Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe El presidente del Consejo de Ministros, Alberto Otárola Peñaranda, sostuvo el día de hoy una visita de trabajo, con los parlamentarios que conforman la mesa directiva del Congreso, para tratar dos importantes proyectos de ley enviados con carácter de urgencia por el Ejecutivo, referidos a la vigilancia de las fronteras peruanas, así como al encargo y gestión remota de la Presidencia de la República.
Precisó que la primera de las propuestas es la Ley que modifica la Ley Orgánica del Poder Ejecutivo para desarrollar el encargo y gestión remota del despacho de la Presidencia de la República.
ENCARGO Y GESTIÓN REMOTA DEL DESPACHO DE LA PRESIDENCIA DE LA REPÚBLICA:
Se trata de que, cuando la presidenta viaje, conserve la gestión del despacho de la Presidencia y, a través del titular del Consejo de Ministros, que según la propia Constitución es el portavoz autorizado del Gobierno, se pueda tener la conducción administrativa del mismo, explicó.
Esta medida va a permitir que la mandataria cumpla con la obligación que le da la propia Constitución de dirigir la política exterior del país, aseveró Otárola Peñaranda.
Resaltó que este planteamiento cobra particular importancia en el marco de las actividades internacionales a las que ha sido convocada la presidenta Dina Boluarte, así como la necesidad de ejercer la defensa de los intereses del país y reforzar las relaciones diplomáticas.
Además, enfatizó que la norma no afecta la Constitución, sino que desarrolla toda la moderna técnica legislativa referida al gobierno electrónico. Adelantó que se conversará con cada una de las bancadas parlamentarias para exponer los alcances del proyecto.
LEY DE REFORMA CONSTITUCIONAL DEL ARTÍCULO 165 DE LA CONSTITUCIÓN:
De otro lado, el jefe del Gabinete Ministerial se refirió a la Ley de reforma constitucional del artículo 165 de la Constitución para garantizar el apoyo de las Fuerzas Armadas a la Policía Nacional en la vigilancia de las fronteras, informó que esta propuesta ha sido bien recibida por la mesa directiva.
Aseveró que otro de los puntos de agenda de su presencia en el Legislativo fue el solicitar apoyo para que pueda aprobarse en el Pleno la implementación de la nueva Autoridad Nacional para la Infraestructura (ANIN), que viene debatiéndose en el Parlamento.
En el encuentro participaron el presidente de la mesa directiva, José Williams Zapata, así como Martha Moyano, Silvia Monteza y Alejandro Muñante, primera, segunda y tercer vicepresidente, respectivamente.

La Ley que modifica la Ley Orgánica del Poder Ejecutivo para desarrollar el encargo y gestión remota del despacho de la Presidencia de la República incorpora el artículo 8-A a la Ley N.° 29158, Ley Orgánica del Poder Ejecutivo.
El texto de la iniciativa establece que de no contar con vicepresidentes en ejercicio, el presidente de la República se mantiene a cargo del despacho de forma remota, empleando las tecnologías digitales correspondientes para tal efecto.
