Agencia Peruana de Noticias PRENSAPERU.PE https://prensaperu.pe/ Twitter: @prensaperupe El presidente de la Asociación de Exportadores (ADEX), Julio Pérez Alván, sostuvo una reunión con el ministro de la Producción, Raúl Pérez Reyes, con quien evaluó el panorama y los despachos industriales al exterior y coincidieron en la necesidad de encender nuevos motores que ayuden a acelerar su recuperación debido a su impacto positivo en la economía peruana.

“Las exportaciones pueden ayudar en ese objetivo, por ese motivo nos reunimos en menos de 7 días con 2 ministros de Estado y ha quedado claro no solo el conocimiento que tienen de sus sectores, sino su apertura al diálogo. A estas alturas es necesaria la creación de una Mesa de Trabajo de Alto Nivel para identificar aquellas actividades con mayor potencial”, dijo.

En opinión de Pérez Alván, esta Mesa de Alto Nivel podría ser integrada por representantes del sector público y privado comprometidos con las actividades productivas y las decisiones deberán tener carácter vinculante.

Al recordar la frase ‘El Perú es un mendigo sentado en un banco de oro’, indicó que, en esta coyuntura, cuando muchas familias regresaron a la pobreza por la pandemia, es tiempo de poner en marcha la maquinaria llamada Perú e invertir los recursos existentes en el bienestar de las personas.

Recordó que en el conversatorio ‘La legislación peruana como ventana de oportunidades para el comercio exterior’, llevado a cabo en el Congreso de la República, se presentaron presidentes de varios comités del gremio como confecciones, pesca y acuicultura, industria forestal y servicios, rubros bastante prometedores.

“Perú es un mercado de 34 millones de personas y el mundo de 8 mil millones, es ahí adonde debemos dirigirnos y generar riqueza que le llegue al peruano de a pie. Lo importante es tomar la decisión y en ADEX confiamos que en esta gestión se podrá avanzar. Es momento de mirar hacia afuera y promover el crecimiento hacia adentro”, expresó.

PROPUESTAS DE ADEX A PRODUCE
En la reunión, la delegación de ADEX le entregó al ministro Pérez Reyes un documento con varias propuestas inherentes a su portafolio, una de ellas pide establecer una política orientadora respecto a la normativa legal aplicable y los procedimientos para el cumplimiento de las empresas en todo lo relacionado con la gestión ambiental.

En ese sentido, planteó mejorar la coordinación con las entidades relacionadas al tema, como el Organismo de Evaluación y Fiscalización Ambiental (OEFA) del Ministerio del Ambiente (Minam), gobiernos locales, regionales, entre otros, estableciendo textos únicos ante la dispersidad de las normas en materia ambiental.

En relación a las fiscalizaciones, recomendó primero establecer una etapa de orientación y subsanación antes de imponer elevadas multas y sanciones por supuestos incumplimientos; de igual manera, adecuar el marco legal y encontrar la proporcionalidad en la aplicación, eliminando la discrecionalidad de los funcionarios, pues en la actualidad la OEFA se caracteriza por ser más punitiva que orientadora.

“Es crucial reforzar el trabajo coordinado entre el sector público y privado con miras a promover las exportaciones, profundizando el aprovechamiento de los acuerdos de libre comercio, e impulsando la diversificación de nuestras exportaciones y su contenido tecnológico”, enfatizó Pérez Alván.

FORTALECIMIENTO DE LAS PYMES
Otra de las medidas que apunta a fortalecer a las pequeñas empresas e industrias manufactureras es la creación urgente de una mesa de trabajo público-privada cuyo propósito sea diseñar medidas que minimicen el impacto negativo de la fuerte desaceleración esperada para la economía mundial y peruana este año.

“Se debe fortalecer Innóvate e implementar una agenda agresiva de difusión de los fondos concursables a nivel nacional y de esa forma ampliar la base de empresas beneficiadas; asimismo, crear nuevos instrumentos financieros orientados a fomentar el crecimiento y la formalización de las pequeñas y medianas empresas y consolidar las existentes”, sugirió.

En la reunión con el ministro Pérez Reyes también participaron el viceministro de Pymes e Industria del Produce, Javier Dávila Quevedo; el segundo vicepresidente del gremio, César Tello Ramírez; el presidente de Comité de Madera e Industria de la Madera, Erik Fischer Llanos y la gerenta central de exportaciones, Ysabel Segura Arévalo.

ADEX PROPOSALS TO PRODUCE
At the meeting, the ADEX delegation handed Minister Pérez Reyes a document with various proposals inherent to his portfolio, one of which calls for the establishment of a guiding policy regarding applicable legal regulations and procedures for company compliance in all matters related to environmental management.

In this sense, he proposed improving coordination with entities related to the subject, such as the Agency for Environmental Assessment and Enforcement (OEFA) of the Ministry of the Environment (Minam), local and regional governments, among others, establishing single texts given the dispersion of the environmental standards.

In relation to inspections, he first recommended establishing an orientation and rectification stage before imposing high fines and sanctions for alleged non-compliance; In the same way, adapt the legal framework and find proportionality in the application, eliminating the discretion of the officials, since at present the OEFA is characterized by being more punitive than guiding.

“It is crucial to reinforce the coordinated work between the public and private sectors with a view to promoting exports, deepening the use of free trade agreements, and promoting the diversification of our exports and their technological content,” emphasized Pérez Alván.

STRENGTHENING OF SMES
Another of the measures that aims to strengthen small companies and manufacturing industries is the urgent creation of a public-private work group whose purpose is to design measures that minimize the negative impact of the sharp slowdown expected for the world and Peruvian economies this year. .

“Innóvate must be strengthened and an aggressive agenda for disseminating competitive funds nationwide must be implemented and thus broaden the base of beneficiary companies; likewise, create new financial instruments aimed at promoting the growth and formalization of small and medium-sized companies and consolidating existing ones”, he suggested.
