Al clausurar el IV Consejo de Ministros Descentralizado que se realizó en Huancayo, en la región Junín, el mandatario indicó que tras retornar a Lima remitirá dicha iniciativa al Parlamento.

Asimismo, adelantó que el Ejecutivo trabajará un proyecto de ley orientado a la reducción del sueldo de altos funcionarios del Estado.

“Vamos a trabajar un proyecto de ley para ver de qué manera los ministros, empezando por la Presidencia de la República, y nuestros hermanos congresistas, nos hacemos una rebaja de sueldo, para que demos muestra de eso”, indicó.

PROPUESTAS EN CONJUNTO
En otro momento, sostuvo que se debe echar a andar el país con propuestas en conjunto y, en ese sentido, remarcó que una muestra de ello es la participación de las autoridades locales y regionales, así como de representantes de la sociedad civil, en el IV Consejo de Ministros Descentralizado.

“Hay que trabajar por el bien del país, por los sectores más vulnerables”, recalcó el presidente Castillo, quien subrayó que venir a Huancayo no es solo una obligación del Gobierno, sino también un derecho que le corresponde al pueblo.

“Hoy estamos acá, mañana en Puno y la próxima semana estamos asumiendo también tareas en el interior del país”, anotó.

Al afirmar que asume la crítica y que es autocrítico, el mandatario aseguró que si el pueblo ve a algún ministro que no funciona o no los atiende, realizará los cambios respectivos.

“Tenemos que ser un gobierno que atienda las necesidades del país. Si es cierto que nos hemos equivocado en poner a una persona que se encasilla en su sector y obedece más a su director o viceministro y no atiende a la población, díganlo, estoy dispuesto a hacer los cambios inmediatos”, aseveró.

El mandatario también dijo que en su reciente visita al Congreso de la República sintió el respaldo de los legisladores para darle salidas al país, pero anotó que cuando estos salen luego a declarar ofrecen otro mensaje.

En esa línea, mencionó varios de los más de 20 proyectos presentados al Parlamento, como el de reforma constitucional que fortalece la gobernabilidad y la confianza entre el Ejecutivo y el Congreso, la iniciativa que propone la idoneidad de los candidatos a cargos públicos representativos y para el ejercicio de la función pública, la propuesta con medidas para impulsar la masificación del gas natural y el de la creación del Ministerio de Ciencia, Tecnología e Innovación.

“Hemos perdido meses en vacancias, interpelaciones, censuras. Al iniciar el Gobierno planteamos al Congreso ver una agenda del país y que escuchemos al pueblo y sus demandas”, precisó.

Tras advertir que los proyectos de ley ya tienen meses en el Parlamento, expresó su seguridad de que los congresistas representantes de la región Junín serán los primeros en ponerlos en la agenda del Legislativo, no solo para que se debatan, sino para que se aprueben.

El mandatario también citó el proyecto de ley que modifica la Ley 31307, del nuevo Código Procesal Constitucional, para evitar las paralizaciones de las obras públicas a través de procesos de amparo.

Al respecto, apuntó que “hay muchas obras paralizadas y que están en proceso de arbitraje” y enfatizó que “si hay un juicio entre el Estado y la obra, que ese juicio continúe, pero la obra no debe paralizarse porque el pueblo está esperando por eso”.

De igual modo, sostuvo que la lucha del pueblo no debe ser confrontacional, ya que “el enemigo del país es la pobreza, la desigualdad, aquellas normas lesivas”.

FRONTERAS
En otro momento, el presidente Castillo indicó que el mandatario de Chile, Gabriel Boric, anunció que abrirá la frontera con Tacna.

“Estamos siempre bregando para que las frontera se abran. El Perú necesita este marco de desarrollo con los países vecinos”, puntualizó.

JOINT PROPOSALS
At another point, he argued that the country should be launched with joint proposals and, in this sense, he stressed that an example of this is the participation of local and regional authorities, as well as representatives of civil society, in the IV Decentralized Council of Ministers.

“You have to work for the good of the country, for the most vulnerable sectors,” stressed President Castillo, who stressed that coming to Huancayo is not only an obligation of the Government, but also a right that corresponds to the people.

“Today we are here, tomorrow in Puno and next week we are also assuming tasks in the interior of the country,” he noted.

By affirming that he assumes criticism and that he is self-critical, the president assured that if the people see a minister who does not work or does not attend to them, he will make the respective changes.

“We have to be a government that meets the needs of the country. If it is true that we have made a mistake in putting a person who is pigeonholed in his sector and obeys more to his director or deputy minister and does not serve the population, say so, I am willing to make immediate changes”, he asserted.

The president also said that in his recent visit to the Congress of the Republic he felt the support of the legislators to give the country outlets, but he noted that when they come out later to declare they offer another message.

Along these lines, he mentioned several of the more than 20 projects presented to Parliament, such as the constitutional reform that strengthens governability and trust between the Executive and Congress, the initiative that proposes the suitability of candidates for representative public office and for the exercise of the public function, the proposal with measures to promote the massification of natural gas and the creation of the Ministry of Science, Technology and Innovation.

“We have lost months in vacancies, interpellations, censorship. At the beginning of the Government, we proposed to Congress to see an agenda for the country and that we listen to the people and their demands”, he specified.

After noting that the bills have already been in Parliament for months, he expressed his confidence that the congressmen representing the Junín region will be the first to put them on the Legislative agenda, not only to be debated, but also to be approved.

The president also cited the bill that modifies Law 31307, of the new Constitutional Procedure Code, to avoid stoppages of public works through amparo processes.

In this regard, he pointed out that “there are many paralyzed works and that they are in the process of arbitration” and emphasized that “if there is a trial between the State and the work, let that trial continue, but the work should not be paralyzed because the people are waiting for that”.

Similarly, he argued that the people’s struggle should not be confrontational, since “the country’s enemy is poverty, inequality, those harmful norms.”

BORDERS
At another time, President Castillo indicated that the president of Chile, Gabriel Boric, announced that he will open the border with Tacna.

“We are always fighting for the borders to open. Peru needs this development framework with neighboring countries,” he said.
