Así lo acordó, por mayoría, el Consejo Directivo del Congreso, que sesionó esta tarde con la conducción del presidente de este poder del Estado, José Williams Zapata.
Además, se fijó en dos horas el tiempo de debate, sin interrupciones ni minutos adicionales, que será distribuido proporcionalmente entre los grupos parlamentarios:

La denuncia constitucional 328 contra los exministros de Estado, Betssy Chávez Chino, Willy Huerta Olivas y Roberto Sánchez Palomino, fue presentada por la fiscal de la Nación, Patricia Benavides Vargas.
En la víspera, la Comisión Permanente aprobó el informe final que concluye acusar a los referidos exministros por ser presuntos coautores de la comisión del delito contra los poderes del Estado y el orden constitucional, modalidad rebelión, artículo 346 del Código Penal, en agravio del Estado; y, alternativamente, por la presunta comisión del delito contra los poderes del Estado y el orden constitucional, modalidad conspiración, artículo 349 del Código Penal, en agravio del Estado.
Cabe indicar que, según el inciso i) del artículo 89 del Reglamento del Congreso sobre el procedimiento de acusación constitucional, señala que “el acuerdo aprobatorio de una acusación constitucional, por la presunta comisión de delitos en ejercicio de sus funciones, requiere la votación favorable de la mitad más uno del número de miembros del Congreso, sin participación de los miembros de la Comisión Permanente. El acuerdo aprobatorio de suspensión requiere la misma votación”.
Además, “el acuerdo aprobatorio de sanción de suspensión, inhabilitación o destitución por infracción constitucional, en un juicio político previsto en el primer párrafo del artículo 100 de la Constitución, se adopta con la votación favorable de los 2/3 del número de miembros del Congreso, sin participación de la Comisión Permanente (…)”.

Constitutional complaint 328 against former State ministers Betssy Chávez Chino, Willy Huerta Olivas and Roberto Sánchez Palomino, was presented by the National Prosecutor, Patricia Benavides Vargas.
The day before, the Permanent Commission approved the final report that concludes accusing the aforementioned former ministers for being alleged co-perpetrators of the commission of the crime against the powers of the State and the constitutional order, rebellion modality, article 346 of the Penal Code, to the detriment of the State ; and, alternatively, for the alleged commission of the crime against the powers of the State and the constitutional order, conspiracy modality, article 349 of the Penal Code, to the detriment of the State.
It should be noted that, according to subparagraph i) of article 89 of the Regulations of Congress on the constitutional accusation procedure, it states that “the agreement approving a constitutional accusation, for the alleged commission of crimes in the exercise of their functions, requires a favorable vote of half plus one of the number of members of Congress, without the participation of the members of the Permanent Commission. The suspension approving agreement requires the same vote.”
In addition, “the agreement approving the sanction of suspension, disqualification or dismissal for constitutional violation, in a political trial provided for in the first paragraph of article 100 of the Constitution, is adopted with the favorable vote of 2/3 of the number of members of the Congress, without the participation of the Permanent Commission (…)”.
