La disposición fue oficializada mediante la Resolución de Secretaría de Gobierno y Transformación Digital N.º 001-2025-PCM/SGTD, publicada en el boletín de Normas Legales del diario oficial El Peruano.

Este nuevo lineamiento establece que todas las entidades públicas deberán incorporar criterios de accesibilidad desde la etapa de diseño de sus servicios o plataformas digitales, en cumplimiento de estándares internacionales, a fin de que todos los ciudadanos, sin distinción de habilidades o capacidades, puedan acceder y utilizar los servicios digitales en igualdad de condiciones.

Asimismo, se dispone la inclusión de interpretación en lengua de señas peruana y la integración de lenguas originarias en los servicios de mayor demanda. Para su implementación, se recomienda que las entidades conformen equipos multidisciplinarios encargados de aplicar los criterios técnicos de accesibilidad. En el caso de los gobiernos regionales y locales, según su tipología, deberán incorporar preferentemente las lenguas originarias predominantes en sus territorios, a fin de asegurar el acceso equitativo de las comunidades indígenas a los servicios públicos digitales.

La medida responde a lo dispuesto en la Política Nacional de Transformación Digital al 2030, que establece como prioridad garantizar el acceso inclusivo, seguro y de calidad al entorno digital para toda la población, en especial para los grupos históricamente excluidos.

El cumplimiento del nuevo lineamiento será obligatorio y progresivo. Las entidades de los poderes Ejecutivo, Legislativo y Judicial, los organismos constitucionales autónomos, los gobiernos regionales y las universidades públicas deberán implementarlo en un plazo no mayor de 12 meses. Para los gobiernos locales el plazo va desde los 18 meses hasta los 24 meses.

La norma también establece que la SGTD deberá brindar asistencia técnica a las entidades públicas para facilitar su implementación, y emitirá guías complementarias en un plazo no mayor de 180 días.

La emisión de esta norma ha sido posible gracias al trabajo articulado entre la PCM; los ministerios de Educación; Salud; Trabajo y Promoción del Empleo; Transportes y Comunicaciones; Vivienda, Construcción y Saneamiento; Mujer y Poblaciones Vulnerables; Cultura; Desarrollo e Inclusión Social; el Instituto Nacional de Rehabilitación; y el Consejo Nacional para la Integración de la Persona con Discapacidad (Conadis).

De esta manera, el Gobierno reafirma su compromiso con un Estado digital más accesible, inclusivo y centrado en las personas.

Executive approves guidelines to guarantee accessibility to digital public services, within the framework of the National Digital Transformation Policy for 2030.

Peruvian News Agency PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe With the goal of guaranteeing the digital inclusion of all citizens, the Presidency of the Council of Ministers (PCM), through the Secretariat of Government and Digital Transformation (SGTD), approved the “Guidelines for the design and development of accessible digital services or platforms for people with disabilities in Public Administration entities.”

The provision was made official through Resolution of the Secretariat of Government and Digital Transformation No. 001-2025-PCM/SGTD, published in the Legal Norms bulletin of the official newspaper El Peruano.

This new guideline establishes that all public entities must incorporate accessibility criteria from the design stage of their digital services or platforms, in compliance with international standards, so that all citizens, regardless of abilities or capabilities, can access and use digital services on an equal footing.

Likewise, it provides for the inclusion of Peruvian sign language interpretation and the integration of indigenous languages ​​into the most in-demand services. For its implementation, it is recommended that entities form multidisciplinary teams responsible for applying technical accessibility criteria. In the case of regional and local governments, depending on their type, they should preferably incorporate the predominant indigenous languages ​​in their territories, in order to ensure equitable access for Indigenous communities to digital public services.

This measure responds to the provisions of the National Digital Transformation Policy to 2030, which establishes as a priority guaranteeing inclusive, safe, and high-quality access to the digital environment for the entire population, especially for historically excluded groups.

Compliance with the new guideline will be mandatory and progressive. Entities of the Executive, Legislative, and Judicial branches, autonomous constitutional bodies, regional governments, and public universities must implement it within a period of no more than 12 months. For local governments, the period ranges from 18 to 24 months.

The regulation also establishes that the SGTD must provide technical assistance to public entities to facilitate its implementation and will issue complementary guidelines within a period of no more than 180 days.

The issuance of this regulation has been possible thanks to the collaborative work of the PCM; the Ministries of Education; Health; Labor and Employment Promotion; Transportation and Communications; Housing, Construction and Sanitation; Women and Vulnerable Populations; Culture; Development and Social Inclusion; the National Rehabilitation Institute; and the National Council for the Integration of Persons with Disabilities (Conadis).

In this way, the Government reaffirms its commitment to a more accessible, inclusive, and people-centered digital State.
