Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe Twitter: @prensaperupe A primera horas de la mañana de hoy miércoles 21 de diciembre, Alberto Otárola Peñaranda, juramentó como nievo presidente del Consejo de Ministro en Perú, el nuevo premier quién hasta hace poco era el ministro de Defensa, tendrá el objetivo y misión de construir la paz y lograr la reconciliación entre todos los peruanos, luego de las decenas de muertos que vienen dejando las diversas manifestaciones en toda la nación Inca, en las cuales se pide el adelanto de elecciones generales en el país y el cierre del Congreso de la República.
La presidenta por sucesión constitucional del Perú, , Dina Boluarte Zegarra, tomó el juramento de ley al nuevo presidente del Consejo de Ministros, Luis Alberto Otárola Peñaranda, y a los 18 ministros que conforman el Gabinete Ministerial, en una ceremonia realizada en la Sala Eléspuru de Palacio de Gobierno.
Durante el acto protocolar, también se tomó juramento a los nuevos titulares de Defensa, Jorge Luis Chávez Cresta; Interior, Eduardo Rojas Herrera; Educación, Oscar Manuel Becerra Tresierra, y Cultura, Leslie Urteaga.
Asimismo, se ratificó en el cargo a los ministros de Relaciones Exteriores, Ana Cecilia Gervasi; Economía y Finanzas, Alex Contreras Miranda; Justicia y Derechos Humanos, José Tello Alfaro; Salud, Rosa Gutiérrez Palomino; Desarrollo Agrario y Riego, Nelly Paredes del Castillo, y Trabajo y Promoción del Empleo, Eduardo García Birimisa.
También se ratificó a los titulares de Producción, Sandra Belaúnde Arnillas; Comercio Exterior y Turismo, Luis Helguero González; Energía y Minas, Oscar Vera Gargurevich; Transportes y Comunicaciones, Paola Lazarte Castillo; Vivienda, Construcción y Saneamiento, Hania Pérez De Cuéllar Lubienska; Ambiente, Albina Ruiz Ríos, y Desarrollo e Inclusión Social, Julio Demartini Montes.
ALBERTO OTÁROLA PEÑARANDA
El flamante titular de la Presidencia del Consejo de Ministros (PCM) fue ministro de Defensa en dos ocasiones, del 11 de diciembre del 2011 al 10 de mayo de 2012, y del 10 al 21 de diciembre del 2022. Asimismo, fue viceministro de Orden Interno en el Ministerio del Interior, del 4 de agosto al 10 de diciembre del 2011.
Otárola Peñaranda también fue presidente ejecutivo de la Comisión Nacional para el Desarrollo y Vida sin Drogas (DEVIDA). Sobre la base de su experiencia, ha sido encargado de la dirección de importantes grupos de acción, como las Fuerzas Armadas y Policía Nacional, así como sistemas financieros y logísticos de los ministerios y organismos públicos en los que prestó servicios.
Además, se desempeñó como miembro titular (2017-2022) y vicepresidente (2020-2021) de la Junta Internacional de Fiscalización de Estupefacientes de las Naciones Unidas.
El actual jefe del Gabinete Ministerial es abogado constitucionalista con postgrado en Ciencia Política y Gobierno. Se graduó en la Universidad de San Martín de Porres de Lima con la Tesis denominada “El Derecho Internacional de los Derechos Humanos y su inserción en el Sistema Constitucional Peruano”.
También es egresado de la maestría en Ciencias Políticas y Gobierno, con mención en Políticas Públicas y Gestión Pública por la Pontificia Universidad Católica del Perú; así como de del Curso Interdisciplinario de especialización en materia de Derechos Humanos, del Instituto Interamericano de Derechos Humanos de Costa Rica.
Es docente con especializaciones en Derecho Constitucional, Derecho Laboral y Ciencia Política, Resolución de Conflictos y Derechos Fundamentales. Fue profesor en la Academia de la Magistratura y diversas universidades de prestigio.

ALBERTO OTAROLA PEÑARANDA
The new head of the Presidency of the Council of Ministers (PCM) was Minister of Defense on two occasions, from December 11, 2011 to May 10, 2012, and from December 10 to 21, 2022. He was also Vice Minister of Order Intern at the Ministry of the Interior, from August 4 to December 10, 2011.
Otárola Peñaranda was also executive president of the National Commission for Development and Life without Drugs (DEVIDA). Based on his experience, he has been in charge of leading important action groups, such as the Armed Forces and the National Police, as well as financial and logistic systems of the ministries and public agencies in which he provided services.
In addition, he served as a full member (2017-2022) and vice-chairman (2020-2021) of the United Nations International Narcotics Control Board.
The current head of the Ministerial Cabinet is a constitutional lawyer with a postgraduate degree in Political Science and Government. He graduated from the University of San Martín de Porres in Lima with the thesis called “International Human Rights Law and its insertion in the Peruvian Constitutional System.”
He is also a graduate of a master’s degree in Political Science and Government, with a mention in Public Policy and Public Management from the Pontificia Universidad Católica del Perú; as well as the Interdisciplinary Specialization Course on Human Rights, of the Inter-American Institute of Human Rights of Costa Rica.
She is a teacher with specializations in Constitutional Law, Labor Law and Political Science, Conflict Resolution and Fundamental Rights. He was a professor at the Academy of Magistracy and various prestigious universities.
