Tiene experiencia profesional de más de 25 años en el sector público y privado, es abogado de la Facultad de Derecho y Ciencias Políticas de la Universidad Privada de Tacna, tiene estudios de maestría en derecho civil y comercial, derecho constitucional.
Ha sido Director General de la Dirección General de Derechos Fundamentales y Seguridad y Salud en el Trabajo del Ministerio de Trabajo y Promoción del Empleo.
En su vida académica se ha ha sido docente universitario de la Universidad Privada de Tacna, de la Universidad Católica Los Ángeles de Chimbote, de la Universidad Nacional Jorge Basadre G. de Tacna.
También se ha desempeñado como asesor legal de la Diócesis de Tacna y Moquegua, Procurador Público Municipal de la Municipalidad Distrital de Alto de la Alianza, del mismo modo fue asesor y secretario técnico del Consejo Regional del Gobierno Regional de Tacna.
Cuenta con diversas publicaciones de su autoría en revistas de la UNJBGT, del Ilustre Colegio de Abogados de Tacna.

He has professional experience of more than 25 years in the public and private sectors, is a lawyer from the Faculty of Law and Political Sciences of the Private University of Tacna, has a master’s degree in civil and commercial law, constitutional law.
He has been General Director of the General Directorate of Fundamental Rights and Safety and Health at Work of the Ministry of Labor and Employment Promotion.
In his academic life, he has been a university professor at the Private University of Tacna, the Los Angeles Catholic University of Chimbote, and the Jorge Basadre G. National University of Tacna.
He has also served as legal advisor to the Diocese of Tacna and Moquegua, Municipal Public Prosecutor of the District Municipality of Alto de la Alianza, in the same way he was advisor and technical secretary of the Regional Council of the Regional Government of Tacna.
He has several publications of his authorship in magazines of the UNJBGT, of the Illustrious Bar Association of Tacna.
