“Debemos hacerlo con el Congreso”, señaló el mandatario durante la ceremonia de presentación y publicación de la autógrafa de ley que modifica los artículos 53 y 63 de la Ley de Reforma Magisterial y dispone el pago del 100% de la Compensación por Tiempo de Servicios (CTS) para los docentes.

El jefe de Estado destacó que con la autógrafa se revalora la carrera docente y se atiende un justo reclamo de los profesores.

“Hoy es un día histórico para la familia magisterial, porque después de un largo período de lucha de los maestros y con la voluntad política de los congresistas, se reconoce este derecho”, resaltó.

Precisó que es tiempo de reivindicar a los docentes, a quienes durante años se les había negado una serie de derechos y beneficios, como el pago de la deuda social, para lo cual su gobierno ha destinado mil millones de soles, a fin de honrar este derecho.

En ese marco, subrayó también el compromiso de los maestros con la vacunación contra la COVID-19, lo que permitió que el 100% de las escuelas hayan retornado a clases presenciales y que se garantice el derecho constitucional a la educación de los escolares.

“Si queremos ser un país justo, debemos empezar a reconocer el trabajo de nuestros maestros, los derechos de la familia magisterial que será siempre la segunda familia para nuestros hijos, empecemos a saldar la deuda histórica del Estado con el magisterio”, apuntó.

Remarcó que la autógrafa, cuya publicación dispuso esta noche, es fruto del magisterio nacional, pero también de un trabajo conjunto entre el Ejecutivo y el Congreso y “una muestra de que, cuando nos sacudimos de otras cosas, miramos hacia el futuro y ponemos al Perú por delante”.

La norma, que modifica los artículos 53 y 63 de la Ley de Reforma Magisterial, señala que los maestros tendrán como CTS el equivalente al 100% de una remuneración íntegra mensual o fracción mayor a seis meses laborados en forma efectiva, desde su nombramiento hasta su retiro. Antes, la referida ley reconocía el equivalente al 14% de la remuneración.

El pago de este beneficio, de acuerdo a la norma, será progresivo. Los maestros que cesen el 2022 recibirán un 50% del pago de la CTS este año, un 20% el 2023 y un 30% el 2024. En tanto, los que pasen al retiro el 2023 percibirán un 70% de su CTS dicho año y un 30% el siguiente, mientras que los docentes que se jubilen a partir del 2024 recibirán el 100% en un solo pago.

A la ceremonia, realizada en el gran comedor de Palacio de Gobierno, asistieron el ministro de Educación, Rosendo Serna; el vicepresidente de la Comisión de Educación del Congreso de la República, Álex Paredes; y parlamentarios del bloque magisterial de Perú Libre.

The head of state stressed that with the autograph the teaching career is revalued and a fair claim of the teachers is addressed.

“Today is a historic day for the teaching family, because after a long period of struggle by teachers and with the political will of congressmen, this right is recognized,” he stressed.

He specified that it is time to vindicate the teachers, who for years had been denied a series of rights and benefits, such as the payment of the social debt, for which his government has allocated one billion soles, in order to honor this straight.

In this framework, he also underlined the commitment of teachers to vaccination against COVID-19, which allowed 100% of schools to return to face-to-face classes and guarantee the constitutional right to education of schoolchildren.

“If we want to be a fair country, we must begin to recognize the work of our teachers, the rights of the teaching family that will always be the second family for our children, let’s begin to pay off the historical debt of the State with the teaching profession,” he said.

He stressed that the autograph, whose publication he ordered tonight, is the result of national teaching, but also of joint work between the Executive and Congress and “a sign that, when we shake off other things, we look to the future and put the Peru ahead”.

The rule, which modifies articles 53 and 63 of the Teacher Reform Law, indicates that teachers will have as CTS the equivalent of 100% of a full monthly remuneration or fraction greater than six months worked effectively, from their appointment to their withdrawal. Previously, the aforementioned law recognized the equivalent of 14% of remuneration.

The payment of this benefit, according to the norm, will be progressive. Teachers who retire in 2022 will receive 50% of the CTS payment this year, 20% in 2023 and 30% in 2024. Meanwhile, those who retire in 2023 will receive 70% of their CTS that year and 30% the following, while teachers who retire after 2024 will receive 100% in a single payment.

The ceremony, held in the great dining room of the Government Palace, was attended by the Minister of Education, Rosendo Serna; the vice president of the Education Commission of the Congress of the Republic, Álex Paredes; and parliamentarians from the teachers’ block of Peru Libre.
