“Vine acompañado del señor Cruces quien desde el 2 de enero tendrá a su cargo la administración del Presupuesto 2023 para toda mi Región. Y por ello desde ya estamos articulando la sucesión y quise que conociera a los congresistas de esta Comisión para que igual, coordinen el apoyo de ustedes”, sostuvo Alemán, quien luego expuso por más de una hora, las inversiones y las necesidades de contar con un adicional del Presupuesto que se le asignará para el próximo año.

UNA LECCION DE HUMILDAD
El presidente de la Comisión de Presupuesto, José Luna Gálvez escucho parte de la exposición del representante regional y cedió la posta al vicepresidente, José Arriola Tueros (AP), vicepresidente.

“En verdad es un ejemplo de altruismo y lealtad democrática y que claramente es una muestra del inicio de un trabajo de amplia apertura política digna de imitarse” señaló Luna Gálvez, mientras Arriola, indicó que ésta sencilla autoridad regional, “Está dando una lección. Ojalá muchos tomaran esa misma actitud, de darse cuenta que representan a su pueblo y no a sus intereses personales. Y por lo tanto, se debe de trabajar sin distancias ni divisiones partidarias”.

Alemán Infante informó , que al cierre del presente año fiscal, se estima que al 31 de diciembre la ejecución proyectada sea de un 98% en gastos corrientes y 60% en gastos de capital. “El presupuesto de la región de Tumbes, se inició con Presupuesto Institucional de Apertura (PIA) de 367 millones 689 mil soles y un Presupuesto Institucional Modificado (PIM) de 454 millones 733 mil soles. Y los proyectos de inversión con financiamiento para el 2023, cuentan con 107 millones 935 mil soles, lo que equivale a 21 proyectos de inversión (con recursos ordinarios y del canon y sobre canon – Foncor”, explicó detalladamente.

Agregó que esos proyectos se encuentran en los sectores de educación, turismo, asistencia técnica en producción y comercialización de frutos, y otros; proyectos, resaltó que se harán realidad con la nueva gestión regional.

Comprometió a los miembros de la Comisión para que las modificaciones presupuestarias que se aprueban mediante decreto supremo refrendado por el Ministerio de Economía y Finanzas “se publiquen hasta el 31 de enero de 2023, y no hasta el 15 de abril, como se realiza hasta la fecha”, en salvaguarda del interés de las diversas entidades involucradas.

GOBERNADORES DE LAMBAYEQUE Y LA LIBERTAD
También llegaron a la Comisión de Presupuesto, Manuel LLempén Coronel, representante de la Región La Libertad y Anselmo Lozano presidente de la Región Lambayeque. Ambos sustentaron sus presupuestos para el 2023 e indicaron que en breve pedirán una ampliación de los mismos, a fin, que se puedan concluir varias proyectos “que tuvieron muchas trabas técnicas”

José Arriola Tueros finalmente indicó que es “un mal crónico que sucede en todo el sector público. En las postrimerías de un año, veamos ejecución de obras y presupuesto no ejecutado en forma óptima, un trabajo que le corresponde hacer desde el primer día hábil de enero”.
