El premier Adrianzén lamentó la decisión de la Junta de Portavoces del Congreso de la República de no autorizar la presentación del ministro de Relaciones Exteriores, Elmer Schialer, quien por iniciativa propia propuso explicar las condiciones de la entrega de dichos salvoconductos.
“Cuando el Ejecutivo da un paso hacia delante y solicita informar al Congreso, resulta que no se le pueden dar 15 o 20 minutos al canciller. Vayan tomando nota: censuraron a los exministros Mucho y Santiváñez y ahora promueven una moción de censura en mi contra. Además, han impulsado interpelaciones contra ministros de Estado, en las que también me han incluido. Saquen sus propias conclusiones”, indicó el jefe del Gabinete Ministerial.
Por su parte, el canciller Schialer explicó que, conforme a la Convención sobre Asilo Diplomático de 1954, el Gobierno se encontraba obligado a otorgar el salvoconducto a la señora Nadine Heredia y a su hijo, luego de que el Gobierno del Brasil les concediera asilo diplomático y solicitara al Estado peruano las garantías previstas en el artículo quinto del mencionado instrumento, a fin de permitir su salida inmediata del país y su ingreso seguro al territorio brasileño.
“El Estado peruano, en su calidad de Estado territorial, tenía la obligación, en el ámbito internacional y conforme a nuestra Constitución, de aceptar la calificación de asilado otorgada por el Gobierno de Brasil, en su rol de Estado asilante”, señaló el titular del Ministerio de Relaciones Exteriores.
El canciller aseguró que esta situación fue evaluada de manera rigurosa por la presidenta de la República, el premier y el ministro de Justicia y Derechos Humanos, en estricto cumplimiento de las obligaciones internacionales del Perú. Además, descartó que hubo celeridad por parte del Estado peruano en el otorgamiento del salvoconducto. “El artículo 12 de la convención obliga al Perú a actuar sin dilación, eso significa inmediatamente”, puntualizó.
TRABAJO DEL EJECUTIVO SIGUE PESE A MOCIONES DE INTERPELACIÓN
Como parte del compromiso del Gobierno con la mejora de la calidad de vida de la población más vulnerable, el presidente del Consejo de Ministros, Gustavo Adrianzén, reafirmó la firme decisión del Ejecutivo de seguir cumpliendo sus responsabilidades con el país, pese a las interpelaciones y censuras promovidas desde el Congreso contra integrantes del gabinete ministerial.
“Estas decisiones no perturbarán el cumplimiento de la cantidad de tareas que tenemos desde la Presidencia del Consejo de Ministros y la coordinación con cada uno de los sectores”, señaló el premier Adrianzén, quien expresó su preocupación por las mociones de interpelación presentadas contra cuatro ministros de Estado, así como por el inicio de la recolección de firmas para una moción de censura en su contra, promovida por el congresista Juan Burgos, presidente de la Comisión de Fiscalización del Legislativo.
OPERACIÓN CONJUNTA DEL PERÚ Y BRASIL CONTRA ‘EL MONSTRUO’
El premier Adrianzén también informó que en Sao Paulo (Brasil), agentes de la policía militar brasileña y de la Policía Nacional del Perú sostuvieron un enfrentamiento contra una banda delincuencial transnacional vinculada a ‘El Monstruo’, en el que se abatió a dos integrantes del grupo delincuencial.
“La persecución contra ‘El Monstruo’ continúa y será incesante. Confiamos en que el largo brazo de la ley pronto alcanzará a este criminal y será traído al Perú para purgar condena por los gravísimos delitos que ha cometido”, remarcó el titular de la Presidencia del Consejo de Ministros (PCM).
POLÍTICA PENITENCIARIA
El ministro de Justicia y Derechos Humanos, Eduardo Arana, señaló que en los últimos diez años los diferentes gobiernos no destinaron recursos para impulsar una política penitenciaria conforme a las necesidades del país. “En el 2024 se asignó un presupuesto inicial que sirvió para implementar cerca de 700 unidades de albergue en tres penales de Puno y Áncash, e inaugurar el primer establecimiento penitenciario con inteligencia artificial del país: Ancón I. Además, próximamente inauguraremos el segundo penal con esta tecnología en Challapalca”, declaró el ministro.
Adicionalmente, refirió que su sector ha impulsado más de 6 mil operativos o requisas en cárceles durante el 2024, y más de 2 mil en lo que va del presente año. “En lo que respecta al estado de emergencia en Lima y Callao, se han dispuesto 42 operativos en los diferentes penales de dichas jurisdicciones. Con ello ratificamos el permanente control de la seguridad y reafirmamos el principio de autoridad”, agregó.
SEMANA SANTA: PROYECCIONES EN TURISMO
La ministra de Comercio Exterior y Turismo, Desilú León, informó que para los feriados de Semana Santa se estima que, aproximadamente, 1.8 millones de personas, entre visitantes nacionales y extranjeros se movilizarán por el Perú. “Se espera que dicha actividad genere un movimiento económico de alrededor de 212 millones de dólares”, indicó.
La ministra León explicó que según el estudio de impacto económico del feriado de Semana Santa 2025, elaborado por su sector, se estima que cada turista gaste, en promedio, alrededor de 434 soles por viaje, incluyendo transporte, alimentación y actividades turísticas, con una permanencia estimada de entre tres y cuatro días en su destino. “Esto no solo beneficia a los destinos turísticos ya consolidados, también permite poner en valor a aquellos destinos emergentes y pueblos con encanto que aún no han sido descubiertos por muchos viajeros”, señaló.
APOYO A PRODUCTORES AGRÍCOLAS
El ministro de Desarrollo Agrario y Riego, Ángel Manero, informó que, en atención a la solicitud de los productores de arroz, el Banco Agropecuario ha habilitado el mecanismo del warrant agrícola. Esta herramienta permitirá a las organizaciones acceder a financiamiento utilizando como garantía productos almacenados en condiciones óptimas, facilitando así el acceso a capital de trabajo sin necesidad de presentar garantías tradicionales.
“El banco no exigirá garantías adicionales más allá del certificado de depósito de los productos almacenados. Estamos destinando una línea de financiamiento para respaldar el almacenamiento de hasta 200 mil toneladas de arroz”, precisó el titular del sector.
Finalmente, el ministro Manero destacó los avances en el destrabe de varios proyectos de riego, logrados en el marco de las reuniones técnicas y acuerdos llegados entre el Ejecutivo y los gobernadores regionales en el VII Consejo de Estado Regional, llevado a cabo esta semana en Ica.

For his part, Foreign Minister Schialer explained that, pursuant to the 1954 Convention on Diplomatic Asylum, the government was obligated to grant safe passage to Ms. Nadine Heredia and her son, after the Brazilian government granted them diplomatic asylum and requested the Peruvian government to provide the guarantees provided for in Article 5 of the aforementioned instrument, in order to allow their immediate departure from the country and safe entry into Brazilian territory.
“The Peruvian state, in its capacity as a territorial state, had the obligation, at the international level and in accordance with our Constitution, to accept the asylum status granted by the Brazilian government, in its role as asylum-granting state,” stated the head of the Ministry of Foreign Affairs.
The foreign minister assured that this situation was rigorously evaluated by the President of the Republic, the Prime Minister, and the Minister of Justice and Human Rights, in strict compliance with Peru’s international obligations. Furthermore, he ruled out any haste on the part of the Peruvian State in granting the safe-conduct. “Article 12 of the Convention obliges Peru to act without delay, that means immediately,” he stated.
THE EXECUTIVE OFFICE’S WORK CONTINUES DESPITE MOTIONS OF INTERPELLATION
As part of the Government’s commitment to improving the quality of life of the most vulnerable population, the Prime Minister, Gustavo Adrianzén, reaffirmed the Executive’s firm decision to continue fulfilling its responsibilities to the country, despite the interpellations and censures filed by Congress against members of the cabinet.
“These decisions will not disrupt the fulfillment of the many tasks we have from the Presidency of the Council of Ministers and the coordination with each of the sectors,” stated Prime Minister Adrianzén, who expressed his concern about the motions of interpellation filed against four ministers of state, as well as the start of the signature collection for a motion of censure against him, promoted by Congressman Juan Burgos, president of the Legislative Oversight Commission.
JOINT PERUVIAN-BRAZILIAN OPERATION AGAINST ‘THE MONSTER’
Prime Minister Adrianzén also reported that in Sao Paulo (Brazil), Brazilian military police officers and the Peruvian National Police engaged in a confrontation with a transnational criminal gang linked to ‘The Monster’, in which two members of the criminal group were killed.
“The pursuit of ‘The Monster’ continues and will be relentless. We trust that the long arm of the law will soon catch up with this criminal, and he will be brought to Peru to serve his sentence for the extremely serious crimes he has committed,” remarked the head of the Presidency of the Council of Ministers (PCM).
PENITENTIARY POLICY
The Minister of Justice and Human Rights, Eduardo Arana, noted that in the last ten years, different governments have not allocated resources to promote a prison policy that meets the country’s needs. “In 2024, an initial budget was allocated to implement nearly 700 shelter units in three prisons in Puno and Áncash, and to inaugurate the country’s first penitentiary with artificial intelligence: Ancón I. In addition, we will soon inaugurate the second prison with this technology in Challapalca,” the minister stated.
Additionally, she stated that her sector has carried out more than 6,000 operations or searches in prisons during 2024, and more than 2,000 so far this year. “Regarding the state of emergency in Lima and Callao, 42 operations have been carried out in the different prisons in these jurisdictions. EASTER: TOURISM PROJECTIONS
The Minister of Foreign Trade and Tourism, Desilú León, reported that during the Easter holidays, approximately 1.8 million people, including domestic and foreign visitors, will travel throughout Peru. “This activity is expected to generate an economic turnover of around $212 million,” she indicated.
Minister León explained that according to the economic impact study for the 2025 Easter holiday, prepared by her sector, each tourist is estimated to spend, on average, around 434 soles per trip, including transportation, food, and tourist activities, with an estimated stay of between three and four days at their destination. “This not only benefits established tourist destinations, but also allows us to highlight emerging destinations and charming towns that have not yet been discovered by many travelers,” she noted.
SUPPORT FOR AGRICULTURAL PRODUCERS
The Minister of Agrarian Development and Irrigation, Ángel Manero, reported that, in response to rice producers’ requests, the Agricultural Bank has enabled the agricultural warrant mechanism. This tool will allow organizations to access financing using products stored in optimal conditions as collateral, thus facilitating access to working capital without the need to present traditional guarantees.
“The bank will not require additional guarantees beyond the certificate of deposit for the stored products. We are allocating a financing line to support the storage of up to 200,000 tons of rice,” stated the head of the sector.
Finally, Minister Manero highlighted the progress made in unblocking several irrigation projects, achieved within the framework of the technical meetings and agreements reached between the Executive Branch and regional governors at the 7th Regional State Council, held this week in Ica.
