“Hemos enviado el oficio de invitación a cada una de las bancadas del Parlamento con una agenda que nos permita trabajar por el bienestar del país. Hagamos que sea posible el diálogo, dejemos la confrontación y empecemos de una vez a tender estos puentes de comunicación, el país lo necesita”, indicó la jefa del Gabinete Ministerial en conferencia de prensa tras sesión del Consejo de Ministros.

La titular de la Presidencia del Consejo de Ministros (PCM) enfatizó que los últimos tres días de debate en el Congreso, para aprobar la Ley de Presupuesto 2023, fueron importantes porque permitieron lograr consensos y escuchar los pedidos de los parlamentarios con relación al desarrollo de sus regiones.

Asimismo, con respecto a la decisión de la Comisión de Constitución, de aprobar un predictamen para cambiar el reglamento del Congreso, a fin de disminuir los votos para la suspensión del cargo de presidente de la república, Betssy Chavez señaló que la decisión es inconstitucional.

“Existen sentencias del Tribunal Constitucional que hablan de los dos tercios, disminuirlo significa una clara vulneración a la Constitución y a la jurisprudencia que tiene el país. Invocamos desde aquí a los parlamentarios a que puedan reflexionar”, añadió.

INFORME PRELIMINAR DEL GRUPO DE ALTO NIVEL DE LA OEA
El ministro de Relaciones Exteriores, César Landa, informó que el Consejo Permanente de la Organización de Estados Americanos (OEA) recibió hoy el Informe Preliminar del Grupo de Alto Nivel que visitó el Perú del 20 al 23 de noviembre del 2022, y que establece, en sus dos primeras recomendaciones, encauzar la situación de tensión política a través del diálogo y promover una tregua política con compromisos de diálogo.

Landa detalló que el informe también sugiere, en tercer lugar, que sean las instancias de la justicia constitucional las que resuelvan los temas en los que no haya entendimiento. También invocan a respetar los derechos de toda persona a la igualdad y trato humanitario, con tolerancia para todos y todas, ante la percepción de discriminación y racismo. Finalmente, en quinto lugar, el informe hace un llamado a ejercer la libertad de expresión con un sentido constructivo, responsable, imparcial, y de respeto hacia todos los actores.

Al respecto, Betssy Chavez señaló que cada uno de los integrantes del Consejo de Ministros está dispuesto a tomar en cuenta las conclusiones del informe preliminar. “Consideramos que por el bien del país es necesario una tregua política”, añadió.

MEDIDAS CONTRA QUINTA OLA DE CONTAGIOS
La ministra de Salud, Kelly Portalatino, señaló que, tras la revisión de indicadores que confirman una quinta ola de contagios de COVID-19, se acordó exhortar a la población a usar correctamente las mascarillas, especialmente en ambientes cerrados, y completar el esquema de vacunación con cuarta dosis.

“Es necesario tomar acciones para sancionar a aquellos promotores de eventos o de espectáculos que no cumplan con las recomendaciones del Ministerio de Salud, porque nuestro deber es salvaguardar las vidas de los peruanos”, indicó la titular del sector, quien anunció que se hará seguimiento a los indicadores durante dos semanas epidemiológicas, a fin de evaluar si se requieren medidas más estrictas, como el retorno a la obligatoriedad del uso de mascarillas y del carnet de vacunación con tercera y cuarta dosis.

INFLUENZA AVIAR
El ministro de Desarrollo Agrario y Riego, Juan Altamirano, manifestó que, ante la emergencia sanitaria por influenza aviar, el sector que lidera coordina estrechamente con diversos sectores para llevar el control oportuno de la enfermedad, e invocó a la población a mantener la calma, debido a que afecta exclusivamente a las aves.

La presidenta del Consejo de Ministros enfatizó que, de acuerdo con los tres comunicados que emitió el Servicio Nacional de Sanidad Agraria del Perú (Senasa), no hay afectación al consumo de carnes de ave ni huevos, y recomendó a atender la información oficial, a fin de no afectar a los productores.

“There are decisions of the Constitutional Court that speak of two-thirds, reducing it means a clear violation of the Constitution and the jurisprudence that the country has. We call on the parliamentarians from here to reflect,” he added.

PRELIMINARY REPORT OF THE OAS HIGH-LEVEL GROUP
The Minister of Foreign Affairs, César Landa, reported that the Permanent Council of the Organization of American States (OAS) received today the Preliminary Report of the High Level Group that visited Peru from November 20 to 23, 2022, and which establishes, In its first two recommendations, channel the situation of political tension through dialogue and promote a political truce with dialogue commitments.

MEASURES AGAINST THE FIFTH WAVE OF CONTAGES

AVIAN INFLUENZA
The Minister of Agrarian Development and Irrigation, Juan Altamirano, stated that, in the face of the health emergency due to avian influenza, the sector he leads coordinates closely with various sectors to carry out timely control of the disease, and called on the population to remain calm, because it exclusively affects birds.
