Previamente la premier Vásquez Chuquilin en su cuenta de twitter expresó su preocupación por la iniciativa de una vicepresidenta del Parlamento de promover un pedido de vacancia contra el presidente de la República. El país necesita contar con mínimas condiciones de estabilidad y colaboración entre poderes del Estado, indicó.

Me dirijo a usted para saludarla y a la vez expresarle lo siguiente: Con sorpresa recibimos la noticia que la vicepresidenta de la Mesa Directiva del Congreso de la República, señora Patricia Chirinos, estaría promoviendo el pedido de vacancia en contra del Presidente de la República, el cual fue planteado durante la sesión del Pleno de hoy 18 de noviembre.

Al respecto, debemos expresar nuestra preocupación ante este tipo de expresiones que,no estando en el marco de lo exigido por la Constitución, pueden representar atentados contra la voluntad popular y por ende contra la democracia de este país.

Como lo hemos venido planteando desde el Ejecutivo, hoy en medio de una crisis tan profunda que afecta a la mayoría de peruanos y peruanas, es indispensable contar con mínimas condiciones de estabilidad para poder abordar las principales problemáticas de nuestro país lo cual supone una colaboración mutua entre poderes del Estado.

En ese esfuerzo, el Ejecutivo ha enviado hasta el momento más de cincuenta propuestas normativas sobre diversas materias como: lucha anticorrupción y puertas giratorias; reforma tributaria; reforma constitucional para una mejor gobernabilidad; lucha contra la violencia hacia la mujer; igualdad de género; fortalecimiento de las políticas de interculturalidad, entre otras materias.

Lamentamos que estos temas de fondo no estén siendo priorizados para el debate en el Congreso. Estarán de acuerdo con nosotros que, además de las labores de fiscalización, el Parlamento necesita avanzar en debatir las leyes que la población necesita para resolver los problemas más álgidos que enfrentan en estas circunstancias.

Respetuosamente, esperaríamos que la Mesa Directiva que usted preside no solo marque distancia expresamente de este tipo de ataques contra la gobernabilidad, sino que reafirme su compromiso de reconducir el debate de la representación nacional hacia las propuestas urgentes que necesita el país.

I am writing to you to greet you and at the same time to express the following: With surprise we received the news that the vice president of the Board of Directors of the Congress of the Republic, Mrs. Patricia Chirinos, would be promoting the request for vacancy against the President of the Republic, the which was raised during the plenary session today, November 18.

In this regard, we must express our concern at these types of expressions that, not being within the framework of what is required by the Constitution, may represent attacks against the popular will and therefore against democracy in this country.

As we have been proposing from the Executive, today in the midst of such a deep crisis that affects the majority of Peruvians, it is essential to have minimum conditions of stability to be able to address the main problems of our country, which implies mutual collaboration between powers of the State.

In this effort, the Executive has so far sent more than fifty regulatory proposals on various matters such as: the fight against corruption and revolving doors; tax reform; constitutional reform for better governance; fight against violence against women; gender equality; strengthening of intercultural policies, among other matters.

We regret that these substantive issues are not being prioritized for debate in Congress. They will agree with us that, in addition to the audit work, Parliament needs to make progress in debating the laws that the population needs to solve the most critical problems they face in these circumstances.

Respectfully, we would hope that the Board of Directors that you preside not only expressly distance itself from this type of attacks against governance, but also reaffirms its commitment to redirect the debate of the national representation towards the urgent proposals that the country needs.
