Fue en una ceremonia especial realizada en la sala Castilla del Palacio Legislativo, que contó con la presencia del presidente de la Comisión de Fiscalización y Contraloría, Alejandro Aguinaga; el vicecontralor de Gestión Estratégica e Integridad Pública, Humberto Ramírez Trucios, y el presidente de la Asociación de Municipalidades del Perú, Álvaro Paz de la Barra.
Tras destacar el consenso alcanzado entre las bancadas del Parlamento para aprobar esta ley, la titular del Parlamento indicó que esta norma actuará desde el inicio acompañando a las entidades públicas en los procesos de inversión, y que será un instrumento fundamental para que la Contraloría General de la República pueda aumentar su capacidad operativa e intervenir incluso en la fase de expedientes técnicos de las obras públicas.
“Y quiero resaltar, que esta ley también se convierte en un instrumento de la lucha contra la corrupción. Tenemos que ser claros en señalar que la corrupción no puede seguir paralizando las obras que el Perú necesita. No es posible tener construcciones paralizadas de hospitales o postas médicas, porque el país no puede esperar”, indicó.
En otro momento, Alva Prieto ratificó, como presidenta del Congreso, su compromiso de apoyar leyes en beneficio de todos los ciudadanos, como esta que garantizará que los proyectos se concreten oportunamente a un costo razonable y con la eficiencia que se requiere y se reclama en la gestión pública.
“Sigamos exigiendo transparencia”, dijo la titular del Congreso tras lamentar que los niveles de corrupción en todas las instancias de gobierno tanto nacional, como regional y local, superen el 10 % de acuerdo a la estimación de la corrupción en la inversión pública durante el año 2020.
Por su parte, el presidente de la Comisión de Fiscalización y Contraloría, Alejandro Aguinaga (FP), refirió que el año pasado el país perdió más de 20 mil millones de soles producto de la corrupción así como la paralización de más de 3 mil obras, entre ellas más de 30 hospitales que hoy podrían estar al servicio de la salud de todos los peruanos en el marco de la lucha contra la Pandemia y la COVID-19.
“Desde la Comisión de Fiscalización tuvimos la decisión de tomar las herramientas necesarias para luchar contra la corrupción. Este proyecto de ley fue observado por el anterior Gobierno y hoy se firma la autógrafa por insistencia, hecho que nos permitirá atenuar la grave corrupción que se ha penetrado como un cáncer en las instituciones del Estado y que afecta a nuestro país”, refirió el parlamentario.
En el acto también participaron el segundo vicepresidente del Congreso, Enrique Wong, y los parlamentarios Edgar Reymundo, Alfredo Azurín, Wilmar Elera, entre otros.
La promulgación de esta importante norma se da en cumplimiento al artículo 108 de la Constitución Política del Perú, que señala que “reconsiderada la ley por el Congreso, su presidente la promulga, con el voto de más de la mitad del número legal de miembros del Congreso”.
Como se recuerda, la referida ley fue aprobada, vía insistencia, el pasado jueves 11 por la Representación Nacional por 78 votos a favor, 29 votos en contra y 2 abstenciones.
