Su objetivo es garantizar el derecho de la población a consumir una oferta sana a fin de lograr un integral desarrollo humano y, además, desarrollar una agricultura sostenible que protege la salud humana, la biodiversidad, los polinizadores, las fuentes de agua, el suelo y el aire.
De acuerdo con el presidente del Comité de Café y Cacao del gremio empresarial, José Antonio Mejía Polanco, en el 2022 la exportación de cacao orgánico cayó -15%, y este año, según los meses transcurridos y por la falta de órdenes de compra, se estima una disminución de -40%. En esa línea, la propuesta legislativa contribuiría de manera importante con el buen desenvolvimiento de estos envíos.
La iniciativa fue presentada en la Comisión Especial Multipartidaria de Monitoreo, Fiscalización y Control del Programa Hambre Cero del Parlamento, y luego de ser aprobada por el Pleno, y promulgada, será reglamentada por el Ministerio de Desarrollo Agrario y Riego (Midagri) mediante Decreto Supremo en un plazo no mayor de 90 días hábiles contados desde el día siguiente de su publicación. “Esperamos su cristalización a favor de los consumidores nacionales y extranjeros, pues el uso indiscriminado de los plaguicidas no debe continuar”, dijo.
Cabe mencionar que, por segundo año consecutivo, la Comisión de la Unión Europea (UE) colocó al cacao y a otros cuatros productos agrícolas de Perú, en la lista de alto riesgo por contaminación de pesticidas, por ello pide la realización de muestreos en origen y destino para los embarques.
PROPUESTA LEGISLATIVA
Según el artículo 4 de la iniciativa, Midagri, a través del Servicio Nacional de Sanidad Agraria (Senasa), debe dar cumplimiento a lo dispuesto en coordinación con la Dirección General de Salud Ambiental (Digesa) y la Dirección General de Asuntos Ambientales (DGAA).
Asimismo, Senasa, como autoridad competente del registro y control de plaguicidas, informará y publicará mensualmente mediante su página web, acerca de la fiscalización y sanción de actividades prohibidas en el uso de plaguicidas químicos altamente tóxicos en la salud y la agricultura.
La entidad sanitaria también se encargará de implementar operativos y campañas informativas en coorganización con los gobiernos locales, el Ministerio de Salud (Minsa) y la Policía Nacional del Perú (PNP), a fin de prevenir el uso de plaguicidas y pueda sancionar de manera oportuna.

According to article 4 of the initiative, Midagri, through the National Agrarian Health Service (Senasa), must comply with the provisions in coordination with the General Directorate of Environmental Health (Digesa) and the General Directorate of Environmental Affairs (DGAA). .
Likewise, Senasa, as the competent authority for the registration and control of pesticides, will inform and publish monthly through its website, about the inspection and sanction of activities prohibited in the use of highly toxic chemical pesticides in health and agriculture.
The health entity will also be in charge of implementing operations and information campaigns in co-organization with local governments, the Ministry of Health (Minsa) and the National Police of Peru (PNP), in order to prevent the use of pesticides and can sanction in a timely manner. .
