México es el anfitrión de la VI Cumbre de la Comunidad de Estados Latinoamericanos y Caribeños (CELAC).

Este cónclave de mandatarios y jefes de gobiernos de la CELAC se dan en un contexto en que México ha dejado claro que no necesita a la Organización de Estados Americanos (OEA) para estrechar lazos con América Latina. Ese es el mensaje que envía la diplomacia mexicana que, tras meses de confrontaciones con el secretario general del organismo, Luis Almagro, ha visto en la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) la oportunidad ideal para impulsar su liderazgo regional y, de paso, para relegar a la OEA, un ente que carga con el peso histórico de estar bajo el control de Estados Unidos.

La Comunidad de Estados Latinoamericanos y Caribeños CELAC fue creada el martes 23 de febrero de 2010 en sesión de la Cumbre de la unidad de América Latina y el Caribe, en Playa del Carmen (México). Posteriormente, en la Cumbre de Caracas (Venezuela), realizada los días 2 y 3 de diciembre de 2011, el organismo quedó constituido definitivamente.

La Comunidad de Estados Latinoamericanos y Caribeños (CELAC) es un mecanismo intergubernamental para el diálogo y el acuerdo político, que incluye permanentemente treinta y tres países de América Latina y el Caribe. Es un foro regional que reúne a toda América Latina y el Caribe países. Celac aspira a ser una voz única y decisiones políticas estructuradas de toma de decisiones en el ámbito político y la cooperación en apoyo de los programas de integración regional.

Fue creado con el compromiso de avanzar en el proceso gradual de integración regional, unidad y equilibrio cuidadoso de la diversidad política, económica, social y cultural de América Latina y el Caribe de 650 millones de personas. Desde su lanzamiento en diciembre de 2011, la CELAC ha ayudado a profundizar el diálogo respetuoso entre todos los países de la región en áreas tales como desarrollo social, educación, desarme nuclear, agricultura familiar, cultura, finanzas, energía y medio ambiente.

EJES TRANSVERSALES DE ACCIÓN EN CELAC

  1. Reactivación Económica Regional: se fomentará la reactivación económica de la región.
  2. Relacionamiento con socios extra-regionales: las actividades de la CELAC podrán contar con la cooperación internacional de socios extra-regionales.

a. Fortalecer las actividades en el marco del Foro CELAC-China.

b. Fortalecer el diálogo birregional CELAC-Unión Europea, atentos las áreas de interés definidas previamente con la región.

c. Acercamientos con la Unión Africana y con la Asociación de Naciones del Sudeste Asiático (ANSEA). d. Reactivar el mecanismo permanente de diálogo político y cooperación CELAC y la República de la India.

  1. Medio Ambiente y Cambio Climático: se fomentará una perspectiva de impacto al medio ambiente, el combate al cambio climático y la gestión sustentable de los recursos oceánicos.
  2. Igualdad, género y diversidad: se fomentarán la perspectiva de género y la protección a población vulnerable.
  3. Innovación: se fomentará el desarrollo científico-tecnológico con foco en la innovación en la región
  4. Integración Latinoamericana y Caribeña: toda actividad de la CELAC deberá promover la integración latinoamericana y caribeña.
