Lo hizo en la sesión convocada para el jueves 25 que fue la continuación de las reuniones iniciadas el martes 23, con la sustentación de los dictámenes y la exposición de los presupuestos por sectores del Poder Ejecutivo y de los organismos autónomos; y prosiguió el miércoles 24 con el debate parlamentario.

En las sesiones participaron la presidenta del Consejo de Ministros, Mirtha Vásquez Chuquilín, y su gabinete ministerial, entre ellos Pedro Francke, titular de la cartera de Economía y Finanzas.

Antes de dar a conocer los detalles de las propuestas presentadas durante el debate y que fueron incluidas en el texto final, el congresista Segundo Acuña Peralta (APP), presidente de la Comisión de Presupuesto y Cuenta General de la República, agradeció la buena disposición de los parlamentarios y miembros de Poder Ejecutivo para llegar a consensos, en un trabajo conjunto muy intenso que dio como resultado el objetivo de fomentar el bienestar común y mejorar la calidad de vida de todos los peruanos.

Al respecto la presidenta del Congreso, Maricarmen Alva Prieto, al inicio de la sesión, hizo un merecido reconocimiento a la comisión dictaminadora porque, después de muchos años, logró consenso en la aprobación de los dictámenes.

El presupuesto anual de gastos para el año fiscal 2022 es de 197 mil 002 millones 269 mil 014 soles, el cual comprende créditos presupuestarios máximos correspondientes a los pliegos presupuestarios de gobierno nacional, los gobiernos regionales y los gobiernos locales agrupados en el gobierno central e instancias descentralizadas.

EL NUEVO TEXTO
Al sustentar el nuevo texto, Acuña Peralta dijo que se ha logrado consensuar en un tema fundamental que él mismo impulsó y que muchos legisladores de diversas bancadas también lo propusieron a favor de los centros poblados.

“Las municipalidades distritales y provinciales incluyen en sus presupuestos institucionales para el año fiscal 2022 las partidas que corresponden para otorgar las transferencias de recursos, en el marco de la normatividad vigente, a favor de las municipalidades de los centros poblados de su jurisdicción territorial”, agregó el legislador al destacar el consenso alcanzado entre la Comisión de Presupuesto y el MEF.

Así también, se propuso la creación de la Unidad Ejecutora del Hospital Santa María de Cutervo y la Unidad Ejecutora Red de salud Cajabamba en el Gobierno Regional de Cajamarca.

“Declárese de necesidad pública e interés nacional la ejecución de inversiones destinadas al mejoramiento, ampliación del sistema de agua potable, alcantarillado y/o rehabilitación del sistema de agua y desagüe en la ciudad de Yurimaguas, provincia de Amazonas en el departamento de Loreto”, agregó.

Acuña Peralta afirmó que se acepta la propuesta orientada a la consolidación del incentivo único otorgado a través del Cafae, escala base del incentivo único Cafae.

También, se incluye la autorización al Ministerio Publico y al Poder judicial para aprobar su Presupuesto Analítico de Personal (PAP) durante el 2022; así como el otorgamiento del bono anticorrupción, escolaridad, aguinaldo y bonificación del 25 % de la remuneración básica de jueces y fiscales.

Además, se considera la contratación temporal bajo el régimen Servir, entregas económicas en casos de licencias por salud y maternidad y la ampliación del plazo para continuar con la transferencia de administración y pago de pensiones del DL 20530 del Ministerio de Educación a la Oficina de Normalización Previsional.

También, se ha incluido el otorgamiento de una bonificación anual a favor de los inspectores de Sunafil, la incorporación de personal a la carrera especial en el Instituto Nacional Penitenciario e implementación del servicio civil ley servir.

El pago de deuda social, sentencias judiciales, cosa juzgada para el sector educación por mil millones de soles y 300 millones para otros sectores del gobierno nacional y gobiernos regionales, dijo Acuña Peralta.

“Caber resaltar que este presupuesto realmente es un presupuesto que lo están esperando los amigos docentes y todos los sectores, porque realmente es un compromiso del Estado cumplir con sus obligaciones”, agregó.

También, se ha considerado el financiamiento de nombramientos CAS del Ministerio de Salud, un bono docente investigador de universidades públicas y recursos para atender la emergencia sanitaria por la COVID-19, entre otros.

EJECUTIVO DA CONFORMIDAD
En la sesión, el ministro de Economía y Finanzas, Pedro Francke, intervino solo para indicar con precisión un error material; en tanto que la presidenta del Consejo de Ministros, Mirtha Vásquez, usó la palabra en representación del Poder Ejecutivo.

“Luego de escuchar la propuesta y valorando los esfuerzos de diálogo que se han hecho en la comisión y el Pleno para lograr consenso entre el proyecto presentado por el Ejecutivo y el dictamen aprobado por la comisión, debo manifestar mi conformidad a nombre del Ejecutivo”, dijo.

Sostuvo que se trata de un presupuesto que atiende las principales urgencias de nuestro país y también las deudas que el Estado arrastra hace décadas y que la pandemia de la COVID-19 no ha hecho más que profundizar y mostrarla en toda su gravedad.

“Este presupuesto significa atender a los sectores más afectados educación, salud y agricultura”, dijo Vásquez, tras lo cual precisó algunos detalles presupuestales sin dejar de advertir al Congreso de la necesidad la delegación de facultades para legislar en materia tributaria, fiscal y reactivación económica porque “es el complemento lógico a este presupuesto 2022”.

Before disclosing the details of the proposals presented during the debate and which were included in the final text, Congressman Segundo Acuña Peralta (APP), president of the Budget and General Account Commission of the Republic, thanked the good disposition of parliamentarians and members of the Executive Power to reach consensus, in a very intense joint work that resulted in the objective of promoting the common welfare and improving the quality of life of all Peruvians.

“Declare of public necessity and national interest the execution of investments destined to the improvement, expansion of the drinking water system, sewerage and / or rehabilitation of the water and sewage system in the city of Yurimaguas, province of Amazonas in the department of Loreto”, added.

Acuña Peralta affirmed that the proposal aimed at consolidating the single incentive granted through Cafae, the base scale of the single Cafae incentive, is accepted.

Also, it includes the authorization to the Public Ministry and the judiciary to approve its Personnel Analytical Budget (PAP) during 2022; as well as the granting of the anti-corruption, schooling, bonus and bonus of 25% of the basic remuneration of judges and prosecutors.

In addition, temporary hiring under the Servir regime is considered, economic deliveries in cases of health and maternity leave and the extension of the term to continue with the transfer of administration and payment of pensions of DL 20530 from the Ministry of Education to the Office of Standardization Social security.

“After listening to the proposal and valuing the dialogue efforts that have been made in the committee and the Plenary to achieve consensus between the project presented by the Executive and the opinion approved by the committee, I must express my agreement on behalf of the Executive”, said.

He argued that it is a budget that addresses the main emergencies of our country and also the debts that the State has dragged for decades and that the COVID-19 pandemic has only deepened and shown it in all its seriousness.

“This budget means serving the most affected sectors, education, health, and agriculture,” said Vásquez, after which he specified some budgetary details while warning Congress of the need to delegate powers to legislate on tax, fiscal and economic reactivation matters. because “it is the logical complement to this 2022 budget.”
