Durante su visita, el premier no solo inauguró infraestructuras cruciales en el ámbito tecnológico y educativo, sino que también supervisó de cerca los progresos en las estrategias de prevención ante los riesgos latentes de inundaciones por precipitaciones intensas, demostrando el compromiso del gobierno con la seguridad y el bienestar de la población liberteña.
La intensa jornada comenzó en Trujillo, la capital regional, con la inauguración del flamante Laboratorio de Criminalística de la Policía Nacional. Esta obra, un claro ejemplo de colaboración entre el Estado y el sector privado, fue ejecutada por el Gobierno Regional de La Libertad bajo la innovadora modalidad de Obras por Impuestos, con una inversión significativa que asciende a los S/18.4 millones. Se trata de una contribución vital para fortalecer las capacidades de la fuerza policial.
Este moderno centro, estratégicamente ubicado en el Complejo Policial Alcides Vigo y con una extensión de 402.80 metros cuadrados, se erige como un baluarte tecnológico en la lucha contra el crimen. Sus cuatro niveles albergan áreas de toma de muestras y laboratorios forenses especializados. Aquí, expertos trabajarán con tecnología de punta en campos como la balística, química, biología y análisis digital, utilizando herramientas avanzadas como escáneres 3D y software especializado, que garantizan peritajes más rápidos y, crucialmente, mucho más precisos.
En la ceremonia de inauguración, a la que asistieron destacados miembros del gabinete, incluyendo a los ministros del Interior, Defensa, Vivienda y Economía, el premier Arroyo subrayó la importancia estratégica de este laboratorio. Afirmó que esta iniciativa refuerza ostensiblemente la capacidad operativa del Estado frente a la creciente amenaza del crimen organizado. “Esta nueva oficina, impulsada por el Gobierno Regional de La Libertad, el sector privado y la Policía Nacional, representa el trabajo articulado que permite enfrentar el crimen con mejores herramientas y mayor capacidad operativa. El Gobierno de transición está dando una señal clara y firme en la lucha contra la inseguridad: la seguridad se enfrenta con decisión, inteligencia y presencia efectiva en el territorio”, enfatizó.
Adicionalmente, el premier resaltó la reciente incorporación de 5,655 nuevos efectivos policiales a nivel nacional, una medida diseñada para potenciar la lucha contra la criminalidad y fortalecer el Plan Nacional de Seguridad Ciudadana. Con ello, el gobierno busca enviar un mensaje contundente sobre su prioridad. “Este Gobierno ha asumido la seguridad ciudadana como una responsabilidad central, por eso, cada decisión articula inversión, capacidad operativa y coordinación interinstitucional, con un objetivo claro: proteger a la población y restablecer el orden en nuestras ciudades”, concluyó Arroyo.
Inteligencia y Lucha Contra el Terrorismo: Un Enfoque Integral
El presidente del Consejo de Ministros, Luis Arroyo Sánchez, también aprovechó su intervención para reiterar la necesidad de una estrategia de seguridad moderna y robusta para proteger a las familias peruanas. Esta estrategia, según el premier, debe estar firmemente arraigada en la inteligencia y el uso eficiente de la información. En este sentido, el Estado está invirtiendo en el fortalecimiento de la inteligencia policial, promoviendo mejoras en el marco legal para aplicar mayor severidad a delitos como la extorsión, y golpeando activamente las economías ilícitas que sirven de soporte financiero al crimen organizado, como la minería ilegal.
En un gesto de reconocimiento, Arroyo Sánchez aplaudió las acciones conjuntas que realizan las Fuerzas Armadas, en estrecha colaboración con la Policía Nacional y el Ministerio Público, en la incansable lucha contra el crimen y el terrorismo en la estratégica zona del Vraem. Destacó, además, la reciente operación que resultó en la neutralización de dos miembros de Sendero Luminoso. “Este resultado reafirma la decisión del Estado de defender, con firmeza y legalidad, la paz, seguridad y democracia”, aseveró, reafirmando el compromiso inquebrantable del gobierno con estos principios fundamentales.
Educación y Resiliencia en Ascope: Un Colegio Reconstruido y Titulación de Propiedades
Posteriormente, la comitiva oficial, encabezada por el titular de la PCM y acompañado por los ministros de Vivienda, Interior y Defensa, se trasladó a la provincia de Ascope. Allí, el foco de la jornada se centró en la inauguración de la flamante Institución Educativa Casa Grande. Este centro educativo ha sido completamente reconstruido con una inversión significativa de S/ 81 millones, una obra que representa la resiliencia de la comunidad tras los severos daños causados por el fenómeno El Niño en 2017.
Este nuevo colegio no es solo una estructura, sino un símbolo de modernidad y seguridad. Cuenta con una infraestructura sismorresistente, un avanzado sistema de drenaje diseñado para mitigar los efectos de lluvias intensas y un tanque elevado de agua, asegurando un entorno seguro y funcional para la comunidad educativa. Albergará a 900 estudiantes de secundaria, quienes se beneficiarán de 26 aulas completamente equipadas, laboratorios y talleres especializados en diversas disciplinas como costura, carpintería, industrias alimentarias, teatro y música. Este enfoque busca ofrecer una educación integral y prepararlos para los desafíos del futuro.
El premier Arroyo, con visible emoción, expresó la satisfacción del gobierno por este logro. “Hoy, luego de una larga espera de 9 años, el Estado cumple con hechos concretos. Este colegio es un símbolo de resiliencia. Estamos apostando por una educación integral, que forme ciudadanos capaces de enfrentar los desafíos del presente y construir el futuro del país, pero también por una infraestructura segura y preparada. Porque en el Perú de hoy no podemos seguir construyendo escuelas vulnerables; debemos construir espacios que protejan la vida”, afirmó categóricamente.
Además, el premier subrayó el compromiso del Gobierno con la inclusión, destacando que el colegio cuenta con accesibilidad integral, con rampas, señalización podotáctil y servicios adecuados para estudiantes con alguna discapacidad. “Este gobierno de transición, en el poco tiempo que tenemos está yendo a todas las regiones del país, sobre todo a ese Perú profundo, a ese Perú que pocos conocen, allí estamos apuntando”, mencionó, reafirmando la visión de un país más equitativo.
Acto seguido, la comitiva oficial participó en una emotiva ceremonia de entrega de 200 títulos de propiedad en la provincia de Ascope, un evento que brinda seguridad jurídica y un futuro más estable a numerosas familias. Durante esta ceremonia, el premier Arroyo fue reconocido con la prestigiosa Medalla en la orden de Gran Mariscal Luis José de Orbegoso Moncada y Galindo, en honor a su destacada labor y compromiso.
Supervisión de Obras de Prevención: Protegiendo a la Población Liberteña
Finalmente, el premier Arroyo cerró su agenda con una importante supervisión aérea. Realizó un sobrevuelo en helicóptero para inspeccionar el avance de los trabajos de prevención en las quebradas San Idelfonso y San Carlos. Estas obras son de vital importancia, ya que beneficiarán directamente a más de 750 mil ciudadanos de los distritos de El Porvenir, Alto Trujillo, Florencia de Mora, Laredo, Moche, Víctor Larco y Trujillo, zonas históricamente vulnerables a fenómenos naturales.
La magnitud de esta obra es considerable, con una inversión que supera los S/ 1600 millones. Su objetivo principal es desviar las aguas excedentes de ambas quebradas hacia el río Moche, con la finalidad de prevenir daños catastróficos a la población ante la ocurrencia de lluvias intensas. Es una medida preventiva fundamental para proteger vidas y bienes.
Asimismo, el jefe del gabinete ministerial sobrevoló el río Chicama, específicamente en el sector Huabalito, en Ascope. Allí, supervisó las labores de limpieza, descolmatación y encauzamiento que está llevando a cabo el Programa Nuestras Ciudades (PNC) del Ministerio de Vivienda, Construcción y Saneamiento. Estas acciones son cruciales para mantener el flujo del río y evitar desbordes.
Estas intervenciones preventivas, que emplean maquinaria pesada de gran capacidad, forman parte de una estrategia integral del PNC. Solo en lo que va del año 2026, el programa ha ejecutado 13 intervenciones en la región La Libertad, demostrando un esfuerzo coordinado y continuo para reducir los riesgos asociados a desbordes fluviales por lluvias intensas, consolidando así la seguridad y tranquilidad de los habitantes de La Libertad.

The intense day began in Trujillo, the regional capital, with the inauguration of the brand-new Criminalistics Laboratory of the National Police. This project, a clear example of collaboration between the State and the private sector, was executed by the Regional Government of La Libertad under the innovative “Works for Taxes” modality, with a significant investment totaling S/18.4 million. It represents a vital contribution to strengthening the capabilities of the police force.
This modern center, strategically located in the Alcides Vigo Police Complex and spanning 402.80 square meters, stands as a technological stronghold in the fight against crime. Its four levels house sample collection areas and specialized forensic laboratories. Here, experts will work with cutting-edge technology in fields such as ballistics, chemistry, biology, and digital analysis, utilizing advanced tools like 3D scanners and specialized software, which guarantee faster and, crucially, much more precise expert evaluations.
At the inauguration ceremony, attended by prominent cabinet members, including the Ministers of Interior, Defense, Housing, and Economy, Premier Arroyo underscored the strategic importance of this laboratory. He affirmed that this initiative significantly strengthens the operational capacity of the State in the face of the growing threat of organized crime. “This new office, promoted by the Regional Government of La Libertad, the private sector, and the National Police, represents the articulated work that allows us to confront crime with better tools and greater operational capacity. The transitional government is sending a clear and firm signal in the fight against insecurity: security is faced with decision, intelligence, and effective presence in the territory,” he emphasized.
Additionally, the premier highlighted the recent incorporation of 5,655 new police officers nationwide, a measure designed to boost the fight against crime and strengthen the National Citizen Security Plan. With this, the government seeks to send a strong message about its priority. “This Government has assumed citizen security as a central responsibility; therefore, every decision articulates investment, operational capacity, and inter-institutional coordination, with a clear objective: to protect the population and restore order in our cities,” Arroyo concluded.

Subsequently, the official delegation, led by the head of the PCM and accompanied by the Ministers of Housing, Interior, and Defense, moved to the province of Ascope. There, the focus of the day centered on the inauguration of the brand-new Casa Grande Educational Institution. This educational center has been completely rebuilt with a significant investment of S/ 81 million, a project that represents the community’s resilience after the severe damage caused by the El Niño phenomenon in 2017.
This new school is not just a structure, but a symbol of modernity and safety. It features earthquake-resistant infrastructure, an advanced drainage system designed to mitigate the effects of intense rainfall, and an elevated water tank, ensuring a safe and functional environment for the educational community. It will house 900 secondary students, who will benefit from 26 fully equipped classrooms, laboratories, and specialized workshops in various disciplines such as sewing, carpentry, food industries, theater, and music. This approach seeks to offer comprehensive education and prepare them for future challenges.
Premier Arroyo, with visible emotion, expressed the government’s satisfaction with this achievement. “Today, after a long nine-year wait, the State delivers on concrete actions. This school is a symbol of resilience. We are committed to comprehensive education that trains citizens capable of facing present challenges and building the country’s future, but also to safe and prepared infrastructure. Because in today’s Peru, we cannot continue building vulnerable schools; we must build spaces that protect lives,” he emphatically stated.
Furthermore, the premier underscored the Government’s commitment to inclusion, highlighting that the school offers full accessibility, with ramps, tactile paving, and adequate services for students with disabilities. “This transitional government, in the short time we have, is reaching all regions of the country, especially that deep Peru, that Peru few know; that’s where we are aiming,” he mentioned, reaffirming the vision of a more equitable country.

So far in 2026 alone, the program has executed 13 interventions in the La Libertad region, demonstrating a coordinated and continuous effort to reduce the risks associated with river overflows due to intense rainfall, thus consolidating the security and tranquility of the inhabitants of La Libertad.
