“Hoy buscamos sentar las bases para la recuperación y desarrollo del VRAEM, tierra de agricultores, productores y gente de bien que buscan salir adelante con su esfuerzo. Por ello, es importante que los ministros presentes escuchemos con atención a las autoridades locales para coordinar soluciones a los problemas que enfrentan”, indicó el titular de la Presidencia del Consejo de Ministros (PCM).

La instalación se realiza tras la publicación de la Resolución Ministerial Nº115-2022 – PCM que creó el grupo de trabajo denominado “Mesa Técnica para el Desarrollo Territorial Descentralizado de los valles de los ríos Apurímac, Ene y Mantaro – VRAEM”, dependiente de la PCM. Así se cumple el acta suscrita por los tres niveles de gobierno a finales de enero del presente año, en donde se precisaba la necesidad de generar una norma que reconozca e impulse el trabajo articulado, y que aporte al proceso de fortalecer la gestión descentralizada del ejecutivo.

En otro momento, el jefe del Gabinete Ministerial destacó la importancia de velar por la población nativa asháninka. “Desde el Estado renovamos nuestro compromiso de proteger a esta población ancestral y a su ecosistema, el cual puede ser aprovechado de manera responsable y puede convertir a esta zona del país en un foco de desarrollo. Aquí está el gobierno del pueblo, para el pueblo y con el pueblo, porque ustedes participan de la toma de decisiones”, añadió.

CONDENA ASESINATOS DE LÍDERES NATIVOS
El presidente del Consejo de Ministros condenó el reciente asesinato del gerente de Pueblos Originarios Amazónicos de la Municipalidad de Pangoa, Ulises Rumiche, y lamentó que su penosa pérdida se sume a la de otros “líderes y defensores de nuestros pueblos originarios”.

Para atender dicha problemática, Torres Vásquez informó que el Ejecutivo ha creado un mecanismo intersectorial que permitirá al Estado brindar una respuesta ante situaciones de alerta que puedan afectar la integridad de los defensores del medioambiente.

“Condenamos lo ocurrido y nos reafirmamos en el compromiso de investigar el hecho y mejorar la capacidad de gobernanza territorial, mediante el acceso a proyectos de desarrollo, con participación de los propios pueblos originarios, el aseguramiento de su propiedad colectiva, así como el resguardo de la seguridad de sus integrantes. La defensa que debemos proveer a nuestros líderes se hace en reconocimiento a su lucha incansable por el desarrollo sostenible e integral de nuestros pueblos y de nuestro país”, manifestó.

La instalación de la mesa técnica contó con la participación del viceministro de Gobernanza Territorial de la PCM, Jesús Quispe; de los ministros del Interior, Alfonso Chávarry; de Justicia y Derechos Humanos, Félix Chero; de la Producción, Jorge Prado; del jefe de la Comisión Nacional para el Desarrollo y Vida sin Drogas (DEVIDA), Ricardo Soberón, y del parlamentario de Perú Libre, Alex Flores.

También estuvieron presentes los gobernadores regionales de Junín, Fernando Orihuela; de Ayacucho, Carlos Rúa; de Huancavelica, Maciste Díaz; de Apurímac, Baltazar Lantarón, y de Cusco, Jean Paul Benavente, así como de los alcaldes de los distritos de Río Negro, Llochegua y Oronccoy, quienes también son presidentes de las mancomunidades municipales del NORVRAEM, AMUVRAE y SURVRAEM, respectivamente. También participó Fredy Chumpate, presidente de la Unión Asháninka Nomatsiguenga del Valle de Pangoa (KANUJA).

DIÁLOGO CON ORGANIZACIONES INDÍGENAS
Previamente a la instalación de la mesa técnica, los representantes del Ejecutivo dialogaron en Mazamari con representantes de la KANUJA, de la Central Asháninka del Río Ene (CARE), de la Central Ashaninka de Río Tambo (CART), de la Organización de Comunidades Ashaninkas de Mazamari (OCAM) y de la Organización de Comunidades Ashaninka del Río Ene – Pangoa (OCAREP).

Durante el encuentro, Torres Vásquez informó que en PCM “se conformará un equipo de trabajo especial para atender las necesidades de las 15 comunidades, de manera que puedan tener una comunicación permanente con sus integrantes”.
