Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe El Gobierno del Perú, actuando bajo la firme directriz de la Presidenta de la República, Dina Boluarte, ha anunciado su decisión de presentar una nota de protesta formal a la República de Colombia; esta acción se produce tras considerar insuficientes las explicaciones proporcionadas por el país vecino, tanto a través de canales militares como diplomáticos, en relación con la incursión de una aeronave militar colombiana en el espacio aéreo peruano.
El anuncio fue realizado en la tradicional conferencia de prensa, luego de concluida la sesión del Consejo de Ministros que se desarrolló de manera hibrida por parte de la jefa de Estado y arios de sus ministros que la acompañan por su periplo en Asia y el Presidente del Consejo de Ministros, Eduardo Arana Ysa y otros titulares de diversos portafolios ministeriales acá en Lima; en ese sentido el premier especificó que el Ministerio de Relaciones Exteriores será el organismo encargado de formalizar la nota de protesta. “De esta manera, este incidente será abordado y gestionado a través de las vías diplomáticas establecidas”, enfatizó.
Arana Ysa también clarificó el alcance y los límites de la Comisión Mixta Permanente para la Inspección de la Frontera Colombo-Peruana (Comperif), subrayando que su mandato no incluye la demarcación, evaluación o el establecimiento de límites fronterizos. “La Comperif no es un foro para la negociación de límites, por eso descartamos categóricamente que el Gobierno peruano, al mantener su participación en las reuniones de esta comisión, tenga la intención de aceptar cualquier tipo de discusión que ponga en entredicho la soberanía del territorio del distrito de Santa Rosa de Loreto”, afirmó con firmeza.
En este contexto, el titular de la Presidencia del Consejo de Ministros (PCM) destacó la importancia de su reciente visita a la localidad loretana, acompañado por varios ministros de Estado, para supervisar una acción cívica multisectorial. Esta iniciativa, según Arana Ysa, reafirma el compromiso inquebrantable del Ejecutivo de atender las necesidades sociales y escuchar a la población de una de las zonas más remotas del país. “El mensaje que transmitimos fue inequívoco: el distrito de Santa Rosa de Loreto es territorio peruano, su soberanía no está en discusión y forma parte integral de nuestra nación; esto no implica desconocer las relaciones históricas y los lazos de amistad que nos unen con el pueblo colombiano, pero consideramos que estos temas deben ser tratados a través de los canales diplomáticos correspondientes”, puntualizó.
El Premier Eduardo Arana Ysa también expresó su reconocimiento y gratitud hacia la moción multipartidaria del Congreso de la República, que respalda las decisiones del Gobierno peruano en defensa de la soberanía nacional, asimismo, valoró los comunicados y pronunciamientos emitidos por diversas entidades del Estado, gremios empresariales, universidades y la sociedad civil, que se han manifestado en el mismo sentido.
GARANTÍA DE CONTINUIDAD EN LA LUCHA CONTRA LA MINERÍA ILEGAL
En otro orden de ideas, el jefe de gabinete peruano descartó rotundamente cualquier posibilidad de que el Gobierno liderado por la Presidenta Boluarte dé marcha atrás en la lucha contra la minería ilegal. “Las interdicciones que estamos llevando a cabo son permanentes e ininterrumpidas”, aseguró.
Arana Ysa recordó que la mesa de trabajo propuesta por el Ejecutivo tiene como finalidad elaborar un proyecto normativo sólido que sirva como base para la Comisión de Energía y Minas del Congreso, de esta manera, el grupo de trabajo contará con un marco legal actualizado para la nueva Ley de Formalización y Promoción de la Pequeña Minería y Minería Artesanal en el Perú. “Somos plenamente conscientes de que los mineros artesanales y los pequeños mineros necesitan una ley que los proteja y les brinde seguridad jurídica; esa es nuestra intención primordial, sin embargo, quiero dejar claro que, bajo ninguna circunstancia, vamos a cesar en nuestro combate frontal contra la minería ilegal”, enfatizó meridianamente.
Adicionalmente, anunció que la próxima sesión de la mesa técnica para la formalización de la minería se llevará a cabo el lunes 11 de agosto. “Esperamos contar con la participación activa de los mineros, ya que abordaremos el tema más importante: el análisis detallado de la propuesta legislativa que será compartida con el Parlamento”, agregó.
CREACIÓN DEL PROGRAMA MAC: UN PASO HACIA LA MODERNIZACIÓN DEL ESTADO
Finalmente, el Premier Arana informó que, durante la reciente sesión del Consejo de Ministros, se aprobó el decreto supremo que crea el Programa de Mejor Atención al Ciudadano (MAC). Este programa se establece como una estructura funcional clave, responsable de centralizar y coordinar los servicios del Estado, con el objetivo de acercarlos y hacerlos más accesibles a la ciudadanía.

Arana Ysa also clarified the scope and limits of the Permanent Joint Commission for the Inspection of the Colombian-Peruvian Border (Comperif), emphasizing that its mandate does not include the demarcation, evaluation, or establishment of border boundaries. “Comperif is not a forum for boundary negotiations, which is why we categorically rule out the possibility that the Peruvian government, by continuing to participate in the meetings of this commission, intends to accept any type of discussion that calls into question the sovereignty of the territory of the district of Santa Rosa de Loreto,” he firmly stated.

This does not imply ignoring the historical relations and ties of friendship that unite us with the Colombian people, but we believe that these issues should be addressed through the appropriate diplomatic channels,” he stated.
Prime Minister Eduardo Arana Ysa also expressed his appreciation and gratitude for the multiparty motion of the Congress of the Republic, which supports the Peruvian government’s decisions in defense of national sovereignty. He also praised the statements and declarations issued by various state entities, business associations, universities, and civil society, which have expressed similar views.
GUARANTEE OF CONTINUITY IN THE FIGHT AGAINST ILLEGAL MINING
On another note, the Peruvian chief of staff flatly ruled out any possibility of the government led by President Boluarte backing down in the fight against illegal mining. “The interdictions we are carrying out are permanent and uninterrupted,” he stated.
Arana Ysa noted that the working group proposed by the Executive branch aims to develop a solid regulatory project that will serve as a basis for the Congressional Energy and Mines Commission. This way, the working group will have an updated legal framework for the new Law on the Formalization and Promotion of Small-Scale and Artisanal Mining in Peru. “We are fully aware that artisanal and small-scale miners need a law that protects them and provides them with legal certainty; that is our primary intention. However, I want to make it clear that, under no circumstances, will we cease our frontal fight against illegal mining,” he emphasized emphatically.
Additionally, he announced that the next session of the technical committee for the formalization of mining will be held on Monday, August 11. “We hope to count on the active participation of the miners, as we will address the most important issue: the detailed analysis of the legislative proposal that will be shared with Parliament,” he added.
CREATION OF THE MAC PROGRAM: A STEP TOWARD STATE MODERNIZATION
Finally, Prime Minister Arana reported that, during the recent session of the Council of Ministers, the supreme decree creating the Better Citizen Service Program (MAC) was approved. This program is established as a key functional structure, responsible for centralizing and coordinating state services, with the goal of bringing them closer and making them more accessible to citizens.
