Tumbes con unos de los niveles más bajos de desnutrición y mortalidad infantil, la brecha de salarios entre hombres y mujeres se ha reducido considerablemente, existe en sus alumnos un nivel satisfactorio en comprensión lectora y matemáticas gracias a la mejora de la calidad educativa, sin embargo todavía falta mucho por lograr aseguró en diálogo con PrensaPerú.pe su primera autoridad local, Silva Mena, estas declaraciones las formuló durante su participación en el Encuentro Presidencial y XIV Gabinete Binacional Ecuador – Perú. Junto a los presidentes Guillermo Lasso y Pedro Castillo, en ese orden ideas el alcalde de Tumbes resaltó que se busca fortalecer las relaciones bilaterales de nuestras naciones y pueblos hermanos, sobre todo los fronterizos, recalcó.

Por ejemplo nosotros saludamos que en dichos acuerdos se contemplen varias aspiraciones que por décadas queremos que se tomen en cuenta, como:
1.- Enfrentar la contaminación de las cuencas transfronterizas.
2.- Generar resultados concretos en la gestión del agua de las cuencas compartidas.
3.- Establecer proyectos conjuntos de agua potable y saneamiento en la cuenca transfronteriza Puyango -Tumbes.
4.- Combatir la pesca ilegal, no declarada y no reglamentada.
5.- Facilitar el tránsito de personas y vehículos en territorio común.
6.- Respaldar a la adhesión del Ecuador a la Alianza del Pacífico.

CREACIÓN DE LA CÁMARA BINACIONAL DE DESARROLLO ECONÓMICO ECUATORIANA-PERUANA. En otro momento de sus actividades el titular de la municipalidad provincial de Tumbes Jimy Silva Mena mantuvo una reunión de trabajo con el economista Raúl Miranda Delgado – Promotor Presidente CEPU y al Dr. Manuel Hernández – Promotor Presidente DINEC ( Docentes Investigadores del Ecuador), ambos representantes profesionales del Sur del Ecuador y Norte del Perú, con quienes se firmó una Carta de Intención dirigida a los presidentes Guillermo Lasso (Ecuador) y Pedro Castillo (Perú), para solicitar la creación de la Cámara Binacional de Desarrollo Económico Ecuatoriana – Peruana.

De otro lado frente a la crisis económica causada principalmente por la emergencia sanitaria mundial, es importante destacar la necesidad de buscar consensos y asociarnos para generar alternativas que nos permitan mejorar nuestra economía, generar empleo creativo, trabajo productivo, emprendimiento y con ello implementar los recursos financieros de nuestros países para su desarrollo integral, indicó la autoridad municipal de Tumbes.

Finalmente Jimy Silva Mena sostuvo que es imprescindible que todos unamos esfuerzos y sobre todo capital intelectual, creativo e investigativo por parte de nuestros respectivos países, para conformar la Cámara Binacional, que estará constituida por representantes de la Academia Universitaria de los Agentes Económicos del Sur del Ecuador y Norte del Perú, bajo el modelo de cooperación conjunta de los dos estados soberanos, concluyó.
