El titular del sector indicó que el presente año la economía en el país Inca tendrá un crecimiento de 13% lo cual refleja, incluso, un incremento superior a las proyecciones brindadas hacia mediados de año.

“Recibimos la economía luego de un bajón del año pasado, pero este rebote de 13% es sumamente significativo. Son pocos los países en América Latina que han logrado un rebote tan importante como este. Antes que llegáramos al gobierno las proyecciones de crecimiento eran de 10% ahora es 13% es decir tres puntos por encima de lo pronosticado seis meses atrás”. Las proyecciones para el año 2022 – 2026 se actualizarán en el Informe de Proyecciones Macroeconómicas de abril de 2022, tal como sucede todos los años.

Durante el presente ejercicio el Perú ha mantenido un repunte de la actividad económica registrando a la vez la mayor reducción de déficit fiscal de América Latina. El ministro Francke Ballvé indicó que esto permite la sostenibilidad de las finanzas fiscales hacia el futuro.

“No nos estamos endeudado excesivamente, al revés, hemos tenido una política bastante conservadora. La mayor reducción del déficit fiscal de toda América Latina con el mayor crecimiento de toda América Latina. Estos son los números y datos, esto no es un discurso es una cifra de la realidad”, sostuvo.

De otro lado, indicó que la inversión privada habría crecido 34,5% en el presente año, remontando la drástica caída de 16,5% registrada en el 2020. Comparándola con el 2019, año anterior a la pandemia, la inversión privada habría crecido 12,2%. Por su parte, la inversión pública registró niveles récord, al registrar un crecimiento de 22,1% con S/ 31 761 millones, versus los S/ 20 615 millones gastados el año pasado.

“La inversión pública ejecutada en el presente año será la más grande que nunca hemos tenido en el Perú”, indicó el titular del sector.

La mayor inversión pública e inversión privada, así como las medidas adoptadas por el Gobierno a través de asignaciones extraordinarias a la población, entre otras medidas, ha permitido impulsar la generación de empleo durante el presente ejercicio. El ministro explicó que a octubre el empleo formal a nivel nacional tuvo un crecimiento de 2,2% respecto al nivel de 2019, registrándose además una tendencia ascendente en los últimos tres meses. Actualmente se encuentran adecuadamente empleadas 5,3 millones de personas, mientras que en el 2020 se registraban 5,1 millones.

“El crecimiento del empleo ha sido desigual entre los sectores. En servicios ha sido 6% por debajo (del 2019) porque los servicios han sido los más golpeados por las restricciones de aforo distanciamiento social, e incluso por un cambio en las actitudes de los consumidores. Lo que nos ha ayudado a remontar es el sector agropecuario, en especial el agroexportador que ha crecido en 24% de empleo formal. El sector minería también ha mantenido un crecimiento interesante de 9% y el sector construcción ha crecido en 7,4% claramente asociado al incremento de la inversión privada, pública, y la entrega de los bonos habitacionales”, remarcó.

De otro lado, el ministro Francke Ballvé también destacó el nivel récord de las exportaciones en este año, las cuales han superado los US$ 61 000 millones, siendo un componente importante las exportaciones no tradicionales que también lograron cifras récord al alcanzar los US$ 17 000 millones en el 2021.

Remarcó que durante estos meses de trabajo no ha existido desde el Ministerio de Economía y Finanzas una política de gasto exagerado, ni de dispendio sino por el contrario una bastante conservadora respecto al déficit fiscal y las finanzas públicas. En tal sentido sostuvo que los mayores recursos destinados a la población en un contexto de necesidad social se han dado en un contexto de manejo ordenado de las cuentas fiscales y son consistentes con las proyecciones establecidas en el último Marco Macroeconómico Multianual publicado en agosto de este año.

Destacó al respecto acciones como la aceleración de la vacunación en la población peruana y atención de la emergencia, para la cual se destinaron S/ 12 000 millones en el presente año, el impulso a la reactivación económica a través de la inversión pública, la reactivación de la demanda y apoyo a la economía familiar a través de: Yanapay Perú, Trabaja Perú, las subvenciones para la construcción de viviendas, la asignación de S/350 a más de 300 mil productores agropecuarios, la asignación extraordinaria para pensionistas y la mitigación de la subida del precio internacional de los combustibles a través de la introducción del GLP y diésel al Fondo de Estabilización de Precios de los Combustibles.

He remarked that during these months of work there has not been an exaggerated spending policy from the Ministry of Economy and Finance, nor an expenditure policy, but on the contrary, a rather conservative one with respect to the fiscal deficit and public finances. In this sense, he argued that the greater resources allocated to the population in a context of social need have occurred in a context of orderly management of fiscal accounts and are consistent with the projections established in the last Multiannual Macroeconomic Framework published in August of this year. .

In this regard, he highlighted actions such as the acceleration of vaccination in the Peruvian population and attention to the emergency, for which S / 12 billion were allocated this year, the impulse to economic reactivation through public investment, the reactivation demand and support for the family economy through: Yanapay Peru, Trabaja Perú, subsidies for housing construction, the allocation of S / 350 to more than 300 thousand agricultural producers, the extraordinary allocation for pensioners and the mitigation of the rise in the international price of fuels through the introduction of LPG and diesel to the Fuel Price Stabilization Fund.
