En este marco, el mandatario confirmó que la cooperación binacional se mantendrá en altos niveles para abordar temas clave: la lucha contra la delincuencia organizada transnacional y el cierre de brechas sociales, económicas y de seguridad en las zonas de frontera.

JORNADA DE TRABAJO REAFIRMA SOLIDEZ DE RELACIONES DESDE CASI DÉCADAS

Las declaraciones se dieron durante la clausura del Encuentro Presidencial y XVI Gabinete Binacional Perú-Ecuador, celebrado en el Palacio Presidencial de Carondelet, en Quito. Allí, el presidente Jerí destacó que la jornada consolidaba la agenda común que ambos países han construido desde hace casi 30 años.

“La jornada de trabajo que culmina hoy reafirma la solidez y madurez de la agenda común que venimos construyendo desde hace casi tres décadas, así como el firme compromiso político de ambos Gobiernos para seguir impulsando iniciativas que promuevan bienestar, desarrollo y seguridad para nuestras poblaciones”, expresó el mandatario.

FOCO EN LA SEGURIDAD: TECNOLOGÍA Y FUERZAS DEL ORDEN CONTRA LA CRIMINALIDAD TRANSNACIONAL

Ambos jefes de Estado coincidieron en fortalecer la cooperación internacional para enfrentar los delitos que han afectado de manera directa a sus poblaciones: la minería ilegal, el narcotráfico, el tráfico de armas y otros ilícitos vinculados a la delincuencia organizada transnacional.

“Nos vamos sumamente contentos por los acuerdos asumidos. Con el presidente Daniel Noboa coincidíamos en que era momento de llevar nuestras relaciones bilaterales a un nivel más alto”, destacó Jerí. Además, anunció un compromiso clave: el uso de tecnología para resguardar las fronteras, complementado con el trabajo de las fuerzas del orden de ambos países.

“En la medida en que trabajemos en conjunto, vamos a frenar la criminalidad”, agregó el mandatario peruano, enfatizando que la coordinación operativa es fundamental para darle caza a las estructuras criminales que operan en la zona fronteriza.

AGENDA BILATERAL AMPLIA: VÍNCULOS ECONÓMICOS, CULTURALES Y AMBIENTALES

El presidente Jerí destacó que Ecuador es un vecino con una agenda bilateral diversificada que puede generar beneficios tangibles para las poblaciones de ambos países, gracias a sus fuertes vínculos económicos, culturales y ambientales.

Los diálogos sostenidos entre los ministros de ambos Gobiernos permitieron identificar prioridades claras para el próximo año, especialmente en los ámbitos donde enfrentan desafíos compartidos: la lucha contra la delincuencia organizada transnacional y la promoción de una gestión minera sostenible y ambientalmente responsable en la frontera común.

APOYO EN EMERGENCIAS Y ATENCIÓN A PUYANGO-TUMBES: PRIORIDADES PARA 2026

El mandatario peruano también recordó el apoyo que el pueblo ecuatoriano ha brindado a Perú en situaciones de emergencia, como las inundaciones y los periodos del Fenómeno de El Niño. En ese sentido, mencionó que el encuentro con Noboa ha sido el principal mecanismo de diálogo y coordinación política para definir las prioridades de trabajo de cara al 2026.

“Perú está comprometido plenamente con continuar fortaleciendo nuestras instancias políticas y técnicas de cooperación, fundamentales para enfrentar desafíos y transformar las fronteras en espacios de integración y desarrollo”, afirmó Jerí. Además, hizo hincapié en la necesidad de avanzar de forma coordinada para atender la situación de Puyango-Tumbes, un ecosistema compartido que sufre afectaciones que impactan el medioambiente, la economía y la salud de las poblaciones locales.

DECLARACIÓN PRESIDENCIAL DE QUITO: MARCO PARA EL BIENESTAR FRONTERIZO

Tras el diálogo, los mandatarios suscribieron la Declaración Presidencial de Quito, un documento que contiene las principales coincidencias, lineamientos y compromisos orientados a promover el bienestar de las poblaciones de ambos países, especialmente aquellas que viven en la zona fronteriza.

El texto aborda asuntos clave como el comercio, la protección ambiental, la gestión minera, la seguridad fronteriza y la defensa.

“Estoy convencido de que las tareas que hoy nos hemos trazado contribuirán a fortalecer la seguridad, dinamizar el desarrollo económico y promover el bienestar de nuestras poblaciones, integrando de manera prioritaria la protección de nuestro entorno y la gestión sostenible de nuestros recursos compartidos”, finalmente el presidente Jerí. “Con ello, atenderemos las legítimas demandas de nuestros ciudadanos y seguiremos construyendo una frontera más próspera, segura y ambientalmente responsable”, concluyó.

There, President Jerí emphasized that the meeting consolidated the common agenda that both countries have been building for almost 30 years.

“The working session that concludes today reaffirms the strength and maturity of the shared agenda we have been building for almost three decades, as well as the firm political commitment of both governments to continue promoting initiatives that foster well-being, development, and security for our populations,” the president stated.

FOCUS ON SECURITY: TECHNOLOGY AND LAW ENFORCEMENT AGAINST TRANSNATIONAL CRIME

Both heads of state agreed to strengthen international cooperation to combat crimes that have directly affected their populations: illegal mining, drug trafficking, arms trafficking, and other illicit activities linked to transnational organized crime.

“We leave extremely pleased with the agreements reached. President Daniel Noboa and I agreed that it was time to elevate our bilateral relations to a higher level,” Jerí emphasized. He also announced a key commitment: the use of technology to safeguard borders, complemented by the work of law enforcement agencies in both countries.

“To the extent that we work together, we will curb crime,” added the Peruvian president, emphasizing that operational coordination is fundamental to dismantling the criminal structures operating in the border region.

BROAD BILATERAL AGENDA: ECONOMIC, CULTURAL, AND ENVIRONMENTAL TIES

President Jerí highlighted that Ecuador is a neighbor with a diversified bilateral agenda that can generate tangible benefits for the populations of both countries, thanks to their strong economic, cultural, and environmental ties.

The dialogues held between the ministers of both governments allowed them to identify clear priorities for the coming year, especially in areas where they face shared challenges: the fight against transnational organized crime and the promotion of sustainable and environmentally responsible mining management along their shared border.

EMERGENCY SUPPORT AND AID TO PUYANGO-TUMBES: PRIORITIES FOR 2026

The Peruvian president also recalled the support the Ecuadorian people have provided to Peru in emergency situations, such as floods and El Niño events. In this regard, he mentioned that the meeting with Noboa has been the main mechanism for dialogue and political coordination to define work priorities for 2026.

“Peru is fully committed to continuing to strengthen our political and technical cooperation mechanisms, which are fundamental to facing challenges and transforming borders into spaces of integration and development,” Jerí stated. He also emphasized the need for coordinated action to address the situation in Puyango-Tumbes, a shared ecosystem suffering from impacts that affect the environment, the economy, and the health of local populations.

QUITO PRESIDENTIAL DECLARATION: A FRAMEWORK FOR BORDER WELL-BEING

Following the dialogue, the leaders signed the Quito Presidential Declaration, a document outlining the main points of agreement, guidelines, and commitments aimed at promoting the well-being of the populations of both countries, especially those living in the border region.

The text addresses key issues such as trade, environmental protection, mining management, border security, and defense.

“I am convinced that the tasks we have set for ourselves today will contribute to strengthening security, boosting economic development, and promoting the well-being of our populations, prioritizing the protection of our environment and the sustainable management of our shared resources,” President Jerí concluded. “With this, we will address the legitimate demands of our citizens and continue building a more prosperous, secure, and environmentally responsible border,” he added.
