Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe El jefe del Gabinete Ministerial, Alberto Otárola Peñaranda, anunció que el Consejo de Ministros aprobó enviar con carácter de urgencia al Congreso de la República un proyecto de ley que propone reformar el artículo 165 de la Constitución, con el fin de encargar a las Fuerzas Armadas las labores de apoyo a la Policía Nacional en el resguardo de las fronteras del país.
“La reforma que proponemos significa agregar un párrafo al artículo 165 de la Constitución de la siguiente manera: Las Fuerzas Armadas prestan apoyo a la Policía Nacional del Perú en la vigilancia de las fronteras, de acuerdo a ley”, explicó el premier.
Añadió que se trata de una decisión soberana del Estado peruano, en la línea de las acciones que se están tomando en materia migratoria.
Al término de la sesión del Consejo de Ministros, Otárola Peñaranda informó también que se aprobó un decreto supremo que declara estado de emergencia en varias provincias de los departamentos de Áncash, Cajamarca, La Libertad y Lima, debido a las intensas lluvias.
“En total, son 192 distritos los que han sido declarados en emergencia. Con esta decisión estamos contribuyendo y apoyando a las autoridades, sobre todo a las subnacionales, para la adecuada toma de decisiones y ayuda en sus jurisdicciones”, expresó.
En tanto, indicó que el Gabinete aprobó un decreto supremo que realiza diversas modificaciones al Reglamento de Organización y Funciones de la Autoridad de Transporte Urbano.
“Como Gobierno tenemos la obligación de relanzar nuestras políticas referidas al transporte público, especialmente en Lima y Callao, que ya no resisten un estado como el actual”, sostuvo.
El premier estuvo acompañado por la ministra de Desarrollo Agrario y Riego, Nelly Paredes, el ministro del Interior, Vicente Romero, y la ministra de Transportes y Comunicaciones, Paola Lazarte, quienes dieron informes de sus respectivos sectores.

En la sesión del Consejo de Ministros se aprobaron tres decretos legislativos. El primero de ellos implementa el Sistema Nacional de Archivos y Patrimonio Documental de la Nación a través de las tecnologías digitales, para digitalizar el importante acervo documentario peruano. El segundo apunta a la modernización administrativa para la gestión pública, mientras que el tercero adecua la denominación y conformación de los tribunales administrativos de los organismos regulados de la inversión pública.
Además, fue aprobado un decreto supremo que prorroga el estado de emergencia en el Corredor Vial del Sur – Apurímac, Cusco, Arequipa y en el Corredor Interoceánico Sur.

“The reform that we propose means adding a paragraph to article 165 of the Constitution as follows: The Armed Forces provide support to the National Police of Peru in border surveillance, in accordance with the law,” explained the premier.
He added that it is a sovereign decision of the Peruvian State, in line with the actions that are being taken in immigration matters.
At the end of the session of the Council of Ministers, Otárola Peñaranda also reported that a supreme decree was approved declaring a state of emergency in several provinces of the departments of Áncash, Cajamarca, La Libertad and Lima, due to heavy rains.
“In total, there are 192 districts that have been declared in emergency. With this decision we are contributing and supporting the authorities, especially the subnational ones, for proper decision-making and assistance in their jurisdictions”, he expressed.
Meanwhile, he indicated that the Cabinet approved a supreme decree that makes various modifications to the Regulation of Organization and Functions of the Urban Transport Authority.
“As a government, we have the obligation to relaunch our policies regarding public transportation, especially in Lima and Callao, which no longer resist a state like the current one,” he said.
The premier was accompanied by the Minister of Agrarian Development and Irrigation, Nelly Paredes, the Minister of the Interior, Vicente Romero, and the Minister of Transportation and Communications, Paola Lazarte, who gave reports from their respective sectors.

In the session of the Council of Ministers, three legislative decrees were approved. The first of them implements the National System of Archives and Documentary Heritage of the Nation through digital technologies, to digitize the important Peruvian documentary heritage. The second aims at administrative modernization for public management, while the third adapts the name and conformation of the administrative courts of the public investment regulated bodies.
In addition, a supreme decree was approved that extends the state of emergency in the Southern Highway Corridor – Apurímac, Cusco, Arequipa and in the Southern Interoceanic Corridor.
