Como se sabe el presidente del Consejo de Ministros, Guido Bellido Ugarte, y el ministro de Energía y Minas, Iván Merino Aguirre, entregaron en la víspera en la mesa de parte de PlusPetrol, ubicadas el distrito de San Isidro, un oficio cuyo espíritu formalizaba el inicio de las anunciadas renegociaciones sobre el contrato del Gas de Camisea para la masificación de gas y mejoras de los beneficios para los peruanos, en el referido documento se planteaba la fecha para el inicio de tales reuniones, detalle que hace pocas horas fuera conformado por el propio premier peruano.
En diálogo con PrensaPerú.pe el exlegislador y hoy líder del movimiento político regional Corazón Patriota de Junín, Johnny Cárdenas Cerrón, sostuvo que en su opinión el premier ha acertado en solicitar la renegociación del reparto de utilidades del gas de Camisea, lo ideal hubiera sido la revisión del contrato que muchos consideran una concesión injusta; y esta debe de ser el inicio de la revisión de todas las concesiones otorgadas a terceros que no favorecen al Estado ni mucho menos a la población.
Es más indicó el exparlamentario nacionalista, el señor Carlos Herrera Descalzi exministro de dos Gobiernos y también titular del mismo pliego en los siete días de la presidencia del país con Manuel Merino De Lamas, menciona: ‘’que se debe de hacer una renegociación’’ y no sólo eso, sino ‘’romper el contrato por evidencias graves, en la que se descubrió prístinamente la reexportación de gas del Lote 56 en altamar por parte de Repsol’’.
Del mismo modo puntualizó, Johnny Cárdenas Cerrón, a lo largo de la historia nuestros recursos renovables y no renovables han sido saqueados; 300 años en el virreinato … “La venalidad y la corrupción se volvieron generalizadas, institucionalizadas y legitimadas al tiempo que el empleo en la burocracia colonial se convirtió en una fuente principal de ingreso y posición social para la aristocracia española”, citando lo que plantea el dossier investigativo de… (Stein y B. Stein, 1970, op. cit., pág. 701).
De otro lado, sostuvo el excongresista Cárdenas Cerrón, a PrensaPerú.pe además de 200 años de saqueo en la República, iniciándose en las guerras de la independencia financiadas por capitales extranjeros y confiscándose luego los bienes en todo el territorio nacional, generándose de esta forma nuestra primera deuda pública; y siendo aún lo más escandaloso, que la misma fue reconocida y pagada sin ningún tipo de control, utilizando para ello parte de la venta del guano de isla. (prosperidad falaz), recalcó.
En ese orden de ideas manifestó Johnny Cárdenas Cerrón, habría que recordar la época de la prosperidad falaz, caracterizada por la bonanza económica debido a la gran demanda del guano de isla en Europa; época que se caracterizó por arrendamientos y concesiones a particulares basados en favoritismo e influencias políticas. Beneficiándose la élite y autoridades de los diversos gobiernos de turno de entonces.
Finalmente el líder del movimiento político regional Corazón Patriota de Junín, nos declaró meridianamente en el diálogo que sostuvo con esta redacción, planteándose estas interrogantes ¿Se saqueó o no nuestros recursos?, cuando el Perú fue el primer productor mundial de la harina de pescado; empresarios nacionales y extranjeros se enriquecieron; el Estado obtuvo grandes ingresos que luego se dilapidaron; y respecto a los gobernantes en los últimos 20 años, ya es una historia conocida, por lo que respaldamos esta propuesta del Premier en el Perú, no más saqueos a nuestra patria, concluyó Johnny Cárdenas Cerrón.
