El informe, que será elevado a la Comisión Permanente, fue aprobado con 17 votos a favor, 2 en contra y una abstención.

A los exministros de Pedro Castillo se les acusa de ser presuntos coautores de los delitos contra los poderes del Estado y el orden constitucional en la modalidad de rebelión, y conspiración en agravio del Estado.

El encargado de la investigación y de la sustentación del referido informe final fue el congresista delegado, Wilson Soto Palacios (AP), quien leyó por cerca de dos horas el documento de 72 páginas que concluye acusar a los tres exministros como presuntos coautores de los mencionados delitos.

En ese sentido, Soto Palacios, quien también se expresó en quechua, para decir que es importante que se sepa la verdad de lo ocurrido el pasado 7 de diciembre, concluyó en acusar a los denunciados Chávez Chino, en su condición de expresidenta del Consejo de Ministros y a los exministros Huertas Olivas y Sánchez Palomino, del Interior y de Comercio Exterior y Turismo, respectivamente.

Según la denuncia constitucional, Chávez Chino se reunió horas antes del golpe de Estado en Palacio de Gobierno con el expresidente Castillo Terrones y su asesor Aníbal Torres.

Asimismo, sostuvo que la expresidenta del gabinete presentó su renuncia después de varias horas en las que ya la situación del exmandatario estaba definida como delictiva.

Así también pretendió hacer ingresar a los manifestantes que estaban a favor del exmandatario que se encontraban en la Plaza Mayor

Con respecto a Huerta Olivas, dijo que éste respondió a las órdenes de un gobierno que se había pronunciado públicamente como golpista y estaba actuando fuera de la ley y el orden constitucional. También que se reunió días anteriores con Castillo Terrones y que no ha sabido explicar sus motivos.

Con referencia a Sánchez Palomino, dijo que no existe una explicación razonable de que se haya mantenido dentro del Palacio Presidencial por 40 minutos si él se expresó en contra del contenido del mensaje.

Un pedido de varios congresistas, entre ellos, Norma Yarrow Lumbreras y Diego Bazán Calderón de Avanza País, también fue elevado para que se acuerde en el Pleno la suspensión de sus funciones a los congresistas Sánchez Palomino y Chávez Chino hasta que se definan sus casos.

De acuerdo al artículo 89 del Reglamento del Congreso, si la denuncia constitucional es aprobada se eleva a la Comisión Permanente, allí se nombra una subcomisión acusadora para que sustente el informe ante el Pleno y formule acusación en su nombre ante la asamblea.

OTROS ACUERDOS
Antes, el grupo de trabajo presidido por la congresista Lady Camones Soriano (APP), aprobó, en forma unánime, levantar la reserva de las declaraciones de la periodista Cintya Isabel Malpartida Guarniz, para otorgar una copia, solicitada por la fiscal de la Nación en el caso del golpe de Estado.

De otro lado, se aprobó otorgar una ampliación de diez días el plazo para la presentación del informe final de la Denuncia Constitucional N.° 300 solicitada por la congresista delegada Norma Yarrow Lumbreras (Avanza País), quien hizo la solicitud debido a la complejidad del caso y la multiplicidad de los denunciados.

Durante la vigésima novena sesión extraordinaria Camones Soriano, dio cuenta del ingreso de 13 denuncias constitucionales, entre ellas, contra los expresidentes Pedro Castillo Terrones, Francisco Sagasti Hochhausler y Martín Vizcarra Cornejo.

También se aprobó la inadmisibilidad de una denuncia en contra de la excongresista Rosario Paredes Eyzaguirre acusada por dos ciudadanas por haberle recortado el sueldo a una de sus trabajadoras. No prosperó debido a que las acusadoras no eran las directamente agraviadas.

Eso no sucedió con la denuncia de la exfiscal de la Nación, Zoraida Ávalos Rivera, sobre el mismo caso, debido a que la acusación sí cumplía con los requisitos, por lo que fue aprobada en forma unánime.

Por mayoría se aprobó la denuncia constitucional del excongresista Juan Burgos Oliveros (NA) y varios ciudadanos, en contra del expresidente Francisco Sagasti Hochhausler, por infracción constitucional.
