Es así en este contexto que tras arduas jornadas de debates y negociaciones con el gremio de transportistas de carga pesada, representantes del Ejecutivo ratificaron la disposición del Gobierno para continuar el diálogo con este importante sector, a fin de alcanzar consensos en su beneficio, adoptando medidas responsables.
“Hacemos un llamado a los transportistas de carga a continuar el diálogo. Desde el Ejecutivo tenemos las puertas abiertas, como hemos tenido en estos días de intensas negociaciones en los que hemos llegado a consensos que satisfacen las expectativas que tenían los gremios de transportistas. Producto de ello es que hay un acuerdo con los transportistas de buses interprovinciales y esperamos que hagan lo mismo los gremios de transportistas de carga”, indicó Óscar Graham, ministro de Economía y Finanzas.
Graham también invocó a los transportistas a mantener la paz social durante el paro que realizarán el lunes 27 de junio, a fin de no afectar la propiedad privada y pública, y el derecho al libre tránsito de las personas.
ACUERDOS CON TRANSPORTISTAS DE BUSES INTERPROVINCIALES Sobre el acta suscrita entre representantes del Ejecutivo y del gremio de transporte interprovincial, el titular del Ministerio de Economía y Finanzas (MEF) informó que el Gobierno se ha comprometido a ampliar por dos meses los beneficios del Fondo de Estabilización de Precios de Combustibles, con lo cual el Estado peruano compensará a los transportistas del servicio de carga y pasajeros con S/ 5 por galón, en total.
“Hoy [lunes 27 de junio] en estos momentos se viene publicando un decreto supremo que compensará la eliminación de la exoneración del Impuesto Selectivo al Consumo (ISC), de manera que los precios del diésel se mantengan estables por 2 meses. Sino hubiésemos tomado esta medida, mañana el precio del diésel se hubiera incrementado en S/ 2.50. Consideramos que es una medida necesaria”, manifestó el viceministro Economía, Alex Contreras.
Asimismo, el Ejecutivo acordó elaborar un proyecto de ley para modificar Decreto de Urgencia 012-2019, con el fin de incrementar la devolución a los transportistas ISC de 53% a 70%. El incremento tendrá vigencia hasta el 2025 y considera al transporte interprovincial de pasajeros de ámbito regional.
Además, se establecerá un subsidio temporal por 4 meses, mediante decreto de urgencia, del 40% del monto del peaje al transporte interprovincial y de pasajeros nacional y regional, para empresas que tengan hasta 50 unidades. El subsidio será otorgado por el Ministerio de Transportes y Comunicaciones (MTC) de manera mensual, previa normativa que establezca los procedimientos.
El MTC también se comprometió a elaborar un proyecto de ley que promueva la contratación preferente de personas o empresas locales y/o regionales, para el desarrollo de actividades económicas circunscritas a los servicios de transportes de pasajeros. Además, se aprobó un decreto supremo que modifica el reglamento nacional de transporte aprobado por D.S. 017-2009-MTC, en materia de infraestructura complementaria en transporte que se encuentra pendiente de publicación.

“We call on cargo carriers to continue the dialogue. From the Executive we have the doors open, as we have had in these days of intense negotiations in which we have reached consensus that meet the expectations of the carriers’ unions. As a result of this, there is an agreement with the interprovincial bus carriers and we hope that the cargo carrier unions will do the same,” said Óscar Graham, Minister of Economy and Finance.
Graham also called on carriers to maintain social peace during the strike that will take place on Monday, June 27, in order not to affect private and public property, and the right to free movement of people.
AGREEMENTS WITH INTERPROVINCIAL BUS CARRIERS Regarding the minutes signed between representatives of the Executive and the interprovincial transport union, the head of the Ministry of Economy and Finance (MEF) reported that the Government has promised to extend the benefits of the Fuel Price Stabilization Fund for two months, with which the Peruvian State will compensate the cargo and passenger service carriers with S/ 5 per gallon, in total.
“Today [Monday, June 27], a supreme decree is currently being published that will compensate for the elimination of the exemption from the Selective Consumption Tax (ISC), so that diesel prices remain stable for 2 months. If we hadn’t taken this measure, tomorrow the price of diesel would have increased by S/ 2.50. We believe that it is a necessary measure,” said Deputy Economy Minister Alex Contreras.
Likewise, the Executive agreed to prepare a bill to modify Emergency Decree 012-2019, in order to increase the return to ISC carriers from 53% to 70%. The increase will be valid until 2025 and considers regional interprovincial passenger transport.
In addition, a temporary subsidy will be established for 4 months, by means of an emergency decree, of 40% of the amount of the toll for interprovincial transport and national and regional passengers, for companies that have up to 50 units. The subsidy will be granted by the Ministry of Transport and Communications (MTC) on a monthly basis, following regulations that establish the procedures.
The MTC also promised to prepare a bill that promotes the preferential hiring of local and/or regional individuals or companies, for the development of economic activities limited to passenger transport services. In addition, a supreme decree was approved that modifies the national transportation regulations approved by D.S. 017-2009-MTC, regarding complementary transport infrastructure, which is pending publication.
For its part, the union of interprovincial bus passenger carriers promised to suspend the stoppage measures, and ratified their willingness to continue dialoguing with the Executive to agree on measures of sectoral interest.
