Gobierno de Pedro Castillo suscribió Decreto Supremo para la reglamentación de la Ley del Servicio de Serenazgo Municipal.

Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe El presidente de la República, Pedro Castillo Terrones, suscribió en la víspera el Decreto Supremo para la reglamentación de la Ley N.º 31297, Ley del Servicio de Serenazgo Municipal que permitirá regular las funciones, competencias, derechos, obligaciones, prohibiciones, capacitación y régimen laboral de los trabajadores municipales que se dedican a dicha labor.

“Con la próxima promulgación de este dispositivo legal, queda lista su implementación en todo el territorio nacional. Su aplicación irá avanzando de forma progresiva en cada una de las 1,227 municipalidades que cuentan con este servicio, beneficiando a los peruanos y peruanas”, dijo el mandatario tras la suscripción realizada en Palacio de Gobierno.

El jefe de Estado sostuvo que el gobierno promueve tolerancia cero contra la delincuencia y destacó la labor de los serenos a quienes consideró como pieza fundamental para ejecutar, supervisar y controlar las acciones preventivas, disuasivas en cada distrito que afecten la seguridad y tranquilidad pública.

“Hermanos y hermanas del serenazgo cuenten ustedes con todo el respaldo del gobierno para seguir adelante en esta ardua tarea, pero no imposible”, precisó.

El mandatario detalló que dicha reglamentación de la Ley N.º 31297 consta de 7 capítulos, 41 artículos y 8 disposiciones complementarias finales. Además, dijo que su implementación se financiará con cargo al presupuesto institucional de las entidades competentes, sin que ello demande recursos adicionales al tesoro público.

“En el marco del establecimiento de políticas públicas contra la inseguridad ciudadana que el Ministerio del Interior viene trabajando de manera conjunta con otros sectores, es que hemos priorizado la dación de esta norma y su reglamento, para proteger sus derechos laborales, brindarles una formación adecuada para sus funciones y asegurar que cuenten con un equipamiento acorde a su labor”, señaló.

Por último, el mandatario pidió a los trabajadores del serenazgo a que participen de la próxima sesión del Consejo Nacional de Seguridad Ciudadana (CONASEC) para proponer acciones que fortalezcan la lucha contra ese flagelo.

The president explained that said regulation of Law No. 31297 consists of 7 chapters, 41 articles and 8 final complementary provisions. In addition, he said that its implementation will be financed from the institutional budget of the competent entities, without requiring additional resources from the public treasury.

“Within the framework of establishing public policies against citizen insecurity that the Ministry of the Interior has been working on jointly with other sectors, we have prioritized the provision of this rule and its regulations, to protect their labor rights, provide them with adequate training for their functions and ensure that they have equipment according to their work,” he said.

Finally, the president asked the serenazgo workers to participate in the next session of the National Citizen Security Council (CONASEC) to propose actions that strengthen the fight against this scourge.
