Fue el lunes 4, durante la sesión de ese grupo de trabajo que preside el congresista Jaime Quito Sarmiento (PL), al cual asistieron para dar su opinión respecto al proyecto de ley que propone la Ley General de Pesca.
Para el secretario general del Sindicato de Pescadores Artesanales de Consumo Humano Directo del Sur, Frank Valiente Ortega, urge una nueva propuesta legislativa porque la que actualmente rige es ambigua.
Consideró que el tema de ordenamiento debe ser socializado porque es una problemática constante y difícil de solucionar.
“El Estado tiene la obligación de hacer participar a la ciudadanía dentro de los procesos de toma de decisiones, garantizar el ejercicio del derecho constitucional”, sostuvo.
De igual forma, Félix Antonio Ipanaqué Jiménez, secretario general del Sindicato Único de Pescadores del Puerto de Paita, instó a las autoridades municipales a involucrarse en este proceso de reforma pesquero.
Consideró que hay pescadores artesanales que realizan pesca ilegal de arrastre, sin contar con permiso de pesca para extraer merluza. Además, utilizan aparejos no autorizados y lo más grave, que lo hacen dentro de las cinco millas marinas, arrasando con todo lo que encuentren en el fondo del mar.
“Estas naves pescan todo el año sin cuota, sin respetar épocas de veda reproductiva, sin contar con sistema satelital”, manifestó.
Por su parte, Miguel Ángel Velásquez Pari, secretario general del Sindicato de Pescadores Artesanales y Extractores de Mariscos de Islay Matarani (SPAEMIN) precisó que se debe consensuar varios artículos de la propuesta legislativa, además, deben ser más enfáticos para propiciar acuerdos internacionales que den cumplimiento a la norma.
Al respecto, el congresista Pasión Dávila Atanacio (PL) solicitó se cite al ministro de la Producción para que explique su política de gestión respecto al trabajo que viene haciendo con los pescadores artesanos. Dijo que su presencia en esa comisión ayudará a fortalecer la propuesta de ley.
Cabe indicar, que la iniciativa legislativa de autoría del congresista Jaime Quito tiene por objeto establecer el marco regulatorio aplicable a la actividad pesquera, con el fin de garantizar la sostenibilidad de las pesquerías y los ecosistemas acuáticos, promoviendo su desarrollo sostenido como fuente de alimentación, empleo e ingresos y de asegurar un aprovechamiento responsable de los recursos hidrobiológicos, en armonía con la preservación del ambiente y la conservación de la biodiversidad.

He considered that there are artisanal fishermen who carry out illegal trawling, without having a fishing permit to extract hake. In addition, they use unauthorized gear and what is most serious, they do so within five nautical miles, destroying everything they find on the seabed.
“These vessels fish all year round without quota, without respecting closed seasons, without having a satellite system,” he said.
For his part, Miguel Ángel Velásquez Pari, general secretary of the Union of Artisanal Fishermen and Shellfish Extractors of Islay Matarani (SPAEMIN) specified that several articles of the legislative proposal must be agreed upon, in addition, they must be more emphatic to promote international agreements that give compliance with the standard.
In this regard, congressman Pasión Dávila Atanacio (PL) requested that the Minister of Production be summoned to explain his management policy regarding the work he has been doing with artisan fishermen. He said his presence on that committee will help strengthen the bill.
It should be noted that the legislative initiative authored by Congressman Jaime Quito aims to establish the regulatory framework applicable to fishing activity, in order to guarantee the sustainability of fisheries and aquatic ecosystems, promoting their sustained development as a source of food, employment and income and to ensure a responsible use of hydrobiological resources, in harmony with the preservation of the environment and the conservation of biodiversity.
