Se trata de una iniciativa que busca afianzar e impulsar el trabajo articulado entre el Gobierno nacional y los gobiernos regionales (GORE). Durante la jornada se abordará una agenda para el desarrollo territorial, la descentralización y la emergencia nacional generada por los desastres naturales.
“Este es un mecanismo eficiente, eficaz, de diálogo, pero también de destrabe de proyectos y de aterrizaje en la ejecución de las obras”, manifestó el jefe del Gabinete Ministerial.
Añadió que esta instancia es el primer esfuerzo del Gobierno nacional y gobiernos regionales no solamente por conversar respecto a los grandes temas nacionales, sino también para el trabajo técnico con los equipos ministeriales.
Asimismo, resaltó que esta acción expresa la voluntad de diálogo de la actual gestión gubernamental en el esfuerzo por construir una nación unificada y atender las diversas problemáticas del país, con una mirada preventiva debido a las lluvias, heladas y friajes que se avecinan.
La reunión se da en el marco de la política de destrabe de inversiones prioritarias y una mejor implementación de servicios públicos para la ciudadanía. Además, se apunta a atender con mayor efectividad los requerimientos de los departamentos en torno a sus principales problemáticas.
En la primera ronda de intervenciones, los gobernadores de Lima provincias, Lambayeque, Moquegua, Huancavelica y Huánuco expusieron los principales requerimientos y avances de sus jurisdicciones, para luego dar pase a las disertaciones de los ministerios de Defensa, Economía y Finanzas y Desarrollo e Inclusión Social. Posteriormente, se desarrollarán las reuniones técnicas bilaterales.
El primer Consejo de Estado Regional sesionará durante dos días. Hoy, jueves 4 de mayo, día de inauguración, la cita se desarrollará en el Centro de Convenciones de Lima.
En tanto, mañana, la segunda jornada tendrá sede en Palacio de Gobierno, donde se presentará un balance de los acuerdos y conclusiones alcanzados.
Para garantizar la puesta en marcha de estos consensos, el viceministerio de Gobernanza Territorial de la PCM, a través de la Secretaría de Descentralización, realizará un seguimiento y se encargará de elevar los informes periódicos correspondientes.
