Estos resultados colocan al Perú en el segundo lugar en Latinoamérica y el Caribe, después de Brasil y superando por primera vez a países como Uruguay, Colombia, México y Chile, y reconocen los esfuerzos en transformación digital que impulsa la Presidencia del Consejo de Ministros a través de la Secretaría de Gobierno y Transformación Digital, en trabajo conjunto con las entidades públicas, el sector privado, la sociedad civil, la academia, la cooperación internacional y la ciudadanía.
“En el Perú hemos venido consolidando la gobernanza digital desde la perspectiva estratégica, rectora y ejecutora, lo que ha permitido crecer de manera sostenida en los indicadores internacionales. Ello representa un impacto muy positivo en el despliegue de plataformas y servicios digitales que permitan el incremento del ejercicio de la ciudadanía digital a nivel nacional para poner la tecnología al servicio de las personas”, sostuvo Marushka Chocobar, secretaria de Gobierno y Transformación Digital de la PCM.
El índice del Banco Mundial evaluó el progreso del Perú en los 3 niveles de gobierno en áreas como plataformas digitales del Estado y el enfoque del gobierno hacia la transformación digital mediante la verificación de los servicios digitales, la arquitectura digital, la información y los sistemas de gestión financiera; y servicios digitales público-privado para la ciudadanía, que valoró los servicios de transferencia de archivos y la presentación de declaraciones de impuestos, medios de pago digitales, entre otros.
También se midió las áreas de participación digital de la ciudadanía, que evaluó la intervención ciudadana en el entorno digital y la presencia de medios para conocer sus opiniones, además de facilitar el uso de las plataformas digitales gubernamentales; y de impulso al ecosistema público-privado de gobierno y tecnología, que examinó las instituciones y leyes del gobierno, así como sus habilidades digitales y el lanzamiento de programas innovadores para promover tecnologías digitales.
De acuerdo con los resultados, el Perú creció en cada una de las cuatro áreas de progreso del GTMI respecto a la edición de 2021, lo que ha permitido ubicar al país, por segunda vez consecutiva, en el Grupo A de “Very High GovTech Leaders”. De esta manera, el país se consolida en el grupo de más alto desempeño a nivel global superando la media de los países del Grupo A.
Es importante destacar que, a la fecha, se han implementado más de 10 000 servicios digitales de orientación en Gob.pe, la Plataforma Única del Estado Peruano, y cuenta hoy con más de 4500 millones de atenciones, lo cual ha generado ahorros estimados por más de 13 000 millones de soles para la ciudadanía. Asimismo, nuestro país ha logrado facturar 9300 millones de dólares en comercio electrónico durante 2021 y se han generado transacciones por más de 160 millones de soles en billeteras digitales en mercados de abasto a escala nacional, según los últimos informes de la Asociación de Bancos del Perú (Asbanc).
En el mundo existen dos rankings mundiales que evalúan el avance en gobierno y transformación digital de los países. En ambos índices, se ha ratificado el progreso alcanzado por Perú: en el ranking de Digitalización de Naciones Unidas nuestro país escaló 12 posiciones y se ubica en el puesto 59 de 193 economías y número 1 a nivel mundial en datos abiertos. Por otro lado, en referencia al Ranking de Gobierno y Tecnología del Banco Mundial escaló 29 posiciones en el Ranking de Gobierno y Tecnología del Banco Mundial y se ubica en segundo lugar en la región.

Recientemente, nuestro país fue sede la VII Reunión Ministerial de Gobierno y Transformación Digital de las Américas, donde se eligió al Perú para que ejerza el rol de país presidente de la Red Interamericana de Gobierno Digital (Red Gealc) y albergue la lista regional de listas de confianza de firma digital. Asimismo, participó en la Octava Conferencia Ministerial sobre la Sociedad de la Información de América Latina y el Caribe con el objetivo de construir la agenda digital en la región.

The World Bank index assessed Peru’s progress across all 3 levels of government in areas such as state digital platforms and the government’s approach to digital transformation by verifying digital services, digital architecture, information and information systems. According to the results, Peru grew in each of the four areas of progress of the GTMI compared to the 2021 edition, which has allowed the country to be placed, for the second consecutive time, in Group A of “Very High GovTech Leaders”. ”. In this way, the country is consolidated in the group with the highest performance globally, exceeding the average of the countries in Group A.
It is important to highlight that, to date, more than 10,000 digital guidance services have been implemented in Gob.pe, the Single Platform of the Peruvian State, and today it has more than 4.5 billion visits, which has generated estimated savings of more than 13,000 million soles for citizens.
