Betssy Betzabet Chávez Chino, nació el 3 de junio de 1989, en el distrito peruano de Ciudad Nueva, región Tacna.

Estudió Derecho en la Universidad Nacional Jorge Basadre Grohmann, ubicada en Tacna. Durante su carrera, fue dirigente estudiantil y ocupó cargos en el centro federado, el consejo y la asamblea universitaria.

Se graduó de abogada en el año 2016.​ Tiene estudios de posgrado en la maestría en Derecho, con mención en Derecho Constitucional, en la Universidad José Carlos Mariátegui.
