La norma obtuvo 77 votos a favor, 11 votos en contra y 13 abstenciones. De acuerdo con el último párrafo del artículo 78 del Reglamento del Congreso, esta norma no requiere de segunda votación.
Cabe resaltar que la votación se efectuó sobre los textos sustitutorios y con cargo a recibir en las próximas tres horas los anexos que los técnicos del Ministerio de Economía y Finanzas aún deben afinar; esto, por la necesidad de aprobar las leyes presupuestales antes de la medianoche, por exigencia constitucional.
La maratónica sesión plenaria que culminó con esta aprobación, se inició el lunes 28 de noviembre con la sustentación de cada uno de los responsables de los pliegos presupuestales que componen el Poder Ejecutivo, el Poder Judicial, el Ministerio Público, y otros organismos autónomos.
El titular de la Comisión de Presupuesto y Cuenta General de la República, José Luna Gálvez (PP), saludó la presencia del Consejo de Ministros y manifestó que luego de un arduo debate se ha “logrado un texto consensuado de las leyes de equilibrio financiero, endeudamiento y presupuesto para el año 2023”.
“Este trabajo”, precisó, se ha realizado “en forma técnica y transparente, respetando los principios de equilibrio financiero y las reglas macro fiscales”.
Resaltó inmediatamente que “lo más importante, es que después de haber escuchado a los señores congresistas, y haber incorporado gran parte de sus pedidos, se le ha dado (al presupuesto) un contenido social y rostro humano a esta propuesta enviada por el Ejecutivo”.
Seguidamente, pasó a enumerar los artículos incorporados, así como las disposiciones complementarias finales, propuestas que tuvieron la opinión favorable de los técnicos del Ministerio de Economía y Finanzas, en donde destaca un conjunto de asignaciones para satisfacer legítimas demandas de los programas sociales y de la ciudanía menos favorecida.
Por ejemplo, citó que para las ollas comunes se destinarán cien millones de soles; para el Vaso de Leche, cien millones de soles; para los fonavistas, 50 millones de soles; se brinda financiamiento para atender el Cáncer y la Salud Mental; financiamiento para hospitales y centros de salud en Piura, San Juan de Lurigancho, Huancané (Puno), Huaycán, Utcubamba.
Así también, se incorporaron partidas presupuestales para el nombramiento progresivo del personal CAS del Ministerio de Salud, que debe iniciarse en el 2023 con un 20 por ciento.
“Señor presidente”, reiteró Luna Gálvez, “este presupuesto está totalmente de acuerdo a ley, balanceado y aprobado en todo momento por el Ministerio de Economía y Finanzas”, al cual saludó y agradeció por el trabajo efectuado.
Previamente, señaló que aquellas propuestas que no llegaron a ser incluidas, seguirán siendo evaluadas por la Comisión que preside.
Por su parte, la presidenta del Consejo de Ministros, Betssy Chávez Chino dijo que esta ha sido una jornada larga y fructífera, que significa proponer un presupuesto que ha experimentado un incremento del 9 por ciento respecto al año anterior, en unas circunstancias económicas internacionales complejas, que “significan una serie de riesgos y retos para nuestra economía”.
Luego, el ministro de Economía y Finanzas, Kurt Burneo Farfán señaló que la propuesta respeta el equilibrio fiscal correspondiente y las reglas fiscales, y destacó que el proyecto presentado mantiene los ingresos y egresos equilibrados sobre el monto propuesto de S/ 214 790 274 052.
Finalizada la exposición del titular de Economía y Finanzas, nuevamente tomó la palabra la premier Betssy Chávez Chino para dar conformidad a los proyectos presupuestales.

For example, he cited that one hundred million soles will be allocated for common pots; for the Glass of Milk, one hundred million soles; for the Fonavistas, 50 million soles; financing is provided to attend Cancer and Mental Health; financing for hospitals and health centers in Piura, San Juan de Lurigancho, Huancané (Puno), Huaycán, Utcubamba.
