acuerdos y un 83.3 % de compromisos cumplidos. Entre los logros más importantes destaca la aprobación de la Política Nacional de Ordenamiento Territorial.

En relación con el segundo CER, se ejecutó el 96.5 % de los acuerdos y cumplido el 62.5 % de los compromisos asumidos. Entre estos resalta el impulso al proyecto de irrigación Chavimochic III, en La Libertad, y el alto nivel de ejecución del megaproyecto de agua potable y alcantarillado en Juliaca, cuya primera etapa ya se encuentra en desarrollo.

Respecto al tercer CER, se alcanzó un 85.9 % de avance en los acuerdos y un 100 % en los compromisos, sobresaliendo la suscripción del contrato de préstamo con el Banco Interamericano de Desarrollo (BID) para el cofinanciamiento del proyecto de ampliación y mejoramiento de los servicios de agua potable y alcantarillado en Juliaca.

En cuanto al cuarto CER, se registró un avance del 69.6 % en acuerdos y un 57.1 % en compromisos. Entre los hitos alcanzados figura la aprobación de modificaciones legislativas que permitirán el mejoramiento y ampliación de todos los complejos fronterizos del país, facilitando un ingreso fluido y seguro que incentivará el turismo.

El quinto CER, realizado en agosto de 2024 en Arequipa, alcanzó un 62.8 % de cumplimiento de acuerdos y un 55.6 % de compromisos. En este marco, se resalta la asistencia técnica brindada por el Ministerio de Desarrollo Agrario y Riego (Midagri) para el desarrollo de la presa Chilota.

Finalmente, en el marco del sexto CER, se destacó la suscripción del contrato para la elaboración del estudio de preinversión del proyecto del aeropuerto de Huancavelica, un anhelo de larga data que empieza a concretarse en beneficio de los hermanos huancavelicanos.

COMMITMENTS FULFILLED
The Head of State then affirmed that the Regional State Councils constitute a governance mechanism recognized and valued by the OECD’s Committee on Regional Development Policies, which encourages Peru to continue strengthening this space for territorial coordination and coordination.
