La ejecución acumulada en los tres niveles de gobierno representa un avance del 20.4% del PIM, y para el segundo semestre, se proyecta cumplir las metas programadas y superar incluso la ejecución récord de 2021.

En el mes de mayo de 2022, la inversión pública alcanzó una ejecución de S/ 3 019 millones, creciendo por segundo mes consecutivo respecto a su similar de 2021, retomando la expansión de los últimos años. Asimismo, se consolidó como el mes con mayor monto de ejecución desde el 2018.

Es así como concluye la Dirección General de Inversión Pública (DGPMI) del MEF que la inversión pública tuvo, en el último mes, un crecimiento producto del avance en la ejecución del Presupuesto Institucional Modificado (PIM) de los ministerios, y principalmente por el impulso de los Gobiernos Regionales y Gobiernos Locales, en donde el MEF, a través de la Dirección General de Programación Multianual de Inversiones (DGPMI), viene acompañando a través de asistencias técnicas y capacitaciones con el objetivo de fortalecer las capacidades de los operadores para el incremento de la ejecución de las inversiones.

Así, en los primeros cinco meses del año, se ha beneficiado a 58 mil operadores a nivel nacional (9.2% más que el mismo periodo de 2021), a través de la atención de 8 001 consultas técnicas (+42.3%), 3 107 asistencias técnicas (+33.7%), 643 alertas de riesgo (+309.6%), 545 capacitaciones (+12.6%) y 150 visitas a obra (+294.7%).

En esa misma línea, el MEF culminó en mayo la evaluación de las propuestas presentadas por los gobiernos subnacionales en el marco de Concurso del Fondo Invierte para el Desarrollo Territorial – FIDT 2022, con un resultado final que representa una asignación del 99% de recursos de un monto de S/ 319 048 846,64; dicho monto duplica al otorgado en el Concurso FIDT 2019 y servirá para financiar durante los siguientes meses los estudios de preinversión, fichas técnicas y ejecución de inversiones en todo el país.

Por otro lado, en cuanto a la ejecución total acumulada 2022, a nivel nacional se ha logrado ejecutar S/ 12 187.3 millones, lo que representa un avance del 20.4% en la ejecución del Presupuesto Institucional Modificado (PIM). Se proyecta que, al culminar el segundo semestre, se alcance un nivel de ejecución que permita cumplir con las metas programadas y superar incluso la ejecución récord de 2021.

El Ministerio de Economía y Finanzas MEF indicó que a nivel desagregado, el Gobierno Nacional ha ejecutado en lo que va del año S/ 4 896 millones, lo que representa el 19.5% de lo programado, siendo los sectores con mayor ejecución: la Junta Nacional de Justicia (97.1%), Relaciones Exteriores (45.4%), Energía y Minas (37.1%), Autoridad para la Reconstrucción con Cambios (28.6%) e Interior (26.2%).

Del mismo modo el portafolio del MEF por su parte a sostiene meridianamente en sus informes que los Gobiernos Regionales han ejecutado de manera acumulada S/ 2 332 millones, lo que equivale al 18.3% de lo programado, siendo las cinco regiones de mayor ejecución: la Municipalidad Metropolitana de Lima (35.4%), GR Moquegua (28.6%), GR Callao (28.2%), GR Tacna (27.5%) y GR Loreto (27.5%).

Asimismo, en el caso de los Gobiernos Locales, se ha ejecutado S/ 4 960 millones, logrando el 22.8% de lo programado para el presente año, siendo los pliegos con mayor ejecución las municipalidades de los siguientes departamentos: Callao (33.3%), Loreto (32.5%), Lima (31.6%), Moquegua (25.9%) y Puno (25.4%).

Para este 2022, el MEF a través de la DGPMI y la DGPP continúa comprometido en cumplir con su rol de: i) fortalecer la gestión de inversiones y el seguimiento al cumplimiento de cronogramas de ejecución físicos y financieros en los tres niveles de gobierno, ii) atención especial a municipios rezagados, iii) alerta ante interrupciones y acciones correctivas inmediatas, iv) uso de mayor tecnología en los procesos de gestión de inversiones, v) promover la calidad de las inversiones y de infraestructura y acceso a servicios para crear más y mejores oportunidades para todos los peruanos y peruanas.

Finalmente, es importante resaltar que la ejecución presupuestal de inversiones es responsabilidad de cada una de las entidades a nivel nacional por lo cual se recomienda tomar todas las acciones correspondientes para prevenir paralizaciones y cumplir con los cronogramas de ejecución mensual que, para los siguientes meses, son retadores debido a los mayores montos comprometidos con lo cual se pueda cumplir con los objetivos planteados a inicios de 2022, año que se espera superar la ejecución récord lograda el año 2021.

Finally, it is important to highlight that the budgetary execution of investments is the responsibility of each one of the entities at the national level, for which it is recommended to take all the corresponding actions to prevent stoppages and comply with the monthly execution schedules that, for the following months, they are challenging due to the higher amounts committed with which to meet the objectives set at the beginning of 2022, a year that is expected to exceed the record execution achieved in 2021.
