Tras presentarse la metodología de evaluación, desarrollada por la Secretaría de Integridad Pública de la PCM, la premier Violeta Bermúdez destacó la importancia de contar con dicha herramienta, pues permite medir en qué situación se encuentra cada entidad frente a la tarea de fortalecer su capacidad de prevención de la corrupción.

ELEVAR EL ESTÁNDAR DE INTEGRIDAD PÚBLICA PARA HACER FRENTE A LA CORRUPCIÓN
En otro momento de su intervención, la premier señaló la necesidad de mirar dicha herramienta como la expresión de un trabajo colaborativo y profesional que involucra el cumplimiento de diversas metas en las entidades que vienen implementando el Modelo de Integridad. “Detrás de este Índice hay elementos que evidencian un avance, pero a la vez un estímulo que compromete a cada entidad a superar las metas trazadas, pues solo de esa manera el estándar podrá ir avanzando en la búsqueda de la excelencia organizacional como una referencia para todo el aparato público”, afirmó la Jefa del Gabinete.

En referencia a la implementación del Modelo de Integridad, la premier señaló que ello evidencia el compromiso de alta dirección para asegurar una gestión de riesgos, el cumplimiento de normas vinculadas a la transparencia, la comunicación, el desarrollo de capacidades y mecanismos de denuncia y monitoreo, pero también la implementación de la función de integridad en las entidades del sector público. En esa línea, enfatizó que “es fundamental institucionalizar la responsabilidad de integridad en todas las entidades públicas”.

TRANSFERENCIA Y CONTINUIDAD DE LA INTEGRIDAD COMO POLÍTICA PÚBLICA
La integridad ha sido un fundamento sobre el cual se ha venido construyendo un enfoque de gestión para las entidades del Estado, siendo una política pública, cuya implementación debe continuarse más allá de quienes asuman las futuras gestiones gubernamentales. Así lo manifestó la premier Bermúdez, quien, en referencia al próximo proceso de transferencia, afirmó la necesidad de asegurar la continuidad de este esfuerzo. “Tengan la seguridad que uno de los primeros ejes fundamentales de nuestra transición democrática será plantear la prioridad de trabajar con un enfoque de integridad. Queremos recuperar la confianza, pero también la esperanza de tener un Estado al servicio de las personas y sin corrupción”.

APOYO INTERNACIONAL
La premier también agradeció la participación de la Agencia de los Estados Unidos para el Desarrollo Internacional, a través del Proyecto Inversión Pública Transparente, cuyo aporte permitió el desarrollo tecnológico del Índice de Capacidad Preventiva. Del mismo modo, resaltó el esfuerzo de las entidades e instituciones que han evidenciado un compromiso claro en la lucha contra la corrupción.

Por su parte, la embajadora de Estados Unidos en el Perú, Lisa Kenna, felicitó al Gobierno Peruano por sus esfuerzos en fortalecer la lucha contra la corrupción y promover una gestión transparente, refiriéndose al compromiso de su país con el Gobierno Peruano para promover la integridad pública y luchar contra actividades ilícitas, como el narcotráfico, minería ilegal, tráfico de personas, entre otras.

ÍNDICE DE CAPACIDAD PREVENTIVA
Por su parte, el secretario de Integridad Pública, Eloy Munive, informó que el Índice de Capacidad Preventiva frente a la Corrupción está implementado y permite observar los logros obtenidos por los ministerios y sus organismos en la implementación del Modelo de Integridad. Agregó que, posteriormente, se irá implementando en los gobiernos regionales y municipales para evaluar su avance en esta materia.

AUTORIDADES Y FUNCIONARIOS EN LOS TRES NIVELES DE GOBIERNO.
La presentación de la nueva herramienta tecnológica estuvo a cargo del secretario de Integridad Pública, Eloy Munive. Por su parte, la secretaria general de la Presidencia del Consejo de Ministros, Paola Bustamante, dio la bienvenida a los participantes.

Además, se realizaron dos bloques de comentarios. En el primero, sobre las experiencias en el fortalecimiento de la capacidad de prevención frente a la corrupción, intervinieron la ministra de Vivienda, Construcción y Saneamiento, Solangel Fernández; el gobernador Regional del Cusco, Jean Paul Benavente; la Oficial de Integridad del Ministerio de Educación, Ana Pari Morales, y el Oficial de Integridad la Municipalidad de San Isidro, Manuel Enríquez. En el segundo bloque, que analizó los retos para el fortalecimiento de la capacidad preventiva frente a la corrupción en los tres niveles de gobierno, participaron los presidentes de la Asamblea Nacional de Gobiernos Regionales, Carlos Rúa, y de la Red de Municipalidades Urbanas y Rurales del Perú, Andrés Villar Narro, así como la Oficial de Integridad del Ministerio de Economía y Finanzas, Patricia Alarcón.

In reference to the implementation of the Integrity Model, the premier pointed out that this evidences the commitment of senior management to ensure risk management, compliance with regulations related to transparency, communication, capacity building, and reporting and monitoring mechanisms. , but also the implementation of the integrity function in public sector entities. TRANSFER AND CONTINUITY OF INTEGRITY AS A PUBLIC POLICY
Integrity has been a foundation on which a management approach has been built for State entities, being a public policy, the implementation of which must continue beyond those who assume future government management.
