“En comparación con el 2024, se ha registrado un incremento del 18 %. Esto refleja la capacidad institucional de los gobiernos nacional, regionales y locales”, indicó el jefe del gabinete ministerial en la región Ica, durante la sesión de alto nivel del VII Consejo de Estado Regional (CER), organizado por la Presidencia del Consejo de Ministros (PCM), a través de la Secretaría de Descentralización.

La actividad fue liderada por la presidenta de la república, Dina Boluarte, y contó con la participación del presidente de la Asamblea Nacional de Gobiernos Regionales (ANGR) y gobernador regional de Áncash, Koki Noriega, y el gobernador regional de Ica, Jorge Carlos Hurtado.

En su alocución, el titular de la PCM señaló que una mayor ejecución dinamizará la economía nacional mediante la creación de empleos, la mejora de infraestructura y el desarrollo de cada uno de los sectores productivos. “El 2025 esperamos alcanzar un crecimiento del 4 % del PBI, pero tenemos capacidades y fortalezas para hacerlo mejor”, agregó.

El premier Adrianzén también reafirmó el compromiso del Ejecutivo para garantizar, con neutralidad, transparencia y los recursos necesarios, la organización de las próximas elecciones generales programadas para el 12 de abril del 2026.

Por su parte, el gobernador regional de Ica expresó su confianza y gratitud al Gobierno nacional por el trabajo articulado en la ejecución de obras en beneficio de su región, y anunció que trabaja con el ministro de Desarrollo Agrario y Riego, Ángel Manero, la firma de un convenio para ampliar en más de 5000 hectáreas la frontera agrícola en la provincia de Palpa.

En tanto, el presidente de la ANGR destacó los esfuerzos de los gobiernos regionales para sumarse a la lucha contra la inseguridad ciudadana a través de la adquisición de patrullas y cámaras. En esa línea, solicitó al Ejecutivo a priorizar en la agenda nacional la lucha contra la delincuencia, con el objetivo de devolver la tranquilidad a la población.

EL CER SE AFIANZA COMO ESPACIO PARA DESTRABE DE PROYECTOS
En otro momento, el jefe de gabinete ministerial subrayó que el CER se ha consolidado como la instancia en la que autoridades del Ejecutivo y gobernadores regionales acuerdan medidas conjuntas en los territorios, lo que permitirá destrabar proyectos priorizados e implementar servicios públicos y posibles modificaciones normativas para las jurisdicciones. “Desde el lunes 14 (de abril), ministros de Estado, viceministros y equipos técnicos de los sectores trabajan con nuestros gobernadores regionales para avanzar en el destrabe de proyectos”, añadió.

La jornada de hoy cuenta con la participación de los ministros de Defensa; Economía y Finanzas; Justicia y Derechos Humanos; Educación; Salud; Desarrollo Agrario y Riego; Trabajo y Promoción del Empleo; Producción; Energía y Minas; Transportes y Comunicaciones; Vivienda, Construcción y Saneamiento; Mujer y Poblaciones Vulnerables; Ambiente; y Desarrollo e Inclusión Social.

Asimismo, se encuentran presentes los viceministros de Gobernanza Territorial, de la PCM; de Turismo, del Ministerio de Comercio Exterior y Turismo; y de Patrimonio Cultural e Industrias Culturales, del Ministerio de Cultura.

También asistieron los gobernadores de las regionales de Amazonas, Arequipa, Apurímac, Ayacucho, Callao, Cajamarca, Huancavelica, Huánuco, Lambayeque, La Libertad, Lima Provincias, Loreto, Madre de Dios, Moquegua, Pasco, Piura, Tacna, Tumbes y Ucayali. Asimismo, estuvieron presentes los vicegobernadores de Puno y San Martín y un representante del Gobierno Regional del Cusco.

AVANCES SIGNIFICATIVOS
Este espacio de gobernanza multinivel se ha legitimado en cada una de las sesiones al lograr avances concretos: el I CER presenta un avance del 98.9 % de los acuerdos y del 83.3 % de los compromisos, mientras que el progreso en el caso de la segunda edición del consejo es del 96.5 % y del 62.5 %, respectivamente. En tanto, se concretó el 85.9 % de acuerdos y la totalidad de los compromisos del III CER.

Asimismo, se alcanzó el cumplimiento del 69.6 % de los acuerdos y el 57.1 % de los compromisos asumidos en la cuarta edición del consejo. Respecto al V CER, realizado en agosto de 2024 en Arequipa, se reporta un avance del 62.8 % de acuerdos y 55.6 % de compromisos, mientras que del VI CER, desarrollado en diciembre último en Piura, el cumplimiento de los acuerdos es del 35.7 %.

For his part, the regional governor of Ica expressed his confidence and gratitude to the national government for its coordinated work in the execution of projects benefiting his region and announced that he is working with the Minister of Agrarian Development and Irrigation, Ángel Manero, to sign an agreement to expand the agricultural frontier in the province of Palpa by more than 5,000 hectares.

Meanwhile, the president of the ANGR (National Association of Regional Governments) highlighted the efforts of regional governments to join the fight against citizen insecurity through the acquisition of patrol cars and cameras. Along these lines, he asked the Executive Branch to prioritize the fight against crime on the national agenda, with the goal of restoring peace to the population.

THE CER IS STRENGTHEN AS A CENTER FOR UNLOCKING PROJECTS
On another occasion, the chief of staff emphasized that the CER has established itself as the forum where executive authorities and regional governors agree on joint measures in the territories, which will allow for the unblocking of priority projects and the implementation of public services and potential regulatory modifications for the jurisdictions. “Since Monday, April 14, ministers of state, deputy ministers, and technical teams from the sectors have been working with our regional governors to advance the unblocking of projects,” he added.

Today’s session includes the participation of the ministers of Defense; Economy and Finance; Justice and Human Rights; Education; Health; Agrarian Development and Irrigation; Labor and Employment Promotion; Production; Energy and Mines; Transportation and Communications; Housing, Construction and Sanitation; Women and Vulnerable Populations; Environment; and Development and Social Inclusion.

Also present were the Deputy Ministers of Territorial Governance from the PCM; of Tourism from the Ministry of Foreign Trade and Tourism; and of Cultural Heritage and Cultural Industries from the Ministry of Culture.

The regional governors of Amazonas, Arequipa, Apurímac, Ayacucho, Callao, Cajamarca, Huancavelica, Huánuco, Lambayeque, La Libertad, Lima Province, Loreto, Madre de Dios, Moquegua, Pasco, Piura, Tacna, Tumbes, and Ucayali also attended. The vice governors of Puno and San Martín, along with a representative from the Cusco Regional Government, were also present.

SIGNIFICANT PROGRESS
This multi-level governance space has gained legitimacy in each session, achieving concrete progress: the First CER presents a progress of 98.9% of agreements and 83.3% of commitments, while the progress for the second edition of the council is 96.5% and 62.5%, respectively. Meanwhile, 85.9% of agreements and all commitments from the Third CER were fulfilled.

Likewise, 69.6% of the agreements and 57.1% of the commitments made at the fourth session of the Council were fulfilled. Regarding the Fifth CER, held in August 2024 in Arequipa, 62.8% of agreements and 55.6% of commitments were reported, while the Sixth CER, held last December in Piura, achieved 35.7% compliance.
