Buenas noches, queridos compatriotas.
Cuando asumí el Gobierno, reafirmé ante el país mi compromiso con las demandas y los anhelos del pueblo peruano, demandas que no fueron atendidas durante mucho tiempo y que se agravaron con la pandemia del COVID-19 y con los conflictos en el escenario internacional.

Desde el primer día, pusimos todo nuestro esfuerzo y empeño para resolver progresivamente los justos reclamos de los diferentes sectores, a pesar de la crisis sanitaria y económica que aún afectan a muchas familias en nuestro país.

Como muestra de ello y frente al incremento del precio del petróleo y de productos de primera necesidad a nivel internacional, mi gobierno ha adoptado un conjunto de medidas para mejorar los ingresos de los peruanos y evitar que las familias se vean afectadas por el aumento de los precios de los productos de primera necesidad.

Estas medidas, aprobadas en el marco del diálogo realizado en la ciudad de Huancayo, no solo benefician a la población de la región de Junín, sino a todos los peruanos y peruanas, a todas las familias, principalmente a las más vulnerables, verán pronto los efectos de las acciones adoptadas.

Los acuerdos se dieron como resultado del diálogo entre los representantes del Ejecutivo, las autoridades locales, los dirigentes de transportistas y agricultores y la población. Cuando existe disposición y una buena voluntad es posible llegar a entendimientos en beneficio de todos.

El gobierno del pueblo no escatimará ningún esfuerzo para aliviar la situación económica de las familias. Es en las circunstancias difíciles donde se necesita ver el rol activo del Estado. Haremos todo lo que corresponde, haremos todo lo posible a lo que esté a nuestro alcance, para dar y ayudar a nuestra población.

Hago un llamado a la calma, a la serenidad. La protesta social es un derecho constitucional, pero debe hacerse dentro del marco de la ley, respetando la integridad de las personas, así como la propiedad pública y privada.

Ante los hechos de violencia que algunos grupos han querido crear, mediante el bloqueo del libre tránsito en los accesos a las provincias de Lima y Callao, creando inseguridad y zozobra en los trabajadores, madres y población en general, y en aras de restablecer la paz y el orden interno, el Consejo de Ministros de conformidad con el inciso 1 del artículo 137 de la Constitución Política, decretó el estado de emergencia, suspendiendo los derechos constitucionales relativos a la libertad y a la seguridad personales, la inviolabilidad del domicilio y la libertad de reunión y de tránsito en la provincia de Lima y Callao.

El Consejo de Ministros ha aprobado declarar la inamovilidad ciudadana desde las dos de la mañana hasta las 11:59 de la noche del día martes 5 de abril, para resguardar los derechos fundamentales de todas las personas, lo cual no impedirá el abastecimiento de los servicios esenciales de todas las peruanas y peruanos.

Sigamos trabajando juntos para hacer realidad los anhelos del pueblo peruano, para impulsar el crecimiento y el desarrollo, pero un desarrollo que sea justo y equitativo en beneficio de todos los peruanos.

Good evening, dear compatriots.

When I assumed the Government, I reaffirmed before the country my commitment to the demands and desires of the Peruvian people, demands that were not addressed for a long time and that were aggravated by the COVID-19 pandemic and the conflicts on the international scene.

From the first day, we put all our effort and commitment to progressively resolve the just claims of the different sectors, despite the health and economic crisis that still affect many families in our country.

As an example of this and in the face of the increase in the price of oil and basic necessities at the international level, my government has adopted a set of measures to improve the income of Peruvians and prevent families from being affected by the increase in prices of basic necessities.

These measures, approved in the framework of the dialogue held in the city of Huancayo, not only benefit the population of the Junín region, but all Peruvian men and women, all families, mainly the most vulnerable, will soon see the effects of the actions taken.

The agreements were reached as a result of the dialogue between the representatives of the Executive, the local authorities, the leaders of carriers and farmers and the population. When there is willingness and good will, it is possible to reach understandings for the benefit of all.

The people’s government will spare no effort to alleviate the economic situation of families. It is in difficult circumstances where the active role of the State needs to be seen. I call for calm, for serenity. Social protest is a constitutional right, but it must be done within the framework of the law, respecting the integrity of people, as well as public and private property.

Given the acts of violence that some groups have wanted to create, by blocking free transit at the accesses to the provinces of Lima and Callao, creating insecurity and anxiety among workers, mothers and the population in general, and for the sake of restoring peace and internal order, the Council of Ministers, in accordance with subsection 1 of article 137 of the Political Constitution, decreed a state of emergency, suspending the constitutional rights related to liberty and personal security, the inviolability of the home and the freedom of meeting and transit in the province of Lima and Callao.

The Council of Ministers has approved declaring citizen immobility from two in the morning until 11:59 at night on Tuesday, April 5, to protect the fundamental rights of all people, which will not prevent the provision of services essential of all Peruvians and Peruvians.

Let us continue working together to make the wishes of the Peruvian people come true, to promote growth and development, but a development that is fair and equitable for the benefit of all Peruvians.
